Nn, sir, this is a crusade in which 1 shall lie among
tho last to enlist. It is an enterprito which pre
sents no temptationt to thf ambition. It is s field

Carolina is the natural ally, the aimer of Georgia.
Her gallant sons nre oar neighbora, our brethren
uur fellow sufferers; and, white disapproving their
acts, I can most truly say, that, " with all their

But Mr. Speaker, I have premised to enter
into an investigation of the details ofthe bill dnder
consideration! and 1 now procead to thp task.
Tha first section ,provides, in substance, that
when, by reusnn of unlawful combinations or ob
struction, it shall become imposiMe to collect the
duties un imports, in the ports of any State, the
President shall be aatborizod tolmaove tha castom
houses to same secure place, either on land or wri
ter. and to direct that tho doties on nwrehandiso
imported into such porta, ahull be paid in cask, dt-

leed, the object avowed by the President is to

The vory first inggeation which this proposition
must present to ihe mind of every one, is Its palpa
ble inequality aud injustice. It is well known,
t&at there aro a great many mOrchanta in Charles
ton, who have no intention of taking tho benefit of
lbs late laws of Carotins, for the purpose el avoid
ing the payment of the duties. They will contin
ue to import thoir goods, givejtiieir bends and nay
them pnmtually as beretolbre. Would it nottnen
be unjust in the extremo, to deprive these man of
rights and privileges seenred to all other citixens of
the United Mates T and that too. in aGovernmenJ
whoso boast has been, and ever should be, its mat
laws / eir. Ibis injustice b too obvious; it alierde
no ground tor argument; tho mere ■ statement
amounts to demonstration, and presents a striking
instance of consigning to s common fate, those
who obey sod those who transgress Ihe taws,

But weighty and conclusive as this objeetiotl it,

sition of cash payments, os contemplated, will, in
my humble judgement, conflict with two clau
