Important Letter from the Postmaater- General, Relative to the Transmission of Letters South by the Adams Kxpreas. From the Cincinnati Commercial. Frequent inquiries have been made at the Post Office department, within the last few days, in reftrence to tbs matter of Adams’ ex press company carrying letters to the seceded 8(alee, and by what authority they were per* Uted to do so. The following letter, address” ed by Postmaster General Blair to Gen. Mc Clellan upon this subject, fully explains the matter, and will show by what authority that company are carrying letters to said States : Post Orrice Dipaetmimt, \ June 12, 1861. / General : 1 have rscsited yours of the 9th Inst., inolosing a letter from Mr. Gaither, up on the subject of the transmission of mail mat ter South by Adams’ Express company. I have to reply that the regulation of the inter course between the two sections is under the control of the military authorities of theooun- try, and therefore, whether the express busi ness shall be continued at all or not, la not my province to deoide.
