Tbo Now York Times says: We regard it aa more than probable that tbe National Banking System will be reopened by the pres ent Congress the system itself be mado es sentially free, and the circulation issued under it more classic, like tbe New York State model after which the original measure of Mr. Cliaae waa shaped. Our reasons for this opinion are, first, tbe West and South will demand more oirculation either by a new creation or redistribution, and that New Eng land and New York cannot afford the latter.— Secondly, that in removing the present limit of $300,000,000, the aot will be made the nu clena of a 4 per cent, consolidation stock, gold bearing, upon which the additional circulation may be based at seventy-five or eighty cents on tbe dollar, and such circulation may be made free of all taxation. Thirdly, that irrespective of the reserved rights of the government to alter or amend or repeal tbe system as now administered, it ma; f made the interest of the present banks oi tioual oirculation to substitute the new stock for their 5-20s now lodged with the United Staten Treasurer, which, while bearing 6 per cent., ore liablo to be called in and paid off in gold after five years from their date. Tbe uatiounl circulation, it is quite oertain, will be made both free snd elastio, sooner or later, before or after the return of tbe country to the specie basis, and ita elasticity wilt be quito as well assured, and the danger of inflation lessened, by prescribing a 4 per cent, gold-bearing stock to be pledged with tbe United State* Treasurer At the ra'e of 76 to 80 per cent, its par value. yV#* The New York Times takes advanced ground on the question of humanity to aui- malt, and belioves it should be made a part of th'* - -location of our youth in the public sobool8. It says Matthew Arnold lays down a fundAmental principle ia the management of schools that three things should be inculcated —a love of aQ d equality, a I ‘ ing of humanity. We have tho first of these in «>nr public school system; tbe second is, it is hoped, not neglected, but there is room for improvement in respect to tbe third. Whether regarded oa oue of the major or minor sius, cruelty to animuls is too often chargeable upon the youn_ remain young tho plea of tbonghtlosunpsn may answer tor partial exouse, but the danger is that a bad habit neglected grows into u vice marietta froperty. f WILL sell a bargain In an elegant realdence and 48 1 acre* of land in th* pleasant and healthy Tillage of Marietta, known as the “Dr. BUagbtet PUoe.*' No. S3 Alabama street, next door to kxpraaa Offloe. lie port of the training of our publi Tbs Saratogian says that they are "onjoviug a dry winter; sir sharp, bnt no snow."
