The Military and Fire Companies will be formed at the Passenger Depot at half-after five o’clock, under the direc tion of Capt. A. M. Wallace, and will escort the Vice President to the Atlanta Hotel, where the Mayor will receive him in his official capacity.— A salute will be fired under the direct ion of the Atlanta Grays. The different Military Commands are reques ted to meet at their respective Armories, at five o’clock precisely. Foreign Details* A DECISION AGAINST THE BALTIMORE pattekson-honaparte FAMILY. The foreign files by the Bremen, at New York, contain some lurther news of interest, which we subjoin: THE rATTEKSoa-BOMAFAETK CASE—REJECTION OP THE CHAIM BY TUB PBB3CH COI BT. Judgment was delivered by the tribunal of the Seine in the Bonapnra-Patterson case on Fri day, Feb. lo. The court declared that as the object of the demand made by Madame Elixa- heth Patterson and Jerome Bonaparte, her son, i the liquidation and the division of the suc- reseton o| the Prince Jerome, who died on the 54th of June. IfefiO; and, inasmuch as among the grounds of opposition to the demand is one that the claim has been already judged by two decisions of ihe conceit de famillr, dated the 4ih of July, 1956. and the 7th of July, 1809, which proclaimed the nuiity of the marriage of the 54th of December, 1&U3, and its invalidity, even as regards property, the court added : ** It Is expedient above all to examine the va lidity of this ground of opposition, inasmuch as tf it lie well founded it wonld establish a per emptory exception to the present demand, and it would no longer belong to the tribunal to ex amine the other grounda of opposition, or to de cide whether the marriage is not null lor hav ing been contracted in a clandestine manner, o 1 whether Mmo. EliXabeth Paiterson could rely on her good faith in the legal acceptation of the term, or whether efficacy should be attributed o the decrees of the 11th ami 30th Ventose of he year 13; and. in line, whether the pot^es- 'ott of the position claimed by the parties rep- sented by M. No extra compensation shall bs allowed to any contractor, officer, or agent, after a con tract has been made and service rendered. Every law, or resolution having tho forco of law, shell relate to but one subject, which shall be expressed in the title. The tenure of the office of President aud Vice Prssideut ehsll be for six years. The Principal officer* of the Executive Do part meats, and of the deplomatic service, shall be removeable at the pleasure of the President. Other civil offices shall be remov able whenever tlieir services shall become unnecessary, or for other good causes, but the causes and ths reasons for (be removal must be repoKed to the Senate. Practically, no caf thus removal shall be tolerated. Other Stales are lo be admitted into the Confederacy by a vote of two-ihirJ* of both Houses. The Coofederooy may acquire territory; J and slavery shall be acknowledged and pro- ] tected by Congress, and by the Territorial I Governments. When five States ratify this Constitution it | shall be established for the said States; and on- | til ratified, the Provisional Const it niion shall continue in force, not extending, however be yond one year. An act has beeu passed authorising the is suance of a million in treasury notes. An appropriation bill to meet current ex penses has been passed. The Secretary of the Treasury finds no dif ficulty in negotiating, at par, aa muoh of the fifteen million loan as is neaded at present. UNITED STATES. Wasbinutox, March 11. An official letter, received from .Major An derson yesterday, says that he had provisions and wood for but fifteen days. The question haa therefore arisen with the Administration whether the reinforcement of Fort Sumter shall be attempted, nr the Fori abandoned.— The latter course will, it is thought, be adopt ed from inevitable necessity, and by the ad vice of Gen. Scott. There is, however, a con flict of opinion between the Republicans on this question, but no conclusion had been ar rived at in the Cabinet council. The Commissioners from the Confederate States did not have an interview with Secre tary Seward to-day, but will probably make their formal demand to morrow, for such an interview. It is certain that the President, up to 8 o'clock to-night, had not given any order for ths evacuation of Fori Sumter. Prominent gentlemen, however, say that (hey have infor mation which satisfies them that such a coarse will be pursued from necessity. The United Stales vessels Cumberland and Pocabon'as, have, according to official advices, left Vera Crux for Norfolk. The PowhAttsn is on the way to New York. The Macedonian is tbs only vessel left at Vera Crus. Fiom recent information it appears that there is much disaffection io the army even on the frontiers. A number of subordinate officers in the ar my have resigned, and others are prepatingio follow their example. Tho Senate, to-day, debated the resolution expelling Senator Wigfall. Senators Clingman sod Hunter assumed that tho Senate had no constitutional power to expel a member except for disorder or miode- mssnor. Senator Mason showed that Senators owed no allegiance to any power except their own States, although sworn to support the Consti*» tutton ; he also said that owing allegiance to the Fedetal Government violated (heir allegi ance to States. The Senate did not take soy action upon ths resolution. Virginia. Ricumond. Marsh D. Texas. Uaiveston dates to the 8th inetant have been reoatved at New Orleans. On the 4th, the Convention declared Texas out of the Union, nod Gen. Houston issued a proclamation to that effect. Incomplete returns show a majority of 28,- 000 in 51,500 votes. An ordinance was passed authorising Ihe delegates to represent Texas in the Provision al Government. Tho vessels seut to Galveston by the Federal Government will uot be eeixed. Gen. lIou»ton, it is said, will not resign aor take the oetb of allegiance.
