Powell, who left Chant Mountain Pete oo Friday loot. Mr. Powell woo aoeompanied by his ion, who wao in tho reeent engagement between Gens Gar nett end MoClollan. Our forceo ore in poe- aeaeion of tho Paea at Cheat Mountain, and larga numbers of volunteare were rapidly con- oentrating there. They oome from mountain and valley, from far and near to aid in repell ing the further advanoe of the Federalists.— Mr. P. elates that our aotual loss is greatly lees than baa boon reported ; that several of the Georgia eompanies, said to have been cap tured, had returned to our eooampment, and that a groat mony othora, believed to have been lost, have found their way to tho Paee in •afety. Tho suffering among our troops, how ever, has boon of ao extraordinary charaoter. After thoir fatiguing engagement*, and their long, tedious and heavy retreat, many were compelled to go without a mouthful of food for upwards of 48 hours. No description con give any accurate idea of the terrible suffer ings of this brnvo band of soldiers.—Rich mond Dispatch 22d inslant. Dear Cousin John: We have just received the newt of Jesse's heroism, and the prodigies of valor ho performed, at the great battle of Mannoses, on the 21st. It has thrown this whole village into a furor of sxeitment and enthusiasm. In a larga crowd, when the news arrived, he was long and loudly cheered. God bless him ! I congratulate you on haviog such a sou. Every man, woman and child, with us, will die sooner than bo oonquerred. We are bound to conquer. Washington, July 26.—The Senate bill to refund tbe States the money expended by them to defend the Government, has passed. Jirraasoa City, July 20.—Tbo State Con vention has declared the principal State offi ces vacant, and provides for filling them by tho Convention. It repeals part of the State Constitution. The Supreme Court is to consist of soven Judges—four to be creatures of tbe Convention. It abolishes the State Legisla ture, and annuls several acta of the past Leg islature. A PROCLAMATION. BY JOSEPH E. BROWN : Governor or Georgia. All tho arms which wore in tho Augusta Arsenal, at tho data of tbo Ordinance for its transfer to the Government of tbe Confederate Slalet, having been turned over to the Secret tary of War, and ordered by him out of tbe State, to arm troops mostly from other States upon the borders of the Confederacy, and all the arms taken from said Arsenal by me prior to said transfer, having been plaoed in the hands of troops from (his Stale, now in ser vice; and over seventeen thousand troops, in cluding three new regiments now under or ders—for whom fall supplies are now being actively prepared—having been fully armed, accoutred and equipped by tbe Stale, inclu ding full supplies of tents, knapsacks, haver saoka, blankets, oartridge boxes, oap pouobes, camp kettles, oantecno, Ao., at a coat of nearly $300,000, in equipments and accoutrements, over and above the cost of tbe guns, and the expense of feeding and rendexvousiog twenty regiments; and probably over five thousand independent or Confederate troops having gone from Georgia to the field, some of whom have taken with them the State's arm9 of wbioh I have no acoount, it becomes my duty to an nounce to the public of this State, that so soon aa the new regiments, above mentioned, and two or three other regiments, for which it ia hoped a sufficient quantity of scattered arms may be gathered up and put in order, are supplied, tbe publio arms at my disposal will have been entirely exhausted. In view of these considerations, and of the faot that our lives, oar property and our all, are at stake in the great oonfliet in which wa are engaged, I appeal to the oilisaos of this State, to loan to tha 8tate, and thiough her to the confederacy, the use of their private arms. From ths best data at my command, I con clude that there are, at least, 40,000 good oountry rifles, and 25,000 good double barrel ed shot guns in tbe hands of our people. I hope, in a short time, to be able to announoe that ample preparation has been made to alter the oountry rifle into a good military weapon, by ohanging the bore to a uniform eixe end preparing the gun to carry the Minnie ball, thereby giving it as long range as the Harper’s Ferry rifle. I, therefore, appeal to the people of eaoh county in this State, having one Representa tive in the Legislature, to form one Volunteer Company, of eighty rank and file, and to each haviog two Representatives to form two com panies, and to arm said companies with oonn- try rifles of good substance and koavy barrel, and to notify me in each case, ee toon ao tho guns are collected, that I may have them to- paired at tbo exponas of tho Stats, for tbo use of the company from the county where tho guns ore collected.
