' PROBABLY there is not a state in
the union whole publicfireafury has been
generally so poor and so badly fupphed as
that ol the state of Georgia. Thiy will
always be the case till the people who bear
the burdens will examine into the condufi
of their public servants and apply the ne-
CCiTiry remedy. Other ftatqs, who had
not half so much’ confifcated property and
new lands to dispose of, filled their trea
suries, and have had no taxes laid upon
their citizens for many years. This state
old their coafifcatcd property for one half
certificates and one halt specie : the spe
cie bonds thus actually brought into the
.treasury, secured by mortgage on the pro
perty, and furetics for the yearly payment
of the imereit, (as stated by Mr. Briggs
(by order of the alfcmbly) amounted to a-
Vove five hundred thousand pounds sterling;
and if proper care had he*cn taken to pre
vent fraud, the certificate part of the sale
would have been much more than fufticient
to have paid all the certificates that could
have been iflued to the few persons of
whom the state was then compofcd, or
who rendered her services or supplies un
til the year 1789 when the state fettled
All her accounts with congress, and the
United States took upon themselves the
payment for all services and supplies for
the revoln:ion war, since which no state
certificates can properly have ifiued.
The state had also at least fix million
acres of good land on the Oconee to dis
pose of in the year 1784, the small num
ber of continental troops-belonging to this
state, and of citizens entitled to bounties
could not have required more than one
million acres. The whole of all this pro
perty is gone, and the state has nothing
to. (hew for it* is eveVy year paying hea-
ry taxes, and has a gr&at apparent debt

llrong upon our minds, who has done all
this r any one who has known the hillory
of cur combined societies, Yazoo compa
nies, &c. &-C. will not be at a loss for an
anfwtr to the question, for they are pre
cisely the fame let of men in each county
from year to year who are always intereft
cd in and support Inch men and measures :
it is very certain they who have done it
once will be mod likely to do it again.
They make their boast that with dollars
worth ot whilkey, they can always carry
their objeft at the election in any county.
Ye preachers of religion will ye not
bear your public testimony against these
things and hold them up among the dam
ning lius ?
s These suggestions are made at the pre
sent time not for the fake of finding fault
with things pad, but in hopes that they
may have some effeft in making the peo
ple more cautious at the approaching elec
tion. The public has once more in its
hands above a million acres of land todif
pofe of, it now belongs to the whole of
the citizens of the state, each one has an
equal right in it, justice and honesty re
quire that it should not be facrificed to
the benefit of a few.
