From the extracts we have ■'ren, oar readers will perceive that no tin* very important had transpired fiuce te date of our former advices. The conlals of the French republic, on ic report of the miniilers of marine and olonies, decreed on the twenty sixth of lay, that the illands of Martinique and t. We fnuuld conceive it to be mcompati \; with the duty we owe to the public to once.il that a strong impression is made n the public mind, of the ei-aucncc of the eilo'-v fever in the northern part of the jty.—lt is dated to have originated on card the S". At present there not appear to be any danger of con irrion, but we conceive it to be the du i of the board of health to fatisfy the üblic anxiety without delay on this fub ;d. Should it prove to really exid with anger, we (hall faithfully report to our liovv citizens the plain fatty whatever uy be the conduct of others —this is leant as a call upon the board of health a be prompt and explicit on a fubjeft in olving the lives and happiness of the bed art of the community. More than the ordinary number of erfons are ill, and that too ot a disease iolent in its attack, rapid in its progress, nd fatal in its termination. Peterjhurgy July 27, 1802. Mr. Smith, A manufeript copy of an Oration deli ered in this place on Monday the sth id. in commemoration of the Anniver ifv of American Independence, by Dr. Hi am iVyatt Bibb , having fallen into hands, I have taken the liberty of ifquing the Dodpr’s displeasure, by en ioiing you the following extrad there. r 3m tor publication ; which is fraught dth such appropriate advice to the Mu rom and Diughters ol Columbia, that am persuaded they will delight to infill ato the mmds of the riling generation, precepts therein contained. If tlie ancient Ger mans believed their famales to be en do'A'ed with something more than human —it Cato be corred when he declares that the Romans governed the world, and that they weregoverned by their women and it your enchanting virtues are ca pable ot civilizing the mod lavage minds, and ol adding new (plendor to Hie human character; how can we estimate the im portant rank you hold in Cocicty ? “ Upon the proper exercifc of your unlimited power depends materially the future greatness of America. You are the idols ot Columbia’s sons, and your sooth ing approbation will ever be the govern ment of their condud. ft Permit me, then to remind you of the baseness and ingratitude of ihofe men who duerc their country’s cause in the hour of danger; or retufe to celebrate, in a rati onal and gratelul manner, this auspicious birth-day of our Independence—Mark them as objects worthy detestation, and make them strangers to your endearing and animating smiles. Remember that he who neither loves liberty nor his coun try, is incapable of loving you; and grant him that puuifhment which every virtuous American views with more hor ror than death itfelf—let him be banilhed from your engaging Cocicty.” Mr. Smith, THOUGH I conflder the flatement which appeared in your paper of Saturday lad, of Dr. Hugh M. Hull’s, of as little consequence as himfelf, yet to (how the propriety and conftjlency of his condud may not be improper. That he, as he fta'es, (igned a protest agatnft “ the fentimonts exprefled in some of the toasts drank by the Artillery Com pany,” is well known ; and that a protest of a ludicrous nature afterwards appeared, is equally true, but whether there was a ny tiling in the latter publication so per fectly applicable to Dr. Hull that it could fir no other person, 1 will not pretend to fay ; especially, as even without dating" the paTiges he conflders personal, he appears to have no doubts on the fubjed. But as he informs the public that he signed the protest “ becaule he was un willing to join in the (lander, however in direct, of a man he is proud to call his friend,” it might not be amiss to inform which of the toasts were calculated to re flect upon an innocent person, and also to inform us, how it happens, that with his wonderful ajfeelation of delicacy in this instance, he could feel authorifed 'to at tempt in dire PI terms, to (lander such il lustrious characters as gen. Hamilton and gen. Pinckney, together with a refpeda- _ ble volunteer company in Savannah ; Tnxt perhaps the Dodor deems himfelf privi leiged in this refped, and supposes he may (binder the firft men in our country with impunity, while his own sweet per son is to be considered too pure and im maculate to be noticed even by distant allusions. If the Dodor had a right to protest against part of the toasts prepared by a committee appointed for thepurpofe % ocher persons had an equal right to protest againit the remainder ; and if he chose a serious mode, others might choose a ludi crous one, and whether preemption or folly was the most confplcuous in the one instance, or whether the firft or the fe contl protest was the most elegant and 'ap propriate, rests with the community to de cide. Bat after such habits of intimacy the Dodor insinuates that 1 anonymously tra duce him, and meanly prevaricate; he has not however even been accommodat ing enough to tell us which part cf the protest is so exadly luited to his genius, or so deferiptive of him ; and if he had I (hould like to know how he has difeo vered that I am the author, or in what manner I have prevaricated. He ac knowleges the protest to be anonymous, ami yet on his own infignificant opinicn, undertakes to designate the author, have refufed tolatisly his peremptory in quiry on the fuhjed, and liiall continue to refufe until 1 am fatisfied of hit having a right to demand an anfnuer ? and in consequence of my want of mean servili ty, he concludes his conjedares areeftab lilhed, O wife logician !—Wonderful rcafoncr ? Be it known to this faplent physician, that I acknowledge no inquifltion in this country, that has a right to require cf me, to own or deny any tran(action • and until I am (atisfied, that Dodor Hull has j this right, I ftiall take the liberty of re- J lufmg any fatisfaction to hit inquiries.— \ V/Lcn, 1 iliould like (o knew, did lie become inverted with authority to the rights of individuals; to cal! citizens to account for their actions ? on ihc fame principle on which I am called on, to acknowledge or deny my being the au thor of an anonymous publication : I may be called on to do the fame refpetting every other, and may in this case be per petually responding to impertinence; and however I might be dilpofed to answer a friendly enquiry, 1 certainly will give no fatisiVAory reply to a menacing demand. If Doit or Hull is out ofhuhnefs, or if be thinks he has remained too long in ob feurity, and is now endeavouring to bring himfelf into notice, by attempting to re ftrldl the liberty ot the press, and to lenge on suspicion only ; he nmft com mence his career, with such as are more likely to be appalled by the terror of bis vengeance. With the foregoing fbtement, I will conclude my observations on this fubjedl ; content to submit the propriety of my conduct to an unprejudiced public. DONALD MHVER.
