We have no doubt the Federal General would, with the capture of Atlanta, be »r. til fled with the remit of his raid. He would gariit.00 and fortify it, and make it ihe of future operations. Whether it would be rec»| tured or not would be a mere matter of epeculation. Strategically the povaessioc of thia city would not be of HP much advantage to the Federal* as in its moral effect upon tbo Northern popu lace. Its f^ll would be equivalent to fifty thousand fresh recruits from the Northern ■* Slates, while it would certainly have t tendency to stimulate the war-gpirit and rekindle the fanatical enthusiasm of the Yankees every wh ere. Tha Gold Discoveries and European Commerce. H has beeq frequently expressed as a subject of inexplicable wander, saya Mr. Cardczo in an article contributed to the Cbarleaton Courier, that the British rere- nue should bare annually increased in despite of the losses arising, from the almost deprivation of tbe Southern market for her manufactured products. We have seen no explanation of tbe apparent inig- ma that baa been satisfactory. We can discover no other solution than the im pulse given to British and European trade generally the gold discoveries, the effect of which hsi been to counteract the loss of tbe cotton trade with the South and tbe market for British products. The influ ence of the metallic treasures of Califor nia and Australia on the general course of European industry Is indisputable. The impetus imparted, to tbe .enterprise and activity of all the civilized States of the world' were conspicuously exhibited in every department Of commerce from tbe date of those discoveries until the break' log out of hostilities between the North and Sontb, and the impulse once comma- nicatcd has extended itself, abating little Of momemtum, until the present time — In an official statement we have seen pub lished in tbe London Times, the declared \alne of British and Irish "produce and manufactures, as the effect of Sir Robert Beet's free trade measures, averaged in five years, from 1841 to 1845, £53,663.512 an nually. In-tha next five years, 1846-50, £60,643,590; in the next fire years, 1851 55, £88,592.435; in the next five years, 185Sr60. £123.824,698; but in the three years, 1860 63, reached £131,698,945. The real value of the imports was still more striking. 1854 they amounted to £143,201,215. five years, 1856-GO, they reached £177, 507,497, and in the three years, 1861-63, they amounted to £223,282,650. Tha Two Natiara. - Tlie conduct of the war ha* R*rt ed to develop the cbnracteriatira of tbe two na tion* who are encaged in it. While we have been recognized ks one p*-ople in name, we hare never ixrec one in senti ment. f* •" The natural chancteristicj of the two people are totally dissimilar. In moral end religious bearing, the distinction i* not lees apparent. The North is supremely fanati- cah on theaubjectof relig.on To-da\ they worship a* Other* worship, to-morrow they are running away after strange gods and worshipping at tho shrine of Free Lovei.m, Mormonism, or any other , sgary that can, by any trickery, gather about it enough of eclat lo attract the alleol, or. of the public. Spiritoaliam and Ciait voyooce bore off the ftjetkje of their i-niil,: i-.n worshipped tlifitf ’ a* 'diligently uH/iey now worship according to the doctrine of Miscegenation. But the South baa been clear, of these tint. They have followed none of theae faoUsiee. They frowned them down whenever au inroad was at tempted ou their eocial institutions. In religious sentiment the South is vastly stf. perior to the Nerth. « ija buaineaa intercourse tt- North is cool and calculating, sacrificing every principle to their morbid love of go a. Tb* South it fiery and impetnou*. j-.ilous of taeir honor, and will make any sacrifice rather than suffer to be impeach 'd The North is penurious, tb* South libe -1 minded and free to dispense whatever is their*. Bat it is not of these trrit*. which for yea:* bare l-eeas patent to every observing mind, that we propose to speak, but rather of tboee traits which have been de veloped during this war. The characters of the two nations hare sever ncod out in more glaring antagonism this at prssent. In the coed set of the w<J, North has i shown itself to be destitute of ali the prin ciple* of civllitel warfare, and hare coc. deaooudrd to the vlieat practices of oarba-. runs nation;. bees jthe ratio of either of the-five years em braced in tbe period between 1844-50, as the effect of free trade, tbs increase would have been between eight and nine per cent., whereas the increase from 1850 to \855 was nearly thirty par cent., atyl be tween 1850-60, they reached nearly forty per cent. Thus in ten years, 1850-60, hat ing augmented nearly 100 per cent!, while the imports have augmented in tho same proportion. There can be but one deduc tion from these faots, !. e., that the addi tion made to British export* aud impottv end, consequently, toBritiah revenue, pub lic and private, may have been partly at trihutable to the removal ef commercial restrictions, but in much the greatest ex tent to tome other cause, and what cause has been to potent as the gold discoveries, in enlarging the limits of European com- merre since the year 1850. Both Eogl&nd and France can afford to lose the profits of their trade with the South in tbe aquisi tion of the large gaina they have derived’ from the distribution of the metallic treas ure* which have fallen into their lap. Much enrioeity has been excited and speculations indulged, as to the causes thQ recent great rise in the English rate of interest, the Bank of England having put up its rale of discount to ten per cent, which it has since reduced to seven per cent. It is supposed to have had some connection with kn a-lverce balance trade with British India, the effect of the large importation* of Surat cotton, and the absence of commercial equivalent* British products, in payment for these im portations. We are satisfied that this not the correct explanation, but that it to be sought in the plethora of Brituf. capi- iAz&i the consequence of the gold discover ies. The evidenceof thia is to be seen the rage for'the formation of Joint Stock Companies, which ia stow almost as great as in 1S.T6. It was in restraint of this spirit of speculation that the Bank of Englaud put np its rate of discount to ten per cent., fearful of a reaction by which the foreign exchange would become so adverse greatly lo diminish its reserve of gold.
