Mr. Holme* atated that there were e greet

peniea, citiaa, end corporations, whoa* Internet
waa payable in Hew York. He •uggeated that
thia Convention recommend to ell auch the
propriety of paying the eeme at aome point er
point* within the Confederacy. Referred to
the Convention.
Mr. Tranholm auggeated that n circular be
•aued to ell the Railroad Companies recom
mending them to receive end pay out at per,
the Bonds end note* of the Confederacy. Re
ferred to the Committee.
Mr. Holme* presented a plan for the Con
vention to adopt, Which be wished to refer to
the Committee for consideration, merely, with-
out being read, fie hoped hia plan, or aoma
auch, would greatly facilitate the Confederacy
in its measure* to secure money and mean* to
carry on the war. Referred to the Committee.
The Proa ideal suggested the propriety ef rec
ommending to the Congreaa soon to aaaemble
at Richmond, to limit the amount of notes to
be issued, and make them a legal tender dur
ing the eoalinuanee of the war, and for two
year* afterward*. Referred to the Committee.
Mr- Cuyler presented resolutions from the
Banks of 8evanneh similar to the Charleston
B*uks. Referred to Committee.
Mr. Cole requested that the Committee
inquire into the expediency of Congrees pas*,
ing an act making tbo Bonds and notes of the
Confederacy a basis for Banking capital—the
■am* as gold and silver. Referred to the Com
mittee.

ment.
Hr. McFarland, of South-Carolint, waa ap
pointed Assistant Secretary.
Mr. Trenholm presented the following :
Report of the Committee of the Convention
of Banks, at Atlanta, June 3, 1861.
The Committee beg leave respectfully to re
port that they have carefully considered the se
veral matters referred to them by the Conven
tion, and recommend the adoption of the follow
ing resolutions, which embody all the measures
they would advise the Convention to adopt at
present:
7fr.ro/rsd, That this Convention do recom
mend to all the Banks in the Southern Confed
eracy to receive in payment of all dues to them,
the Treasury notes of the same on deposit*, and
pay them out again to customers.
That until the said Treasury notes esu be
prepared and issued, it be recommended tbat
II the Banks do agree to advance to the Gov
ernment, in current notes, such sums severally
as may be agreed upon between them and the
Secretary of the Treasury—the said advance to
be made on the deposit with the Banks of Trea
sury notes of large denomination, on S per cent.
Stock or Bonds.
That all the Banks in the Southern Confeder
acy are earnestly urged to take immediate ac
tion on the foregoing resolutions,* as a measure
of the greatest importance to the Government
and the people, and communicate the same,
without delay, to the Secretary of the Treasury,
at Richmond.
That it be recommended to alt the Railroad
Companies in the Southern Confederacy, to re
ceive the Treasury notes in payment of fares
and freights.
Tbat the Legislatures of the several States do
make it lawful for their tax collectors, and other
officers, to receive the Treasury notes in pay
ment of all taxes and all other public dues.
Khat all the States, cities and corporations
tviog coupons payable in the city of New
York, or elsewhere, ia the enemy's couatry, be
requested, during the continuance of the war,
to appoint some place of payment in the Con
federate Stales, and to give their creditors no
tice of the same.
That the Committee recommend that when
this Convention adjourns, it adjourn to meet
on the 24th day of July next, at Rich
mond, Va.
The resolutions were read seriatim, and each
te was adopted unanimously.
Mr. Roberts offered the following:
Revived, That a copy of the proceedings of
this Convention be sent to each Bank within
the Con federate States, with a request that they
co-operate with this Convention. Adopted
unanimously.
Mr. Ravenel stated tbat the Banks ol Char
leston. Savannah, and Augusta, bad already
adopted the recommendations of the second re
solution.
Mr. Baylor, ia obedience to the resolution
which was passed by the Dirctt Trade maetiag,
in this city, on the 30th instant, submitted a re
port. which was read, and referred to the ad]
journed meeting at Richmond.
It was stated by the City Council Committee,
that the* ouncH would superintend the publica
tion of the proceedings, pad .pay all the ex-
peases.
Ml Austelle was appointed a Committee to
distribute the proceedings among the Banka,
when they were printed.

But there is another view of this matter that
we want to impraea on tha minds of our read
ers. Snob a thing aa effectually preventing all
trade with ns in these artielee of prime neces
sity, may be accomplished, unreasonable as it
may appear. The products of their exhaust-
loss soil may bo kept on their hands for years
—wa speak only of a possibility. In view of
ibis, wo agaio urge on all our people economy.
We can do on far less meat than we have been
accustomed to using, and wo can raise far
more than wo have been raising. Tho use of
a smaller quantity of fine costly hams might
be very advantageous to all conoerned. Lot
those who are able to furnish themselves with
luxuries, oven in these hard times, set the ex
ample by curtailing their expenses in this line;
and let what is saved cn this score go to tho
support of our noble volunteers in the field.
Raise an abundance of chickens and eattbein.
Keep up a few pigs, and make large fat hogs
of them by feeding to them what is too often
thrown away. Let all parties, rich and poor,
practice auch economy as they havo not for
many years past. In this way much suffering
may bo averted, and efficient service reudered
to our Government.
There ia no estimating the amount of good
that may bo done by practicing self-denial.—
The time may soon come, when it will be a
•torn and inexorable necessity. Let us begin
now.

attachment was issued on Monday by order of
Chief Justice Jarney, returnable yesterday at
12 o’clock, at, which time Chief Justioa Ta

that his associate. Judge Giles, of the Circuit
Court, was present with him yesterday by bis
invitation, beoause be desired to avail himself

ed by him as Chisf-Jusiios of the Supreme
Court of the United States, consequently

Ha had also invited Judge Giles to be present

military, it is the duty of the officer to deliv

to be dealt with according to law.
“ I forbore jest erduy to stale orally (be pro
visions of the constitution of tbo United States
which makes these principles the fundament
al law of the Union, because an oral statement
might be misunderstood in some portions of
it, and I shall therefore pul my opinion in

Court in the course of this week.”
He concluded by spying that he should cause
his opinion, when filed, and all the proceed
ings to be laid before tbe Preeideot, [n order
tbat be might perform his constitutional duty,
to enforce tbe laws by securing obedience to
