The importation of negroes into this
’ Hate, from our filler dates, particularly
thofc of North-Carolina, Virginia, and
Maryland, has increafcd to an alarming
extent. The indudrious and faithful slave
is fcldom to bo purchased, more especially
at a low price; we are not therefore to
' suppose that such arc introduced here for
falc, on the contrary the speculator finds it
his intered to seek them in jails and other
places of confinement, from whence on ac
count of their infamy of charatter they arc
purchased very low—such confequcntly
are those generally to be bought here.

traffic, but if is in faft rendered nugatory
and of no avail—the defers are fu Well
known that I need not mention them. I
am decidedly of opinion, that the Lcgifla
ture will consult the true intered, peace
and fafety of the date by pafling a law
fuffioicntly coercive as to penal rellraint
and aftual forfeiture of the property, and
bar the imroduftion of this description of
domestics. Already we have so many of
them, that 1 fear the evil has taken its
root. We (hould also refleft that it is not
our policy to drain our fidcr dates too
much of this kind of property.
Information having been communicated
to me from a highly rcfpeftable source,
that an attempt would in all probability
be njiade to land in this date, a large num
ber of French negroes, commonly called
Brigands, and feeling it my indifpenfible
duty to adopt mcafures to prevent the in
troduftion of a Banditti so dangerous to
the peace and tranquility of the date—
I accordingly oidered Major General
Jackson, to take such Heps as he Ihould
deem requisite to afford the sea cod the ne
ccffary proteftion, and to cause the ear
lied information so, be adbrded of their
approach— and eitery refidance to be ex
crcifed in case of their being landed by
force. 'The cxpence may be confidcrable,
but no calculation can be formed of that
which a landing of this set so hollile to
order would have occasioned, whatever
the amount may be the precaution is well
worth it, and 1 have promiled it lhall be

Louilvillc, by the fird of November next,

Agreeable to a resolution of the Legif

an order directing that all claims Ihould
be exhibited to the Executive Department,
•which the citizens of this date have a

the whole property contained in the vari
ous claims be made out, with the value
annexed and held in readiness to be de

held with the Creeks, conceiving it the
only means left, by“ which we may ob

Indian goods in the year 1801, having
