Montoonurt, March U.—The Congress ol
tbe Con federate State* adjourned to night, to
meet again on the second Monday in May.
Congress baa confirmed the following nomi
nations for District Judges: ▲. 0 Magrath,
for South Carolina; H. R Jackson, for Georgia;
William J. Jones* for Alabama; Wm. Lanier
Harria, for Mississippi; J. Semruoa, for Louis
isos; John Hemphill, for Texas; Jesse J.
Finley, for Florid*.
Congress also confirmed McQueen Molntoeh
•• District Judge of Admiralty at Key West*
Florida; P. R. Hubbard, of Alabama, as Com
missioner of Indian Affairs; Alexander B.
Clitberi.il, as Register of the Treasury; and
Boiling Baker, ol Georgia, as Auditor of the
Treasury.
The State Convention of Alabama have
adopted a resolution to adjourn on Wednesday,
and passed an Ordinance altering the Free
Banking Act. Substitutes stocks of the Con
federate Slates for those of the United States,
and allows the issue of two for one. Neither
eitisene nor corporations are allowed to bold
ateck.
Two members of Congress have been elected
to supply resignations. They are U. C. Jones,
of Lauderdale, and Nick Davit, of Madison.

New Ormsam*, March 16.—The State Con
vention has rejected the Ordinance to submit
the permanent Constitution of the Confederate
States to lb * people, by a vote of 7 4 to 26. The
Constitution will be ratified on Monday.
Florida.
Tai.lahakbrk, March 18.—The Convention
will re assemble on the 18th of April.
Thomas W. Wall bts been elected to the Leg
islature from Clay county, to fill a vacancy.
Two persona have been arrested for burning
the town of Newport; they will probably be
hung by the people.

Texas.
Galveston dates to (be 10th instant have
been received at New Orleans.
Fort Brown was evacuated by tbe Federal
troops on tbe 12tb, without (rouble. Major
Porter was superintending the Federal troops
and they will proceed to Key West and Tor-
tugaa by the Daniel Webster.
Several hundred State troops were inlist—
ed for six months to serve under Ford
on tbe Rio Grande by occupying the various
ports.
The Convention were discussing measures
for military defence.
Major Martin of tbe Untied States army re
signed and tendered his services to this State.
Camp Colorado on the Northern frontier waa
taken by Stale troops.
Capt. Sayre of theC. 8. A. arrived to mus
ter in a regiment of rangers for the frontier
by the orders of President Davis.
Ths steamer Rusk arrived from Ilrasos with
three hundred State troops.

Washington, March 18.
The Senate debated the Douglas resolution*
Mr. Breckinridge for, and Mr. Hale against it.
Previous to the debate, Mr. Bright presented a
joint resolution of the Indiana Legislature—
petitioning Congress to call a Convention of all
the States, to consider the propriety of amend
ing the Constitution.
The Senate then went into Executive ses
sion* in the nomination of C. F. Adams of Mas
sachusetts, as Minister to England; Dr. Day-
ton, of New Jersey, as Minister to France; Mr.
Marah, of Vermont, as Minister to Sardinia;
Mr. James Watson Webb to Turkey. Mr. Day-
ton was confirmed.
Executive officials state to-day that no or
der has yet been issued for the evacuation of
Fort Sumpter, but others well informed say
that Gen. Scott has been duly empowered to
act in the promises, and bns issued such or
ders.
8amuel Archbold, Eogineer-in-Chief of the
Navy, and a citiien of Washington City has
resigned.
The Commissioners are awsiting a response
to their communication to tbe Government.
Mr. Roinain it expected to arrive this after
noon.
EUROPE.
By tha arrival of the steamship Arabia, off
Sandy Hook, on tbe 16th instant, Liverpool
advices to the 2d have been received.
Tbe Arabia brought £260,000 in specie.
The London Times says that Prince Metier-
nich has communicated to M. Tbouvenel, the
Fiench Minister of Foreign Affairs, an impor
tant note fiom the Court of Vienna, declaring
that the Austrian Government will never rec
ognize Victor Emanuel as King of Italy; but
that if France withdraws he r troops from Rome,
•he (Austria) will immediately replace them,
and if the Revolutionists make the least move
ment in Venetia and Hungary, the will croes
tbe Mincio.
Live spool Cot to* Market, March 2.—Tbe
sales of the week were 63,400 bales—of which
•peculators took 2,600, and exporters 11,000.—
The market closed at a slight advance on last
week's quotations. On Friday, tbe 1st, thesales
were 6,000 balsa, the market closing dull.—
Fair Orleans quoted at 7fld., Middling Orleans
«i>i O® Saturday, ths 3d instant, the sales
reached 10,000 bales—of which speculators and
exporters took 6,000. The Canada’s news im
parted a better tone, and the market showed an
advancing disposition.
Messrs. Hewitt A Co. say that tbe week's ad
vance is bsrely 1-16(5 id. Iu some instances
the advance was lost
The stock on hand is 866,000, of which 605,-
000 bales are American.
Flour is dull but unchanged. Wheat is quiet
•nd irregular—has partially daclined lfalld —
Corn ia dull. Beef and pork is quiet. Bacon
is heavy. Sugae is heavy. Coffee quiet Rice
heavy. Inferior qualities quoted at 4(<*4s. 7d.
The Manchester account* ere unfavorable —
Quotations are nominal. The sale* ere unim
portant. There was Increased heaviness in tbe
market.

The week opens with a st sdy demand. Not
withstanding the immense amounts of produce
arriving, oonsumer* are like Oliver Twist—still
erying “ for more.” The heavy slocks of corn
we quoted a day or two since, have melted
away, and to-day it is scarce.
Bacon has also moved off rapidity, and but
light stooka remain.
Lard is in good supply, and fair demand, at
12i@13j cents.
Flour Is much needed—a medium is called
fer. Fair stocks of Extra and Fancy and Fair
can be bought, but the article in demand is
good Superfine. We still quote extreme* $6.20
@8 76.
Bills of Lading for immense quantities of
produce are held by our Merehants, and it i*
but reasonable to infer that from fifty to sixty
car-loads per day will be landed here. There
fore oonsumers can rely upon having orders
filled from Atlanta, before they can possibly
come from any other point. The uncertainly
of getting goods through above, has forced mer
chants East and South of us to buy temporary
supplies here, and they are realising the fact
that they save time and money by tha opera
tion.
In the present condition of freights st Nash
ville, Memphis, Florence, and other places,
there is no certainty of getting shipments or
dered now delivered in less than forty or
sixty days; and to ship from the West but
subjects the buyer to two dray charges, insur
ance and commissions at points of delivery by
steamers. This fact should be weighed by
buyers; and the assertion of Western drum
mers, who profess to deliver goods at a certain
time for a certain amount, which excludes the
commission mentioned,should not be credited,
or parties will find, to their coat, that they
have “reckoned without their bowl.”
Every mail brings us additional intelligence
of overwhelming quantities of freight being
landed above ; and though the Western Roads
use every energy, it muat he long ere they
catch up. More freights are being received
than they can ship, and this assertion covers
the whole ground.
Our Dry Goods trade, and other branches of
business, have a marked improvement, and the
principal stocks having been laid in before the
import duty was levied, prices rule as fo- merly;
and it is generally admitted, we offer fine in
ducements for the trade of tbe surrounding
country.
