whereas this agreement by publication In the bulletin
of the laws of that Confederation has obtained binding
force In the parts of tho Qrand Duchy of lleaso,
belonging to the North German Gonfedeatlou, it has
soemed proper in like manner to ostablish regulations
respecting the cltlaeuahlp of aucli persona aa emigrate
from the United Htatoe of America to the parts of the
Grand Duchy of Hesse not belonging to tho North
German Confederation, aud from tho above described
parts of Hesse to the United Htatoa of America.
The President of tho United Htates of America and
his Royal Highness the Grand Duke of Hesse and by
Rhine, have therefore resolved to treat on this subject,
and for that purpose have appointed plenipotentiaries
to oonclud# a convention; that is to say, ths President
of the United Htates of America, George Bancroft,
voy extraordinary and minister plenTjioteiitiary, i
his Royal Highness the Orand Duke of lleaae and bv
Rhine, Ac., Dr. Frederick Baron von Llndelof, presi
dent of his council of state, minister of justice, and
aotual privy counsellor, who hate agreed to aud signed
tho following articles:
Included In tho North German Confederation, who
have become or shall beooiuo naturalized citizens of
the United Htatoa of Amorlca, and shall havo resided
uninteroptodly within tho United Htatoa five years,
shall be held by tho grand ducal Hessian government
:<> bo American citizens, aud shall be treated as such.
Reciprocally: Citizens of the United Htates of Amer
ica who havo become or shall become noturalizod citi
zens of the above described parts of tho Grand Duchy
of Hesse, aud shall have resided uninterruptedly

bo citizens of the Grand Duchy of Hesse, and shall bo
troated as such.

AMICUS IV.
If a Hessian, naturalized in America, hut originally
citizen of tho parts of the Grand Duchy not included
lu tho North German Confederation, renews his rosi-
lleciprocally: If
Grand Duchy of Hesse, (within the abovo described
part*,) renews bis residouee lu tho United States with
out the intent to return to Hesse, he shall be held to
have renounced his naturalization in the Grand Duchy.
The intent not to return may bo held to exiat when
tho person naturalized in the one country resides more
than two yosrs in the other country a
ARTICLE V. I
The present convention shall go into effect immedi
ately on the exchange of ratifications, and shall con
tinue in foroo for ten years. If neither party shall
havo given to tho other six months previous notice of
its intention then to terminate the same, it shall fur
ther remain In foreo until tho end of twelve months
after either of the contracting parties shall have given
notice to tho othei of such intention, h
ARTICLE VI.
The present convention shall be ratified by tho Pres 1
ident of tho United States of America, and by his
Royal Highness tho Grand Duke of Hesse and by
Rkibe, Ac. The ratification ot the first is to take
effoct by and with the advice and oonsent of the Sen
ate of the United Htates; on the Grand Ducal Hosaian
aide, the assent of the Htates of tho Grand Duchy is
rosenrod, in bo far aa it is required by the Constitution
The ratification shall be exchanged at Berlin within
no year of the present date.
