In concluding, Mr. President, what I have to say on lilts branch of tho subject, I must take llto liberty of presenting a lew general consideration*. In a broad view of the question, it nover can be ex pedient to iutroduce into n country the manufacture of tiny article that cannot ba produced as elicit ply ut home ns it can be obtained from ubioad. There are some stick now made in this cottnfYy, and their ability to sustain themselves, without pro tection, is uuqncslionuble. The only ex ception I would admit to the rule 1 have laid down, relates tb articles strictly neces sary to national defence. I do not ulludtt to the haMlimeiits of a soldier, itr to arn- clns strictly necessary to itis consumption, but to arms and munitions of war. It is the true policy of all nations to “ buy where they cab Inn cheapest," This is the very instinct of our nature, and when we depart from it in.national concerns, wc violate the soundest principles of political economy, u science which is in ltd but the lessons Of wisdom and nn eiilighleued experience n|iplied to the affairs of na tions. Sir, tho restrictive policy is foun ded on the -triumph of thu selfish princi ple. It assumes that the natural position of nations towards each other is one-of enmity nnd rivalship. founded on a Sttp- IMised opposition Of interests. The doc trine of tho aid school was, that, what wns gained by one uutiou, was necessarily lost by another. 1 Thu plain and seemingly obvious truth, that in u fair and equal exchange of com modities, all parlies gaintid, is a noble discovery of modern times. Tito contra ry principle naturally led to commercial rivalries, wars, nnd abuses of all sorts.— The benefits of commerce being regarded as a stake to bo won, or "an advantage to be wrested from others by fraud or by force, governments naturally strove lo se cure them to their own subjects; anil when they once set out in this wrong direction, of retaliation, coaid be profitable.
