It is unable paper, but keeps quite clear of the commercial part of the subject! and so far affords no points for comparison with recent enquiries in England. Upon this an English editor remarks: “The growing internal prosperity of France, at this moment, is very apparent, as well from this document, as from all other facts and information of a kindred nature Two or three years hence the developement will be still more striking, and we shall begin to discover that the Bourbons are once more our natural enemies.” SPAIN. It is said that the people never paid their taxes with so much punctuality, nor required so little pressing to make pay ments, as since the re establishment of the Constitutional system. And the en rolments for the army, in all the provin ces, were never before made with so much expedition, and so free from disor der. Private letters from Spain speak of some essential modifications of the new constitution, as being in contemplation. The change has been concerted by those distinguished by their talents, and some of the administration, and has been dis cussed and approved at several private meetings. It is designed to remedy many of the existing evils, and will be presen ted to the Cortes as soon as it assembles. According to this project, the represen tative government will be divided into two bodies—namely, a Chamber of No bles, and a Chamber of Deputies for the Kingdoms and Provinces. These Cham bers will have the initiative with regard to the proposal of laws, the Crown will have an absolute vote, and the propositions which it may reject cannot be re-proposed until another session. The Municipal Au thorities, and the Justices of Peace, are to be elected by the people. AFFAIRS OF THE GREEKS. Great indignation has been excited in the lonian islands by the conduct of the British merchants, in furnishing provisions to the Turks in the fortresses of the Mo res, which; but for this aid, would long since have been reduced. A party of Turks recently entered the Austrian territory in pursuit or some Greeks who had taken refuge there, but tne Austrian (roups having filed upon them, they made a precipitate retreat withodt returning the fire, or committing any further hostile act, A letter from Marseilles, inserted in the Journal de la Haute Garonne, states th.it the Greek vessel which came to Marseilles for arms, and sailed some time since, had on board, besides the young men and workmen who were waiting for it, 50 French officers desirous of assisting the cause of Greek independence Certain intelligence has been received that Prince Demetrius, the brother of A lexander Ypsilunti, has arrived in the Mo rea, where he immediately assumed the command in chifef of the Greek troops, and addressed to them, on the 24th July, a very proclamation. AtJPeacha, who appears to have many more lives than a cat, has again entered Joanuina An army opposed to him, con sisting of 30,000 Turks, and 20,000 Alba- and others, has disappeared. So says the latest accounts. 'Hie only fault is that the story as to the Turkish army, is rather too large. A new German Journal |established al Frankfort, states, under the date of Con stantinople, July 25th, that an insurrec tion has broken out in Arabia, the inteld gence of which has excited the most live ly sensation in tin capital of the Ottoman Empire. A man, it reports, who is un ceasingly repeating passages from the Al coran, and who affirms that he is descen ded in Ja direct line from Mahomet, has gained over to his cause numerous parti zans, which incrcas'-s dsily as lie traverses the country. The same Journal says, that another insurrection has broken out in Egypt. FROM THE RICHMOND COMPIIEH. PRESENCE OF MIND. An instance of this description occurred lately in this neighborhood which deserves to be recorded. At Cunhfte’s coal pits in Chesterfield, about fourteen miles Irom this city, the workmen had sunk a shaft near two hundred feet deep. At the bot tom of it, they were blowing rocks. An Iris -man was along, engaged in lids opera tion; he had charged with powder, fixed the match, and lighted it, before he gave the signal to those above so haul him up. i* is, of course necessary on these occasions for those at the windlass to draw theperson up as rapdly as possible, to a avoid the effects of the explosion. The Irishman had been drawn from thirty to fifty feet in the Jr, when the rope broke 5 and he was precipitated with all his force to the boltm of the shaft. Nearly stunned by so violent a fall, this man had still pre sence of mind enough to recollect the imminent danger he ran of being blown to attorns hy r the powder ; tire match was yet burning, and in a moment move it might have been too late—yet he imme diately clapped his hand on the ignited match, and exaingnished it. There is probaiy not one man out of ten thousand, whose wit would have been so ready in so painful and perilous situation. A Card. We conclude the article on China, to day.—This is a nation interesting in the last degree, and on no account the more, than from its very opposition to us in eve ry thing, (excepting that «1 climate,) where a difference can exist between one nation and another. Revolution has ad vanced the United States, and our mother countries, to their present height of mo ral and intellectual standing. The mono tonous and titulis'urbed state of society, on the contrary, has kept the Chinese ful some hundred years, very much where wc find them at present.—The one is like a chart of the commercial world, in which every river is represented as affording its proper contributions to the ocean; while China looks more like our own lazy Ebe nezer, where, one-half the time, a person cannot tell whether the force of current is up the stream or down. The N. V. Colonel Joseph Coppinger, of the Span ish array, late Governor of East Florida, and commissioned by his government to deliver up the province to tlie United States, in conformity to the treaty con eluded at Washington on the 22d of Feb ruary, 1819, feeling desirous to gratify the public expectation upon the fact of hie having been forcibly deprived of the government archives, which were under his charge, together with his private pa peis, and archive of the Esci ibano, winch last, according to the stipulations entered into with Col. Robert Butler, Commis sioner on the part of the United States, re inaincd sub ject to thefutnre & conventional decision of'he two cabinets, would wish to make known, that lie will uot be per mitted, by the short stay he intends to make in this city, to lay before the world a statement of farts in hi* own justifica tion, supported by proper documents, which should convince all mm of tlie outrage committed by the immediate or deisof the Secretary, acting as Governor if St. Augustine, W.
