CHARLESTON, Dec. to* '\Ve arc informed that Mr. Richard <il:»rk, architect fromAuguffa, Georgia, i t lS contracted tor building the bouth-Cu rulina college, to be.greeted in Columbia. The work we underßand, is to be com menced immediately. • A Barbadocs paper of the 30th Oclo her fays—We underlhmd that so great a mortality prevails among the French troops at Martinique, that they have a baadoned Fort Royal or Fort de France, where near 300 men and 40 officers had died, and that the contagion hud follow ed them to Fort Defaix, (late Fort Bourbon) they are about to Pnuc thatgar rifon up also, and remove to Grand Morne The town of Sr. Pierre is, however, healthy. It Teems that they are determined at Martinique to prohibit all commercial intercourse with the Biitilh colonies; for weuaierltand.tiut all veffls arriving there from any of our illands, are cfofely watch ed, and those leaving it cloftlv examin ed, nd every article feezed that comes tinder a mercantile defeription. The brig Jane, fro u hence to that illand, has been detained, and a guard pat on board, for having flour in. The Americans are pro hibited importing every article of produce hut rice and fifh, the latter of which pays a duty of one dollar per cwt. We have received by the Mercury, regular hies of London papers to the 9th October On a haily perusal, wc do not notice any articles ofTufficent moment to \ detain the press. The wretched inhabi. tants of Switzerland arc diitraded with civil djffe'ntions—fevcral actions have tnken place with alternate success, be tween the pcafantry and the troops of the Helvetic Republic :—Buonaparte, howe ver, has assumed the power of fettling their differences; and has addressed a pro chmation to the inhabitants oi that coun try, which affords an admirable picture of the Fird Consul’s character, and a fa- Ititary lesson to other nations of what they might expert from his gcncrofity, were they laid at his mercy. He tells the Swiss, that he had resolved not to inter fere in their affairs; hut the miseries of \Vhich they were the victims, had moved him to compassion, and he had now deter mined to become the efficacious mediator of their differences ; and detires them to link upon his interference as a bhjjing Jent f>j Divine Providence ! ! !
