A ration to confilrfcfeighteen ounces of bread or flour, or whell neither can be obtained, of one quart oXrice, or One and an half pound of lifted V bolten In. dian meal, one pound and quarter ol beef, or three quarters of a poiiWl of pork, one gill of t*m, whilkey or brandy, and at the rate of two quarts of Adt, four quarts of vinegar, four pounds of fonp, and one pound and an half ol candles to every hundied rations. The price of the several component parts of the ration, as well as fubititutes and alternatives, mufl be fpecified. The rations are to be furnKhed in such quantities, as that there (hall at all times, during the term of the proposed contracts, be fufticient for the consumption of the troops at Michilimacinac, Detroit and Niagara for fix months in advance ; and at each of the other polls on the weftern waters, for at lead three months in ad vanco, of good and wholesome provilicns, if the fame fliall be required. It is also to be permitted to all and, every of the co mmandants of fortified places, or polls, to call for at seasons when the fame can be transported, or at any time in the case of urgency, fuchfupplics of like provisi ons in advance as in the diferetion of the commandant lhall be deemed proper. It is to be qnderftood that the contractor is to be at the expence and ri(k of issuing the supplies to the Troops and that all lofies fullained bv the depredations of an enemy, or by the means of the troops of the United States, lhall be paid foe by the United States, at the price of the ar ticle captured or clellroyed, on the depo fittons of two or more creditable charac ters, and the certificate of a commiflionec officer, afeertaining the circumllances ol the loss, and the amount of the articles for which compensation lhall be claimed. The privilege is to be understood to be reserved to the United States ot requiring that none of the supplies which may be furnifhed under any of the proposed con rads,’ fliall be issued until the supplies which have been or may be furnifhed un der contracts now in force, have beer, consumed, and that a supply in advance may be always required at any of the fix cd polls on the seaboard or Indian Fion tiers, not exceeding three months. Fifteen minutes be allowed for opening and doling the mail at all offices where no particular time is fpecified. 3. For every thirty minutes delay (un avoidable accidents excepted) in arriving after the times preferibed ih any contrad, the contractor (hall forfeit one dollar ; and if the delay continue until the departure of any depending mail, whereby the mails destined for such depending mail, lofc a trip, an additional forfeiture of five dol lars lhall be incurred. 4. Newfpapersas well as letters are to be sent in the mail; and if any person making proppfals, desires to carry news papers other than those conveyed i.r the mail, for his own .emolument, he mull Hate his proposals, for what sum he will carry it with that emolument, and for what sum without that emolument. $. Should any person making proposals, deft re an alteration of the times of arri val and departure above fpecified, he mull Hate in his proposals the alterations delir ed, and the difference they will make in the terms of his contract. 6. Persons making proposals are defin ed to Hate their prices by the year. Those who contract will receive their pay quar terly, in ifee months of February, May August and November, one month after the expiration of each quarter. 7. No other than a free white person ifiall be employed to convey the mail, 8. Where the proposer intends ty.con vey the mail in the body of a llagc car riage, he is desired to Hate it in his pro posals. • 9. The Pi Matter General reserves to hirnfdf the right of declaring any con tract at 'an end whenever three failures happen, which amount to the loss ot a trip each. 10. The contracts for the above routes arc to he in operation on the lirlt day oi Odobcr next ; thole for the firll twenty, four routes are to continue in force lor one year from that time, and those numbered item 25 to 48 are to continue until the 3 1 It day of March, 1803.
