ion, and in laid proclamation threatens to ex*
erl this unusual force to compel obedience to
hut mandates; and whereat, the General As
sembly of Virginie, by a majority approach
ing to entire unanimity, declared at its last
session, that the Slate of Virginia would
consider such au exertion of force as a virtual
declaration of war, to be resisted by all the
power at the command of Virginia ; subse
quently tbe Convention, now in session, re
presenting the sovereignly of the Stall has
re affirmed in substance the same policy, with
almost equal unanimity ; and, inhere#*, the
Ktate of Virginia deeply sympathises with tbe
Southern States, in tb« wrongs they have suf-
fered, end in the position they have assumed,
and having made earnest efforts peaceably to
compose tbe differences whioli have severed
the Union, and failed in that attempt, through
this unwarranted act on the part of the Pres
ident, atid it is believed that Ibe infiuenccs
which operate to produce this proclamation
against the seceded States will he brought to
bear upon this Com moo wealth, if she should
exercise her uudoubleJ right to lesume the
power grouted by her people, and it is due to
tlve honor cf Virginia that an improper exer

Therefore, I, John Lvtcher, Governor of the
Commonwealth of Virgiuis, have thought pro
per to order all armid Volunteer Regiment
or Companies within this Slate forthwith to
hold themselves in readiness for immediate or
tiers, and upon the reception of this proclama
lion, to report to the Adjutant-General of '.he
Slate their organize ion and numbers, and pre
para themselves for efficient servico. Such
companies as are not armed and equipped will
report that fast, that they may he properly
supplied.
