I |HIE Grand Jury present the bad .L elate of the \V rights borough road between Mr. Burton’s and the Columbia County line, particularly that part of the road near the ford of Butler’s Creek ■ (by information of Mr. Burton and Hen ry Matcher,) and this being a high way on which a great quantity of produce is brought to market, it is recommended by the Grand Jury, that prompt and ef fectual measures should bo taken to put it in good repair. We present the existing system of tax allot), as greviously unequal and opprea ivc. Conscious that every one must hear his proportion of the public burthen, ready and willing to support ours, we yet contend, that no one ought to bear more than hiajnst sliaro; and, that what ever may be the amount of revenue re quired, it ought to be -raised by a system as nearly equal as may he. It ds admit ted, that no mode ol taxation perfectly equal, has been or perhaps can be. devi s a!, but justice and good faith alike de ni niJ, that in the selection ol objects and lire rate of assessment, there should he nothing found palpably unequal, and this, we think, cannot be aiHrmedof our pre sent sys. cm. It ii a fact to well known, as not to ad mit ol a doubt, that certain portions of the Male and particular d va riptions of pro perty are made lu contribute more tu rnoliiers of equal value. V,Vhy is il (hat the counties ol Richmond and Chat ham, neither of them large, populous or fertile, should pay so large a part of the whole 11 venue ol the Stale, while many other?, enjoying more of the wealth, ami possessing more ol the power ol ortr coun try, contribute so much loss to its expen diture. And why, il may he asked, (as an in- lance,) is a dweding house, per haps with ether valuable contigiois buildings and improvements in the coun try worth ten thousand dollars, whether ocenj led by the owner or rented out, exempted from all taxes whatever, while a similar property in a town or village, al though used as the residence of the ow ner, pays a (ax of more than thirty dol lars, besides the county ami other local taxes. And it is a fact well I «nn by experience, that there are at this mo ment many vacant lots in the towns, which produce no income, and yes, sin gly, pay more tax to the Slate than a productive farm. It docs appekr to this Grand Jury, and we trust it will appear plainly to the re presentatives of the people, that the rales of taxation should bear some just proportion, either to the value of the things taxed, or the income which they yield. And considering it to be a clearly sett.ed point that all the cillvans of our common country are of right, equally en titled to its protection and justice, we re gret the more that it has so long escaped the attention of the Legislature, that while slock in trade, and houses and lots in the towns are required to be given in to the receiver* of tax returns, at present value. Lands are classed and rated by laws of very old dales, very far below their real value, and thus taken as tbc standard of the present taxes. The Grand Jury believe that ’he plain and simple remedy for the existing grievance would be to assess the real value of all property, whether in 'towns or in the country, and beiug thus distributed, a much smaller rale of per centum than the present, would produce the same amount of revenue, w hile it would re lieve the inhabitants of the towns from the present unequal burthen ; it would cast all the taxable property of the com monwealth into one general fund, char geable with the wants of the public by equal contributions on the property of all | its members. The Grand Jury hope that a calm and J candid examination of Ibis subject by the | Legidalii remould terminate in grant ing relief; and therefore earnestly re commend our Senator and Representa tives to use their beet endeavours to pro* euro a review of the present tax laws, and the adoption of a more equal system.) To illustrate the foregoing statem#its, the Grand Jury has subjoined a sketch made up from the existing tax laws, em» ! bracing, for example, (he land* lying cn the north side of the State, from (he county of Burke, (Mac Beau’s Creek,) upwards. Ist. The high river swamp land be tween Mac Beau’s and llae’s Creels, take 200 acres, (of which there are in any thousands within these limits worth $25 per acre,) pays $2 !)0 ceuts tax for 100 acres ; but if returned at valuation, would pay $7 81 ceuts. The 2d quality pays $ I 00 cents, and the 3d 85 cents for 100 acres. 2d. From Rae’s Creek to Broad river. Ist quality high river swamp land, pays S 1 50cent;jfor !00 acres. 2J quality 85 cents. 3d quality 25 cents per 100 acres. 3d. Oak and Hickory lands from Mac Beau’s to Broad river, within one mile of the river and including islands. Ist qual ity pays 60 cents. 2d quality 25 ceuts. 3d quality 15 ceuts, per 100 acres. 4th. Lands above Broad river up the Savannah and Tugalo and within a mile, Ist quality pays 42 1-2 cents, 2d 20 cents. 3d 10 cents, per 100 acres. 6th. Lands on Broad river, including islands, the same rates. Upon the whole it appears that inde pendent of valuable dwelling houses, mills and other buildings in the country which are not taxed at all, the average difference against town and village prop erty is at least four hundred per cent. The Jury request the Judge to order tile publication of these presentments; and that the Clerk of this Court be di rected to send a certified copy of the se cond presentment, without delay, to the Senator ami Representatives of this County in the General Assembly, now in se sion. The Grand Jury having deputed a committee of their body (o examine the state and condition of the County Jail, they reported the same to be in good or der throughout.
