And be it further enacted, That there shall he levied, collected and paid, on each and every non-enuruerated article which bear* a similitude, either in material, quality, text-1 ure, or the use* to which it may be applied, to any enumerated article* chargeable with duty, the aauie rate of duty which i*-levied and charged on the enumerated article by the fore going schedule* which it moat resemble* in any of the particulars before mentioned; and if any non-enumerated article equally resem-l bleu two or more enumerated article* on whiohl different rates of duty are chargeable, there] •hall be levied, collected and paid on such ni<u-enumerat«d article, the same rate of duty a* is chargeable on the article which it resem ble* paying the highest duty. And be it further enacted, That all I poods, wares, and merchandise, which may be in the publio store* as unclaimed, er iu ware house under warehousing bonds, on the 31st Iday of August next, shall be subject on entryl thereof for consumption, to suoh duty es if the same had been imported, respectively, after day 8«c. 4. Amd be it further enacted, That on thel entry 6f any goods, wares, er merchandise, im ported on or after the 31st dav of August afore said, the decision of the Collector of the Cus toms at the port of importation and entry, as to their liability to duty or exemption there from, shall he final and conclusive against the owner, importer, consignee, or agent of any such goods, warm and merchandise^ unless the owner, importer, consignee or agent shall, within ten days after suoli entry, give notioe to the eollector, in writing, of his dissatisfaction with such decision, setting forth therein dis tinctly and specially his ground of objection thereto, and shall, within thirty days after] date of such decision, appeal tharefroin to the Secretary of the Treasury, whose decision on | such appeal shall he final and conclusive; and the said goods, wares and merchandise shall be liable to dutv or exemption therefrom ac- oordlngiy, any Act of Congress to the oontrary notwithstanding, unless suit shall he brought within thirty days after such decision, for any Uutisfi that may bare been paid, or may there after he paid, on aaid goods, or within thirty days after the duttcfi shall have been paid io oases where such goods shall be In bend.
