The Emperor of China is reported dead.

American affairs.
Mr. Lindsay, M. P., in a recent public lec
ture, has again strongly urged the expediency
of England and France endeavoring to effect
i the peaceful separation of the North and
South.
Lord Russell discourages any interference
on the part of England in the international
affairs of Mexico, but says that the Govern
ment will exercise the right of requiring se
curity f.»r personal property and the fulfill
ment of her engagements.
It is said that orders are about to be issued
to prepare the French squadron for Mexico.
Nashvii.ru;, Oct. —A special dispatch to
the St. Louis Democrat, dated Jefferson City,
Mo., Oct. 20th, reports that a detachment of
150 Federalists, under Major White, surprised
the Confederate garrison at Lexington, Mo.,
and captured the place, together with a quan
tity of guns, pistols and other articles, which
the "rebels” threw away in their flight, ami
also two pieces of cannon.
Nkw York, Oct. 17. —The veracious New
York Tribune says that Secretary Seward lias
assured a member of the diplomatic body in
Washington that the little affair of the South
ern insurrection will blow over within three
mouths, that all of the ports will then be open
ed, and peace end prosperity reign !
Knoxville, Oct. 25—The Knoxville Regis
ter of to-day reports a fight between Gen. Z>l
- and a force of Lineilnitcs from Camp
Dick 11 ibinson, in Kentucky. The. latter
were entrenched near Rock Castle Ford. Gen.
Zjllicoffer attacked and drove them from their
entrenchment'. He bad five men killed and
twenty-three wounded. The loss of the ene
my in killed and wounded is not known.
Gen. Zollicoii’er fell back to prevent his supply
trains from being cut oil’.

of two British subjects, declaring the arrest
was on mere suppositions, unauthorized by
law, in violation of treaty stipulations, and
amity between England and the United States.
Seward replies that both the individuals re
ferred to after proof of (her innocence of the
charges, have been discharged ; but claims
the right, to arrest and imprison any person
snspicioned, during the rebellion. His reply
is very wordy.
Nashvili.k, Oct. 28.—Two Lincoln gunboats,
on Friday night last, came up the Cumberland
River and landed 350 infantry and 50 cavalry
in Lyon Co., Ky., 15 miles below Eddyville.—
They then marched to Eddyville and surround
ed Capt. Wilcox’scompany (Confederate) while
at breakfast on Saturday morning. They fired
on them, killing three and wounding some
others—among them Capt. Wilcox
Ricii 'iunii, Oct. 28 —Col. Featherstone, of the
17th Mississippi regiment, makes the follow
ing report of the Leesburg fight. Federal pris
oners taken, 726 ; artillery, 4 pieces ; stands of
arms, 1,600 ; and a quantity of clothing.
The Confederate forces engaged numbered
1,500 ; the Federate at least 7,000.
The Confederate loss is 150 killed and woun
ded ; the Federal loss in killed, wounded and
prisoners, near 1,000.
Passengers from the neighborhood of Win
chester state that a rumor prevailed there of a
recent engagement near Romney, (Hampshire
Co., Va.) between 7,000 federate and 500 Con
federates, resulting in a trifling loss in killed
and wounded on either side; but many Con
federates were taken prisoner, and all our bag
gage and 60 horses were captured.
This is given for what it is worth.
Brig Gen. W. 11. T. Walker (of Ga ) arrived
here this evening on the train from Manassas,
and says he has resigned the command of his
• brigade. (Something gone wrong.—Editors

Captain A. P. Hill, of the 18th Mississippi
Regiment, slightly wounded in the arm at
Leesburg, arrived, homeward bound, liegives
no additional details.

MEMBERS of Companies passing over the
various Railroads, on their way to join
their Regiments, must have written or other
satisfactory evidence of their being members
ol the Company, before being furnished with
transportation.
Tie evidence must consist in a written cer
tificate from the Captain, saying that he is a
member, and is on his way to join the Com
pany ; or must produce a written order from
the Capt J n saying that he must join Ms Com
