And be it further enacted, That there ehall be levied, collected and paid, on each and ever/ non-enumerated article which bean aiitnilitude, either iq materiel, quality, text ure, or the usee to which it may be applied, to any enumerated article* chargeable with duty, the lame rate of duty which is levied and charged on the enumerated article by the fora- going schedules which it most resemble* in any of the particulars before mentioned; and if any non-euumerated article equally resem bles two or more enumerated articles on which different rates of duty are chargeable, there shall be levied, collected and paid on such non-epumerated article, the same rate of duty as is chargeable on the article which it reeem- bles paying the highest duty. Provided, that small articles manufactured from two or more material, the duty shall be aseessed at the highest rates at which any of its component parte may be chargeable. Provided further, that on all articles which are not enumerated in the foregoing schedules and cannot be claai- ified under this section, a duty of 10 per cent ad valorem shall be charged. Bac. S. And be it further enacted. That all goods, wares, and merchandise, which may be in the publio stores as unclaimed, or in ware house uuder warehousing bonds, on the Slst day of August next, shall be subject on entry thereof tor consumption, to such duty as if tbe same had been imported, respectively, after that day. Sac. 4. Amd be it further enacted, That on the entry of any goods, wares, or merchandise, im ported on or after the Slst day of August afore said, tho decision of the Collector of the Cus toms at the port of impottation and entry, at to their liability to duty or exemption there from, shall be final and conclusive against the owuer, importer, consignee, or agent of any such goods, wares and merchandise, unless the owner, importer, consignee or agent shall, within ten days after such entry, give notice to the collector, in writing, of his dissatisfaction with such deoision, setting forth therein dis tinctly and specially his ground of objection thereto, and shall, within thirty days after date of suoh decision, appeal therefrom to the Secretary of the Treasury, whose decision on such appeal shall be final and conclusive; and the said goods, wares and merchandise shall be liable to duty or exemption therefrom ac cordingly, any Act of Congress to the contrary notwithstanding, unless suit shall be brought within thirty days after suoh decision, for any duties that may have been paid, or may there after be paid, on said goods, or within thirty days after the duties ehall have be«a paid It oaaea where auch goods shall be in bo ad. Sac- 5. Be it further enacted. That it ehall he lawful for the owner, consignee, or agent of imports which have been actually purchased or procured otherwise than by purchase, on entry of the same, to meke such addition in the entry to the coat or veins given In the in voice ee, in his opinion, may raise the same to true market value of sack imports la the prin- cipal markets of the country whence the Im portations shall have been made, and to add thereto all eoate and charge* which, under ex isting laws, would form pert ef the true value stthe port where the same may be entered, upon which the duty should be eeeeeeed.
