Wasiunqton, April 80, 1861* It is unnesessary to say that a paragraph published in yesterday’s New York 1Vines, purporting to havo been telegraphed from front Washington, to the effeot that Harney purposely enueed his own arrest at Harper’s Ferry, is a baseless alaadsr. I have just re turned from an interview with General Har ney, who makes the following statement: Early on^Thursday morning I was apprised by the railroad conductor that we were at Harper's Ferry, and that there were indications of an intention to arrest me. I did not believe this wts intended; but a party of soldiers presently entered the ears, and apologising for disturbing me, said that I must oonsider my self their prisoner. I asked, hot was not al lowed to |telegraph to the Secretary of War. i was taken to Gen. Carson’s quarters, and informed that I should be required to go to Richmond. Accordingly I left, before day light, in a carriage, attended by five offioert of the staff. They had proposed to send a large force as an escort, but I assured them that it was above my dignity to attempt an escape; that the matter was between them and my Government, and that I did not wish to receive an unnecessary amount of attention from the publio on the way. We were three days on the journey, which was made partially on wheels and partially by rail. I was treated on the route, as well as at Harper’s Ferry, with the greatest courtesy. Regret was expressed that orders were such as to oompel my detention. No disagreeable subjects were introduced, and no effort made to obtain my oonfidenoe. On Sunday evening we reached Richmond, and went at once to Gov. Leioher’s house. The Governor was dining out, but was sent forim* mediately. He released me, stating that his orders had been misunderstood. I learned that the Harper’s Ferry force had been direc ted to atop all armed bodies, and that the tel egraph had announced me as coming at the head of fourteen hundred troop*. I was treated with great attention at Richmond by Governor Letcher, Colonel Lee, Colonel Johnson and oth ers, whom 1 hate known, and was waited up on by a number of other prominent oitisens. There seemed to be some curusity to see me, and some belief that 1 intended to resign my commission in the United States Army. On this latter point they were deoeived. At half past five on Monday morning I left for Alexandria, where I arrived in the after noon. Gov. Letcher offered escort, which I refused. The people along the route seemed to have heard that I was coming, and at some of the stations were gathered in considerable numbers. At one point there was a great crowd, who stared and called me to come ont and show myself; but exoept by some boys no disgraceful remarks were made. I did not •ee more than a half a doxen soldiers in all, and no fortifications and no batteries at Alex andria, which seemed like a deserted village. At Richmond and Harper’s Ferry, it being dark, I saw a few troops. At the former place, I notioed, aa I came away, three large seces sion flags in the main street , but the display of bunting waa as nothing compared with what I had observed in Cincinnati and other North ern oities. Throughout my journey, as at its commencement I was treated with great cour tesy, even delicate of attention. So far as 1 could judge from conversations which I had, both with officers and civilians, the tone of Virginia is calm but resloved. 8be hss no in tention of attacking Washington, bnt means to aot on the defensive, olaiming, according to th* dootrin* of States rights, that she can leave the Union at pleasure, and believing the North and South are two diatinct people, which ought to have separate Governments. 1 beard much regret expreesed at the pre sent condition of affaire, but no indioatione of the existenoe of an unkind feeling towards the North. 1 was assured by Governor Letcher and others high in authority, that Virginia en tertained no idea of attacking Washington. — This of course oannot cover Jeff. Davis' move ments ; but [ cannot believe be, though stub born, bas so little ebrewdness as to undertake the enterprise. I left St. Louis on Thursday. I think that, although since the affair of Fort Sumter, the feeling in favor of secession baa strengthened in Missouri, she will not attempt to go out of the Union. General Harney reported to the Secretary of War this morning. He has at yet received no ordere, but will probably, inasmuch as he is the only general officer of the regular army, exoept General Scott, now here, be placed in command of this military department. Gen. Harney aaw one ef the regiments from the East oa ths avenue last evening. He says he never saw better marohing. General Harney looks older than is gener ally imagined.
