At the Firfl Sefuon, begun and held at the Ciry of W.vfhington, in the Ter ritory of Columbia, on Monday the seventh of December, one thousand eight hundred and one, AN ACT for the relief of Theodojius Fowler, BE it enacted by the Senate and Hotfe of Reprefentati-ves of the United States of America, in Congress ajfemhled, T hat the comptroller of the treasury be and he is hereby authorifed and required to cause to be rlifeontinued the suit now pending in the circuit court of the diftrift of New- York, in the name of the United States against Theodolius Fowler, for monies charged to him on the books of the trea sury as advanced or paid on account, or in confeqaence of a contrast entered into by him with the fecretarj of the treasury, on the twenty-eighth day of Oilober, one thousand seven hundred and ninety, and that the said Theodolius Fowler be and hereby is difeharged from the said demand. AN ACT fupplt meat ary to an act, en titled (t An Act for the encouragement of learning, by fecurmg the copies of maps , charts, and books , to the au thors and proprietors of such copies dur. tng the time therein mentioned ,” and extending the benefits thereof to the arts of designing, engraving , and etching h fiorical and other prints, BE it enacted by the Senate and Hou/c of Representatives of the United Slates of America, in Congress ajfemhled. That every peribn who (hall, from and after the firft day of January next, claim to be the author or proprietor of any maps, charts, book or books, and (hall thereafter feck to obtain a copy.right of the fame agreeable to the rules preferibed by law, before he shall be entitled to the benefit of the aft, Entitled “ Am aft for the encouragement of learning by fecur :ng the copies of maps, charts and books, to the authors and proprietors of such copies, during the time therein mention ed,” he shall, in addition to the requi sites enjoined in the third and fourth sec tions of said aft, it a book or books, £ lVe information by cauftng the copy of tile .record, which, by said aft he is re- ' ’Hired to publish in one or more of the 9> to be inserted at full length th the title page or in the page immedi ately following the title of every such book pr books; and if a map or chart, •hall qaufe , the following words to be pWprefled on the face thereof, viz, “ En tend according to a£i of congress the day 18 [Here insert the date when the fame was deposited in the ”® ce j hA.B. of the State of [Here insert the author’s or proprietor’s Dame and the flare in which he refides.] Sec. 2. And be it further enatfed, 1 from and after the firft day of Ja nua[y ncxt » every person being a citizen 0 the United States, or rehdent within GEORGIA. the fame, who (hall invent and design, engrave, etch or work, or from his own works and inventions, (hall cause to be designed and engraved, etched or work, ed, any historical or other print or prints, (hall have the foie right and liberty of printing, reprinting, publilhing and vend ing such print or prints, for the term of fourteen years from the recording the ti tle thereof in the clerk’s office, as pre ferred by law for maps, charts, book or books: Provided, he (hall perform all the requisites in relation to such print or prints, as are direfted in relation to maps, charts, book or books, in the third and fourth feftions of the aft to which this is a fupplemcnf, and (hall moreover cause the fame entry to be truly engraved on such plate, with the name of the proprietor, and printed on every such print or prints as is herein before required to be made on maps or charts. Sec. 5. And be it further enabled, That if any print-feller or other person whatsoever, from and aficr the said full day of January next, within the time limited by this aft, dial! engrave, etch or work, as aforefaid, or in any other manner copy or fell, or cause to be en graved, etched, copied or fold, in the whole or in part, by varying, adding to, or dimirufhing from the main design, or (hall print, re-print, or import for sale, or cause to be printed, reprinted, or im ported for sale, any such print or prints, or ai)y part thereof, without the confcnt of the proprietor or proprietors thereof, firft had and obtained, in writing, lign ed by him or them refpeftively in the presence of two or more creditable wit neiTes;.or knowing the fame to be so printed or re-printed, without the con tent of the proprietor or proprietors, (ball pu'blilh, fell, or expose to sale or other wise, or in any other manner dispose of any such print or prints, without such confcnt fad had and obtained, as afore - said, then such offender or offenders (hall forfeit the plate or plates on which such print or prints are or (hall be copied, and all and every (beet or (beets (being part of or wheieon such print or prints arc or (hall be copied or printed) to the pro prietor or proprietors of such original print or prints, who (hall forthwith de stroy the fame : and further, that every such offender or offenders (hall forfeit one dollar for every print which (had be found in his, her, or their cufiody ; cither print ed, published, or exposed to sale, or 0- therwifs disposed of, contrary to the true intent and meaning of this aft, the one moiety thereof to any person who (ball sue for the fame, and the other moiety thereof to and for the use of the United States, to be recovered in any court hav ing competent jurifdiftion thereof. Sec. 4. And be tt further enabled, I That if any person or persons from and ' after the puffing of this aft, (hall print or publiffi any map, chart, book or books, print or prints, who have not le gally acquired the copy-right of such map, chart, book or books, print or prints, and (hall contrary to the true in tent and meaning of this aft, insert there in or impress thereon that the fame has been entered according to aft of ccngrefs, or words purporting the fame, or purport, ing that the copy-right thereof has been acquired; every person so offending (hall forieit and pay the sum of one hundred dollars, one moiety thereof to the person who (hall sue for the fame, and the other moiety thereof to, and for the use of she United States, to be recovered by of debt in any court cf record in the l/t nited States, having cognizance thereof. Provided that in every case for forfeitures herein before given the aftion be commenced within two years from the time the cause of aftion may have arisen. Approved, April 29, 1802, Th: JEFFERSON, Prefidcnt of the United Stales, AN ACT to regulate and fix the cornpen fat 'ton \of the officers of the Senate and Hou/e of Representatives. BE it enabled by the Senate and Hou/e of Representatives of the United Slates of America, in Cong ref affiembled 9 1 hat the officers of the Senate and House of Representatives herein after mentioned, shall be, and hereby are entitled to re ceive in lieu of their compensations fixed by law, the following sums; that is to fay ; The Secretary of the Senate, and Clerk (of the House of Representatives, two thousand dollars, each ; their princi pal clerks one thousand three hundred dollars, each ; and each of their engrofling clerks, one thousand dollars per annum. Sec. 2. And be it further enabled, That the sergeant at arms of the Senate, who al(o performs the duty of doorkeep er, and the sergeant at arms of the House of Representatives, (hall be, and hereby are entitled to receive eight hundred dol lars per annum each. Sec. 3. And be it further ettafled t That the doorkeeper of the House of Representatives, (hall be, and hereby is entitled to receive five hundred dollars per annum, and two dollars per day, during each session of Congrcfs'j and the afiiftant doorkeeper of the Senate and House of Representatives, four hundred and fifty dollars per annum, each, and two dollars each, per day, during each felhon of Congress. Sec. 4. And be it further enabled That the cornpenfation to the fecretarv of the Senate and clerk of the House of Representatives, and to their clerks, and to the other officers herein named, (hall commence wirh the present year.
