The accompanying documents relative
fothe' subjects mentioned in this commu
nication, together with a statement of
warrants drawn on the treasurer during
the political year now past, and a list of
executive appointments, made in obedi
ence to the ninth section ot the second ar
ticle of the constitution of this state, are
herewith submitted for your considera
tion.
These are the most important subjects
which have-bcen acted on during the
year past; there are sundry others of less
importance which wiH require your at
tention during the session.
In the conclusion of this address, per
mit me to assure yon, that I feci gratified
in believing, that whatever may promote
the honor and interests of our beloved
country, will command your serious and
constant attention; and that onion and
harmony may prevail in your councils, is
the prayer ofyour devoted fellow-citizen.

From the following intelligence, it ap
pears, that the pirates and banditti on
Amelia Island are still endeavoring to
entice into their service our unsuspect
ing citizens. To seduce them from their
honest & peaceable pursuits, they proffer
them a visionary compensation wl«ch will
never be realised. Let our countrymen
beware of those false allurements.—The
moment they embrace them they disfran
chise themselves as American Citizens—
they lose the protection and regard of
their government—and by associating
with the out-laws of nations, they throw
themselves without the pale of civiliza
tion, and become deprived even of the
common benefit of brutes.
The revolutionary authorities at Fer-
Inandina have been contriving expedi
ents to increase their military by offer
ling 320 acres of land for six months’
[service of every volunteer—4Bo, for
Inine months—Boo, for twelve months
l-and 190 acres extra to be given to
■every volunteer who shall be in service,
lit the fall of St. Augustine, The ap

A high!/ intelligent and valuable friend,
has furnished us with the subjoined
extract ot a letter. The writer is a
very observing and sensible mart. It
will be seen by the contents, that the
United States are gaining upon the
consideration of European statesmen
and philosophers. These-facts are in
teresting; they show thft our coun
. try and its institutions, its products,
and policy, are the themes of obser
vation and contemplation amongst the
learned men in the old world. While
all who visit our country from Europ;
ftie unremitting in their communica
tions in relation to America—while
these are made public, and contrl
bute essentially to impress the mind
of the several countries where publish
ed-—it is proper that onr citizens, in
turn, should give their speculations
and remarks in the same way. We
can profit by tbeir communications—
and, I trust rejoice in a contrast with

“ A vessel is about sailing fiom An
twerp for Nevy-York, and I cannot omit
the opportunity of thanking you lor your
letter, received some months since, ac
i companied with some news-papers, and
the report of a Committee on (he subject
of domestic manufactures, which has
been read by many, and admired more
particularly by a friend of mine, an En
glish Gentleman, who is a great fri nd
to our country. Since my residence in
Europe, nothing has struck me more ob
viously than the increasing interest, with
which every thing relating to America
: is heard apd observed. A knowledge
' >f the nature of our country,of our insti
tutions, inhabitants, manners, morals, &
customs, frpm which the war secluded
•he nations of Europe in a very consid
erable degree, is spreading with a rapid
ity proportionate to our increase. It is
now Seen,(with what relish by kings and
courts 1 leave you to judge,) that the
day is not very distant in which our
Republic will cease to occupy a second
rank among the nations of the earth.
Our short war has unfolded energies,
which wcjwero not believed to possess—
it has impressed information with a dia
mond’s point, in characters which are
indelible. '
The natural productions of the Uni
ted States are sought for with avidity.
Among other productions, I brought with
me a piece of the block of Copper on the
margin of Lake Superior. A part of it
has been analyzed at the mint at U
trecht, and is placed in the museum at
Leyden-—another has a place at Gottin
gen. The report of the analysis makes
it (as you know it to be) more free from
alloy as The wise
ones are turning their attention to this
subject, and you may expect voyagers,
in the shape of philosophers, coming to
make discoveries.
“ Alter satisfying his first curiosity,
an American seeks, if he does not sigh
for, home. The wretchedness and mis
ery of the lower classes, abates, his ad
miration of the stupendous works of art
which Europe presents. It should how -
ever be added, that this has been a year
of uncommon distress. And it may be
also true, indeed I feel it to be so, that
my curiosity, which never was extrava
gant, is abated by years.'
“ I know of nothing in the political
world worth naming to you. The pie
vailing opinion seems to be, that things
cannot remain as they are, for any con
siderable length of time. If you ask the
reason of this opinion, you cannot re
ceive a satisfactory answer. A few men
in the green bag hold the secret, and as
long as the green bag holds together,
Europe, in my opinion, will hold as it is.
Conjecture is vain, and he who ventures
on it must be—*not a wise man.”

46 groots, and Sea-Island, 48 to 34
groots: prime and seconds wil* doubt
less command high prices here and turn
out lucratively, we shall have a regular
vent for the same.
From the Dublin Chronicle.
The Americans have a fleet in the Me
diterranean. It was. when the last ac
counts came away, cruizing oft'Leghorn.
The. commander was on board the Wash
ington* an 86 gun ship, with a crew of
780 men. We believe, says the Cath
olic official paper, it would be difficult
for any vessel in the world to take her
This is the first vessel of her class the
Americans have. She bears the name of
one of the greatest men that the sun
ever shone upon. He found his country
a pitiful province of Britain, and left her
—Oh, glorious destiny!—an independent
nation!
Curious Typographical Erratum.
The following singular blunder occurs
in a late Philadelphia Gazette:
The civil authority of the City of
Washington has passed an edict against
Dogs, and have ordered into immediate
confinement the whole human race, un
der pain of extermination.
What a wonderful stretch of authority
in the municipality of the City of Wash
ington. If “the whole human race” are
to be immediately confined, query, who
are to be the jailorsf—for “ human” read
“ canine”—and even with this typo
graphical correction, the article presents
