Inventions, Sxc. 2. And be it further enacted, That there •hull be levied, collected und paid, on each aod every nou-eoumeraled article which bears a similitude, either la material, quality, text ure, or the uses to which it may be applied, to any enumerated artiolee chargeable with duty, the same rate of duty wbioh is levied and charged on the enumerated article by the fore going schedules which it most resembles in aoy uf the particulars before mentioned; and if any non-enumerated article equally resem bles two or more enumerated articles on whieh different rates of duty are chargeable, there •hall be levied, collected and paid on such non-enumerated article, the eame rate of duty aa is chargeable on the article which it resem bles paying the highest duty. Provided, that •mail artic.es manufactured from two or more materials, the duly shall be assessed at tha highest rates at which any of its oompouant parts may be chargeable. Provided further, that on all articles which are not enumerated in the foregoing schedules and eaunot be fill ified under this section, a duty of 10 per oeat ad valorem shall be oh urged. Bsc. 3. And be it further enacted, That all goods, wares, and merchandise, whieh may be in the public stores as unclaimed, or in ware house uuder warehousing bonds, on tha list day of August next, shall be subject on entry thereof for consumption, to such duty aa if the same had been imported, respectively, after that day. Sac. 4. Amd be it further enacted, That on the entry of any goods, wares, or merchandise, im ported on or after the 31st day of August afore said, the decision of the Collector of the Cus toms at the port of importation and entry, at to their liabilitv to duty or exemption there from, shall be noal and conclusive against the owner, importer, consignee, or agent of aay such goods, wares aad merchandise, unless the owner, importer, consignee or agent shall, within ten days after such entry, give notion to the collector, in writing, of his dissatisfaction with such decision, setting forth therein dis tinctly and specially his ground of objection thereto, and shall, within thirty days after date of snob decision, appeal therefrom to the Secretary of the Treasury, whose decision on such appeal shall bo Anal aad oonclnsive; aad the said goods, wares and merchandise shall ba liable to dutv or exemption therefrom ac cordingly, any Act of Congress to the contrary notwithstanding, unless suit shall be brought within thirty days after such decision, for any duties that may have been paid, or may there after be paid, on said goods, or within thirty days after the duties shall have been paid in oases where such goods shall be in bond.
