the Army and Navy of this State and of

A Proclamation.
WHEREAS John Milledge, one
of the Reprefcntatives of this state
in the Congress of the United States,
who was elected and commiftioned to fill
that feat and aft as such until the fourth
day of March next, hath made vacant
that appointment by accepting the office
of Governor.
AND WHEREAS in and by u An
Aft to regulate the General Eleftions in
this Hate, and to appoint the time pt the
meeting of the General Aflembly,” pall
ed the nth day of February, 1799, it is
anflong other things declared “ that all
writs of eleftions to fill vacancies that
may happen for Members of the General
Aflembly of this Hate, or House of Re
presentatives of the United States, (hall
Lc directed to the Justices ct the Inferior
courts of the refpeftive counties, who
are required to give public notice thereof,
and cause the fame to he held in manner
and form as herein before pointed out, a.
greeably to such writ.”
I ha ve theres ore thought fit to issue this
my proclamation, hereby notifying, di
recting and ordering the Jultices of the
Inferior courts of the refpeftive counties
in this stare, to confider the fame as a ge
ral writ of election for the purpose of fill
ing the vacancy ofa Member in the House
of Representatives of the United States,
occasioned as herein before pointed out. —
And I do hereby require and charge
the laid justices to give due notice that
the said election will be held in the re
fpeftive counties of this state, on Wed.
nefday, the fifteenth day of December
next.
And Ido hereby farther require that
due return of such eleftion be made to the
Executive Department, as in and by the
said aft is preferibed.
