AN ACT for the relief of the widows and Orphans of certain persons who have died in the naval service of the Unit ed States. BE it enafted by the Senate and Honfe of Reprifentatives of the United States of America, in Congref nffembled. That the widows, if any such there be, and in case there be no widow, the child or children of the officers, seamen and mariners, who were in the service of the United States, and 101 l in the (hip Insur gent and brigantine Pickering, (hall be entitled to, and receive out of any money in the treasury, not otherwise appropriat ed, a sum equal to four months pay of their refpeftive huihands or fathers, as a forefaid. And be it further enabled, That it (hall be the duty of the secretary of war to receive claims to lands for mili tary services, and claims for duplicates ot warrants ifl'ued from his office, or from the land office of Virginia, or of plats and certificates of surveys founded on such warrants, fuggelted to have been loft or destroyed, until the firft day of January next, and no longei ; and immediately thereafter, to report the fame toCongrcfs, designating the number of claims of each deferiprion, with his opinion thereon. AN ACT making provijions for the re demption of the whole of the Public Debt of the United States, BE it enacted by the Senate and House of Reprefentativts of the United States of America, in Congress ajfembled, That so much of the duties on merchandize and tonnage as, together with the monies, other than furpiuftes of revenue, which now constitute the finking fund, or (hall accrue to it by virtue of any provisions heretofore made, and together with the Turns annually required to difeharge the annual interest and charges accruing on the present debt of the United States, in cluding temporary loans heretofore obtain ed, and alio future loans which may be made for reimbursing, or redeeming, any inftalments, or parts of the principal o£the said debt, will amount to an annual sum of seven millions three hundred thousand dollars, be, and the Tune hereby is yearly appropriated to the said fund ; and the said (urns are hereby declared to be veiled in the cornmiffioncrs of the finking fund, in the fame manner as the monies hereto fore appropriated to the said fund, to be applied by the said commissioners to the payment of interest and charges, and to the reimburfment or redemption of the principal of the public debt, and (hall be and continue appropriatg||Litil the whole of the present debt of Jr|, Ignited States, and the loans which may be made for re imbursing or redeeming, any parts or inftalments of the principal of the said debt (hall be reimbursed and redeemed : Provided , that after the whole of the said debt, the old fix per cent, flock, the deferred (lock, the seventeen hundred and ninety-fix fix per cent, flock and three percent, (lock excepted, (hall have been reipiburfed or redeemed, any balance of the Turns annually appropriated by this aft, which may remain unexpended at the end of (lx months next fuccceding the end of the calendar year to which such annu al appropriation refers, (hall be carried to the surplus fund, and cease to be vert ed by virtue of this aft in the commissi oners of the finking fund, and the appro, priation, so far as iclates to (uch unex pended balance, (hall cease and determine. Sec. 2. And be it further enabled. That it (hall be the duty of the'Secretary of the Treasury annually, and in each year, to cause to be paid to the commis sioners of the finking fund the said sum of seven millions three hundred thousand dollars, in such payments, and at such times, in each year, as the situation of the treasury will permit: Provided, that all such payments as may be ncceflary to enable the said commissioners to difeharge, or reimburse, any demands against tie United States, on account of the piinci pal or interest of the debt, which (hall be aftually due, in conformity to the engagements of the said dates, (hall be made at- such lime and tirr.es, in each year, as will enable the said commiflion ers faithfully and punctually to comply with such engagement. Sec. 3. And be it further enaßed v That all reimburfernents of the capital, or principal, ot the prefentdebt of the U nited States, including future loans which may be made tor rtimburfing or redeem ing any inftalmcnts, or parts of the fame, and all payments on account of the filte red and charges accruing upon the said debt (hall be made under the fuperinten dance of the cominiflioners of the finking fund. And it (hall be the duty of the said commiflioncrs to cause to be applied and paid out of the said fund, yearly and every year, at the treasury of the Unit ed States, the fcvcral and refpeftive fuma ' following, to wit; firft, such sum and sums as by virtue of any aft, or acts, they hive heretofore been direfted to ap ply and to pay : secondly, such sum and lums as may be annually wanted to dis charge the annual intcrcft and charges accruing on any other part of the present debt ol the United States, including the filtered and cha-ges which accrue on . future loans which may be m ide for re imburJlng or redeeming at>y indalments or parts of the principal of the said debt: thirdly, such sum and sums as may an nually be required 10 difeharge any in ftalment or part of the principal of the present debt of the United Slates, and of any future loans which may be made lor rcimburfing, or difeharging the fame, which (hail be aftuidly due and demand able, and not by virtue of** this, or any oilier be renewed or prolonged, or reimbursed, out of the proceeds ol a new loan : \and also it (hall be the dury of the said yommiflioners to cause to be applied the of such fund as may at any time cxift, after fa tisfying the purposes aforefikl, towards the further and 111131 redemption, by pay ment, or purchase, of the present debt of the United States, including loans, for the reim'mrfcmcnt thereof, temporary loans heretofore obtained from the bank of the United States, and those demand* against the United States, under any treaty, or convention, with a power, for the payment of which the faith of the United States has been, or may hereafter, be, pledged by congress: Provided, however, that the whole, or any part, of such demands, arising under a treaty, or convention, with a foreiga power, and of such temporary loans, may* at any time, be reimbursed, either oat of the finking fund, or, it the fuuatioa of the treasury will permit, cut of any other monies which have been, or may hereafter be, appropriated to that pur pose. Sec. 4. And be it further enabled. That the commiflioncrs of the (inking J fund be, and they hereby are empowered, with the approbation of the" Prescient of the United States, to borrow on the cre dit ot the United States, either in Ame rica, or abroad, hy obtaining a prolon gation of former loans, or otherwise, the (urns requisite for the payment of the in st al meats or parts of principal of the Dutch debt, which become due in tbsj years one thousand eight hundred and three, one thousand eight hundred and four, one thousand eight hundred and five, and one thousand eight hundred and fix ; and that a sum equivalent to that to be thus bor rowed, or reloaned, (hall be laid out by the commiflioncrs of the finking fund, in the purchase or redemption of such parts of the present debt of the United States, and other demands against them,'as the commiflioncrs of the finking fund may * lawfully pay, agreeably to the provisions herein before made, and as the said com miflinners (hull in their judgment deem molt expedient, so as to effeft the pay ment, annually, of seven millions, three hundred thousand dollars, towards the final difeharge of the whole debt, agree-
