allow ed for carrying the mail one trip.—
II it be made to appear that the delay
w as occasioned by unavoidable accident,
of w hich the Postmaster General shall
b<- 1 he judge, the forfeiture may he reduc
ed to the amount of pay for a 1 1 ip: but in
no case can that amount be remitted.—
The forfeitures are otherwise uncondi
tional, and will in all cases be enforced.
4. Persons who make proposals w ill
stale their prices by the year; payments
lobe made quarterly, in the months of
May, August, November, and February,
one month alter the expiration of each
quarter.

be employed to carry the mail.

stage, or oilier wise.

bid, otherwise, he cannot enjoy that pri
vilege.
W. Propositions for any improvements
in transporting the mail may he stated
in the proposals, and will be duly consid
ered.
9. The number of the route, and its be
ginning and termination, should be stated
in every bid; and the proposals mast he
i scaled, directed to the “General Post Of
fice, office of Mail Contracts, 1 " and super
i scribed “Proposals”

10. The distances, ns stated, are be
, lieved to be substantially correct; but if
any mistakes have occurred in relation
to them, no increase of compensation
will in' allowed on that account. The
( contractor will iniform himself on that
point.
11. 'Flic Postmaster General reserves
the right of annulling any’ contract wlien
cv er repeated failures to arrive within the.
contract time shall occur, or whenever
one failure shall happen amounting to the
joss of a trip.
12. In every case where the mail is
transported in stages, and (lie present
contractor shall be underbid, and the un
derbidder shall not have such stage pro
perty as may be necessary (or the per
formance of the contract, lie shall pur
chase from the present contractor, at a
reasonable valuation, the whole, or any
part of the stage property, including
horses that may he suitable lor the ser
vice, and make payment for the same by
reasonable instalments, as his pay shall
become due, or as may be otherwise ar
ranged. Should they not agree as to the
suitableness of the property, its value, the
terms of payment, and its security, each
may' choose a person, who may appoint
an umpire, and their decision shall be fi
nal; or if (he underbidder declines to do
(his, the Postmaster General will name
the umpire. This will be made a condi
tion of any bid under that of a present
contractor; and should the underbidder,
fail to comply, bis bid will be offered to
the present contractor; but should lie de
cline it, the proposal of the underbidder
will be accepted unconditionally.
13. No bid shall he withdrawn after
the time for receiving it lias expired; and
should any person refuse to take u con
tract Qt his bid, he shall forfeit all other
contracts (hat he may have with the De
partment, and he held responsible for all
damages that may result from his failure
lo comply.
14. No contract can he transferred
without the approbation of the Postmas
ter General; and the assignment of a con
tract without his consent, shall forfeit it.
This rule w ill never he departed from.
15. If a contractor or Ids agent shall
violate the Post Office law, or shall trans
mit commercial intelligence by express
more rapidly than the mail, his contract
shall be forfeited.
10. The Postmaster General reserves
the right of curtailing of discontinuing
any route, when in his opinion, the pub
lic interest shall require it; and in such
eases the contract shall cease so far as
relates to the part curtailed, or to the
whole, if discontinued —an allowance of
one month’s extra pay being made, the
contractor.
17. All contracts for routes embraced
In this advertisement, shall commence on
the first day of January next and con
tinue four years-
