We have the happiness to state, that
the brig Rose, Whitehead,'*of this port
laid to be captured by the Tripolitans,
has arrived in fafety at Martinique.
Arrived yesterday morning, the Tom,
wpt. Turner, of Portfmoutb, N. Hamp-
Jhire, in 44 days from Liverpool. Capt.
Turner failed from thence on the 7th of
July, and hast brought papers to the sth.
WASHINGTON CITY, Augujl 27.
Judge Buffett, one of the lace circuit
judges, has publiihed a protell against the
lute judiciary law abolishing the circuit
courts, established by the aft of the 15th
February, 1801. It is a very long per
formance.
On Monday last, the Board of Health
of Boston, commenced an experiment on
the efficacy of the Kine Pock. Upwards
of twenty adults and children were ino
culated with the vaccine matter, at their
room, by Doftors Waterhoule, Lloyd,
Rand, Jeffers, Danforth and Howard. —
After having gone through the Kine Pock,
they are to be inoculated with the small
pox, at Rainsford-lfland; and the result
will then be publiihed.

employ constantly one frigate in convoy
ing our outward bound merchantmen from
Cadiz through the Straits, and another
in convoying our homeward bound mer
chantmen from Malaga ; and every con

ditional protection. The distribution of
the other frigates will, from time to time
be such, as in the judgment of the com
modore, will afford the belt protection to
our commerce, and as will mod effectually
teprefs the predatory dispositions of its
tnemies.

on the 2d class 400 ; on the 3d class, 200;
on the 4th class, 100; two other classes
are to be noticed, one of 50 and the other
25 dollars, (or those who fell by retail.
Proprietors ot D welling-Houfcs, or o
ther buildings, are to pay one sth part
their proberty may rent for. Notaries,
Vendue Malters, Publicans, Coffee-Hunk
and I avern-Kcepers, are to pay the a
-1 mount of one half their rents.
7th. The collection of the above assess
ment (hall be made at the expcnce of the
communes; the firft payment of the con
tribution mad be completed by the ill
Vendemaire, year 11 j (2 2d September
next) and is to amount to one half the
(urn impefed, the remaining half mull be
completed by the Frimaire, (the 21st
of November next.)
Bth. The Sab-Prefcdl (hall make use of
the armed force to compel payment from
those who are delinquent.
The funds accruing from this collection
(hall be placed in the chest of the Receiver
of the commune, free of expence; and
(hall afterwards be depolited in the army
chest.
9th. The whole of the amount of the
assessment (hall be exclnfively appropriat
ed to the use of the army, and must not
be made use of for any other purpose ; and
is to be fubjeCt to the orders of the Chief
Ordonnatcur, who derives his powers
from the General in Chief.
10th. The Sub-Prefefts are held respon
sible lor the collection of the contributi
ons ; and in places were their powers do
not extend, the commandant ot such place
(hall be made responsible.
11 th. The present arrette to be print
ed and publilhed.
12th. The Colonial Prefect will be
held personally icfponfible for its cxccu
t;on, and (hall report to the General in
Chief on the 30th Meflidor, (19th July)
the progress made by the Sub-Prefeft at
that time.

RICHMOND, August 25.
On Monday morning latt, about five
o’clock, a smart (hock of an Earth-quake
was felt in this city by many of its inha
bitants. Its noise resembled that of the
roaring of a chimney on fire, or the roll
ing of a carriage on (tone pavement.
PETERSBURG, September 3.
A (evere (hock of an earthquake was
felt about 5 o’clock in the morning of the
23d ultimo, at and in the neighbourhood
of Charlotte court-house. The houses
(hook very much, and some goods in a
(lore in the neighbourhood were thrown
off the (helves.
Yesterday morning a Duel was fought
near this town, between Mr. Richard
Thweatt and Mr. Edwin Fort, in
confequencc of some observations publifh
cd in our papers of Friday and Tuefday
last. At the firft fire Mr. Thweatt re
ceived a (light wound in his hand and
(boulder—at thefecond fire Mr. Thweatt
(hot Mr. Fort through the body, which
in a few hours put a period to his exist
ence.
Captain Shillaber, arrived at Salem,
from Magadore, heard nothing ot a rup
ture between the emperor of Morocco and
the United States. He failed from Ma
gidore the firit of July. In June, by
order of his imperial majesty, mules and
wool were forbidden to be exported. E
very kind of bufmefs was dull. Mr.
Lamlrert, the mate, informs us, that it
was reported there, that a combination of
the northern powers against the Moors
were forming, which was the caufc of
the prohibition of the exportation of mules
and wool.
CHARLESTON, September 2.
Tuefday last arrived the brig Daniel
and Frederick, Andrews, Marseilles, 51
days.
Captain Andrews left Marseilles 51
; and Gibraltar 45 days ago ; he was con.
veyed down the Mediterranean together
with the (hip Sifters which arrived also
on Tuefday from Marseilles, and several
other American vessels, by a Swediih fri
gate to Alicant. The brig Industry,
Wilson, of this port, joined the convoy
off Barcelona, and went into Alicant.
Captain Andrews heard nothing at
Gibraltar of the reported fight between
she Bodua frigate and the Tunidans.
It was uncertain there what the Empe.
ror of Morocco intended; he was fitting
out his vessels, but it was not known for
what purpose ; he had invited back the
American Consul, but he had declined
returning.
SAVANNAH, Auguji 3 r.
On the morning of the 19th instant,
William Hunter, Esq. fell in 3 Duel
with Col. D. B. Mitchell. At the
exchange of the fecund (hot, he received
the ball in his bread, and expired on the
spot, without a groan. Such has been
the late and end of him, who but yester
day was our joyful companion and aflbei
ace. Perhaps the death of few individu
als among us, would have more deeply
convulfcd our community, or excited more
general regret. A man whose various
merits, dwelt on the lips of sober eulo
gv, and whose memory will remain the
“ theme of honor’s tongue.**
AUGUSTA, Sept. 11.
A number of the principal Sachems,
chiefs and warriors of the Seneca nation
ot Indians, from BufFaloc's creek visited
Albany last week ; and we are informed
have concluded a treaty with this date,
by which they cede their title to all the
lands reserved along the Niagara river,
from Buffaloe’s creek to Stedrnan’s farm,
including Black Rock. This is doubtless
a great acquisition to this date, as well
as to the United States, not only on ac
count of the value of the lands, but also
as it fecurcs the carrying places at the
Niagara Tails, and the mod advantage
ous fit nation for edabliihing a military pod
to guard that important pass.

1799, but the ftderalids continued it, and
even obtained its augmentation by a ma
jority of three, viz. Win. Smith, Har
per and Dina. Republicans were always

duce its diminution or repeal.
