Through the kindness of Dr. F. II. Ormej
we are permitted to peruse a letter from bis
brother Di. Lewis H. Orme, a Surgeon in tbe
timj now under the command of Gen. Joe
Johnston, tt is dattd at , in Missis
sippi, tbe 25th May v From it we make the
following extract:
“'When we reached Meridian, Jackson was
in possession.of the enemy, who had crossed
Peart River and had. torn up the track fur
several mil.a from Jadkscn, consequently wo
wero delayed awaiting orders. Learning,
however, that the Federala bad evacuated
Jackson, we advanced. We went on to within
five miles, and from there wo marched on
foot.
• It was sad'to l nk upon the ruin the Yan
kees left behind them. They' had destroyed
nearly everything in tbe place. They 'invited
the negroes to help themselves, and 'burned
houses wiihcut giving scarcely any notice to
tbe occupants. Thtv entered the Governor’s
Mansion, destroyed the elegant mirrors, dr
-faced the building, and distributed the fine
gilt furniture among Iho few negroes who
conld be prevailed upon to take it, and some
of them uow have their kitchens and cabins

Sec. 3. And be it further enacted, That if
any person or body corporate shall, fail or re
fuse to make a return of his, or Iter, or their
profile, mado or roalxied as efsresxid, he, she
or they shall be held to have nil/to the
sum of $100,000, and shall he taxed accord-
iugly.
Seo. 4. And be it further enacted, That if,
upon any return of income or profits by any
person or body corporate, tbn Receiver of Tex
Bclurne thali suspect the sim.j to be IWs* or
fraudulent, or if a suggestion of fraud in such
return shall be mode to the receiver l>y any
citizen of the county in which the alleged de
fault* may occur, verified^ by affidavit lo the
best of affiant’s knowledge, and belief, in all
snob cates it shall be the duty of the Receiver
to apply to tbe Justices of tho luferior Court
of tho county for the Appointment of ttyeo
assessors to investigate the alleged fraudulent
returns; and upon such appointment bring
made, the teeeiver shall give (*> (he person
charged with making the fake return, five
days’ notice of the lime and place of linking
the investigation; and ilie assessors before
proceeding to their duty,, shall be sworn to
make a full, fair and impartial investigation
as to tho alleged false or fraudulent ret urn,
and shall requiro tbe person or persona, or
body corporate alleged to have mado thoTraud-
ulent returns, to produce before the assestors
hie, her, or their books of entry of tbeir pur
chases and sales, if he, ehe or they keep such
books; and uponfailure or refusal lo produce
such books, the person so' refusing shall be
held to have mode one thousand per- centFou

dingly; and the said assessors shall have pow
er to compel sash citizens or tax payeie to ap

tigation, if the assessors shall find the return
to be fate or fraudulent, they shall assess the
true amount of profits madb. according to the
evidence before them, and Certify it to the re
ceiver,’who shall double tax the defaulter on
the amount returned to him according to the
rat<s hereinbefore prescribed.
The assessors shell he paid two dollars each
per day for overy day they may he engaged
in the investigation, to be paid by the' delin
quent,' if fouod to have mode a I'alea return,
or if hie return should be found correct, the
assessors shall be paid by the person filing the
affidavit, or by tbe Bceatver, if tbe investiga
tion shall be made upon his suggestion; and
in either ness, the receiver shall imm- dutely
i-eue execution in favor tf/the assessors f.r
the amount of their foes against the person
who may fail or refuse tw pay the same;
Provided, that in case of corporations, if tbe
Prea.dent or other officer mauaging tbe same
shall file an effidavit with the assessors, tha
they cannot rimove tbeir books from their
place cf butiness without serious ineunve-
niencs and loss, then said assessors shall in
vestigate the said bosks at the place of biui
nesa of said corporation.
Sec. 5. And ba it further enacted, That if
any person or body corporate shall fail or rc-
fose to pay the tax assessed against him, her or
them - by the first day of December in caoh
year, it shall be the dnty of tbe Tax- Colleo
tor to issue execution ogainst each defaulter
in double the amount assessed, which shall bo
levied und collected, as in other cases of exe
cution against defaulters.
See. G. Aud be it farther enacted, That this
act shall not be construed to embrace those
who are mere producers of agricultural pro
ductions, bat all such persons as producers
only shall be exempt from its operation, and
shall not be taxed on the amount of profits
made from the sale ot their agricuturnl pro
duetione, but shall not be exempt, if they eu
gage in bnying end soiling any of the articles
before enumerated, or in the distillation of
spirituous liquors , from groin, or from any
other articles, or in the maanfoeiure and sale
of cotton and woolen goods, leather or shoes,
or any article m&do of leather; Provided,

and parts of laws conflicting with this act be,
