Sxc. 2. And be it further enacted, That there
■hall be levied, collected and paid, on each
and everj non-enumerated article which bear*
asimilitude, either in material, quality, text-
the uses to which it may be applied, to
any enumerated article! chargeable with duty,
the same rate of duty which ia levied and
charged on the enumerated article by the fore
going schedules which it most resembles in
auy of the particulars before mentioned; and
f any non-enumerated article equally resem
bles twoor more enumerated article* on which
different rates of duty are chargeable, there
shall be levied, collected and paid on auch
non enumerated article, the same rate of duty
as is chargeable on tbo article which it resem
bles paying the highest duty,

highest rates at which any of its component
parts may be chargeable. Provided further,
that on all articles which are not enumerated
in the foregoing schedules and cannot be.cl
ified under this section, a duty of 10 per cent.

8sc. 3. And be it further enacted, That all
goods, wares, and merchandise, which may be
io the public stores oa unclaimed, or io ware
house under warehousing bonds, on the 31st
day of August next, shall be subject on entry
thereof for consumption, to such duty as if the
same had been imported, respectively, after
that day.
8xr. 4. Amd be it further enacted, That on the
entry of auy goods, wares, or merchandise, im
ported on or after the 31ttday of August afore
said, the decision of the Collector of the Cus
toms at the port of importation and entry, as
to their liability to duty or exemption there
from, shall be final and conclusive against ths
owner, importer, consignee, or sgent of any
such goods, wsres and merchandise, unless ths
owner, importer, consignee or agent shall,
within ten days after auch entry, give notice to
the collector, in writing, of his dissatisfaction
with saeh decision, setting forth therein dis
tinctly and specially his ground of objection
thereto, and shall, within thirty days after
date of such decision, appeal therefrom to the
Secretary of the Treasury, whose dseifien on
such appeal shall be fioal and conclusive; and
the said goods, wares and merchandise shall
be liable to duty for exemption therefrom ac
cordingly, any Act of Congress to the oontrary
notwithstanding, unless suit shall be brought
within thirty days after such decision, for eny
duties that may have been paid, or may there
after be paid, on aaid goods, or within thirty
days after the duties shall have been paid in
cases where such goods shall he in bona.
8xc. 5. Be it further enacted, Tbet it abell be
awful for the owner, consignee, or agent of
imports which have been actually purchased
or procured otherwise than by purchaaa, on
entry of the same, to make such addition in
the entry to the cost or value given in the in
voice m. io his opinion, may raise the eeme to
true market value ol such imports in the prin
cipal market* of the country whence the Im
portations shell have been made, end to add

isting laws, would form part of the true value
