I was very much surprised to see thatso aide aril
adroit a writer as the President should have beefs
guilty of so gross an inconsistency as I lind in the
Message. The greater argument of the Message
fii favor of the measure is not that it will gives
good currency, gold and silver, for the use of the
Government, hut the effect that it is to have on the
banks. To this end it is said that it will be all
powerfnl. How can it be so but by causing the.
banks, by reason of this constant drain of speck
greatly to restrict their issues? And yet wear
immediately afterwards told that the sum require
for the uses of the Government will be so ver
that it will really hardly affect the banks r ;

AT A MEETING of the Commissioners, held
in the City of Savannah on the 22d day of
January, 1840, present, Alexander J. Lawson,
Augustus H. Anderson, Edward Padelford, Joseph
Washburn, and Mulford Marsh.
On motion, A. J. Lawson, was called to the
Chair, and Mulford Marsh, appointed Secretary.
A Board of Commissioners being formed in pur
suance of the Charter, it was on motion.
Resolved, That Books of Subscription for the
Capital Stock oi said Company, be opened cn the
first Monday in March next, at Savannah under
the superintendence of John M Berrien, M. H, M’-
Allister, 11. R. Cuyler, Joseph 1L Burroughs, and
G. B. Cumming, Esqs.
At Augusta, under the superintendence of Al
fred Cumming, William W. Holt, Jesse Kent,
George W. Crawford, and Charles J. Jenkins,
Esqs.
At Waynesboro ’ under the superintendence of
William Bearing, Charles Dougherty, Thomas W.
Baxter, James Camak, and Jesse Rebinson, Esqs.

boro’, and deposite the money by them received in
one of the nearest Banks, to the credit of the Chair
man of the Board of Commissioners of the Augusta
and W aynesboro’ Rail Road, and to send a certifi
cate of deposite to the Secretary with the Books.
Resolved, That the Commissioners be authori
zed to receive in payment for Stock, the Bills of
any Bank that is at par at the place of subscription.
Resolved, That the Secretary address a Circular
to the < ommissioners appointed in the foregoing
resolutions, accompanied with a copy of the pro
ceedings of this meeting, and so much of the Char
ter as may be necessary lor their information, re
questing their acceptance of said appointment, and
their co-opeiation in the disposing of the Capital
Stock of the Compan}-; and that he be authorised
to have said Circular printed, and to purchase such
books and blanks as may be necessary.
Resolved, That the proceedings of this Meeting
be signed hy the Chairman and Secretary, and be
published in the Savannah and Augusta papers, in
the Athens Southern Whig, Southern Recorder and
Georgia Journal.
The Board then adjourned to the 15th of March
next, to meet at Waynesboro’.

AN ACT, to amend an act, entitled ‘an act to in
corporate the Augusta and Waynesboro-’ Rail
Road, assented to 31st December, 1838.
Sec. 1. Beit enacted by the Senate and House of
Representatives of the State of Georgia, in General
Assembly met —And it is hereby enacted by the
authority of the same, that any five of the Commis-
their successors, appointed by the tenth
section of the aforesaid act, shall, and they are
hereby declared to be, competent to form a quorum
and to perform any or all the duties and services
required and authorised by the said act.
Sec. 2. And be it further enacted, by the author
ity aforesaid. That so soon as the sum of three
hundred thousand dollars shall have been subscri
bed, the aforesaid Commissioners shall be authori
sed to appoint a suitable place for the meeting of
the stockholders of said company, in terms of the
fifth section of the aforesaid act.
Sec. 3. And be it furtlur enacted by the author
ity aforesaie, That the aforesaid Rail Road shall
be commenced at the point of its conjunction with
the Central Road, or any other point that may be
determined on by the Commissioners, with the
Central Rail Road, ere three years frbtn the passage
of this amended act —and s hat no other Rail Road
shall be made, to run from the city of Augusta, or
from the junction of this Rail Road with the Cen
tral Rail Road, and in the same direction, within
20 miles of said. Road, without the assent of said
Company.
Sec. 4. And be it further enacted, That the 15th
section of the aforesaid act, be, and the same is
hereby repealed.
In pursuance, of the above resolutions of the
Board of Commissioners—the books of subscription
for the capital stock will be opened at the places
and under the superintendance of the commission
ers named in said resolutions. The amount requi
red by the charter to be paid on each share upon
subscribing is fifteen dollars.

and Chase have done, in the communities where
