is* LOKDON, pffohr »|V , We yeftcrday received Paris journals to Uie yih October. ■ t Tficy communicate farther details of fliic progress of the Swiss patriots. Lu cerne has been taken by them as well as J'riburg ; and at both places they disarm ed a great number of the government troops, up their iuccefs with vigor, they arc about to enter the Pays dc Vaud, where the government has with drawn. The commander of the army of patriots has addressed a proclamation to the Pays de Vaul. Nothing but the immediate arrival of the French troops tan prevent their compleat recovery of I lie whole country. An army of 20,000 men is immediately to be levied, and in the mean time a plan for a federal union among the cantons, which, however, ih&il not extend to any general authority in the internal affairs of the separate can tons, is under confidcrution. It is Hat ed that the patriots have written to the different courts of Europe, with an ac count of what they have done. They had not received any intelligence of the final determination of the French govern ment. The letter written by the firit toilful will inform them what they have to expert. By the French mail of this morning, afre have received letters which llate, that 1 <■' Jii.de/ant Helvetic government lias fled from Lucerne to Geneva, leaving the insurgents in pollelfion of the Pays dc Vaud. The advanced guard of the French having penetrated to this canton, is fa id to have been defeated. This latter ftate jnent, however, it is added, requires con firmation. The fi<dd officers are ordered to join thejjih regiment at Malta, from which it appears that the evacuation of thatfor trefs is not yer to take place. OSlo be r 1 3. A mail from Holland arrived this morn ing. A report is mentioned in the Am flerdam Courant, that the French troops have received orders to pass the Rhine, in case there (hall appear any delay in fet tling the indemnities, T he following circular has been font by Mr. Falcon, consul at Algiers, to the other Britilh consuls in the Mediterrane an, . (circular.) Alg 'ersy June 24, 1802. S 1 R, “ It has been fignified to me on the * a jd, by his highness the Dcy of Algiers, that at the expiration of five months, his , , crutzers (ball feizc, as lawful prizes, all Britilh merchant Ihips that may be met with, having admiralty passes of the present form. You will please make this as public as poffiblc* that all his majesty's fuhjcAs may be upon their guard. 1 am Sir, yours, . (SiXtl) J. FALCON.” \ OSI obey 16, , .A Dutch arrived this morning, and our private ratters contain intelligence of confidcrable Our readers have already been in termed of a conspira cy that was formed to TSfed a change in the present form of government of the Bjtavian republic. 'i't> Holland as to Switzerland, to Germany, to Italy, to every part of the continent in fgd, it is the chief consul who fends his con Wands, and calls them mediation. His ambaf f.idor, Sc.nonvill'e, waited on the presi dent of the B.Flavian diredory on Satur day lall, andnnforincd liim, “That the fird consul had learned with equal afto nilhmcnt and indignation, that persons, fond of revolutions, vvilhed again to di ffurb the tranquility of the republic—as the ally ot the republic, he invited the go vernment to adopt the r.eceflary mcafures, to maintain the present order of dungs eftabliibed by the confutation.’* This declaration seems, for the prefer:, to hive damped the hopes of the anti-direc torial party. It (hould seem as if the consul had been apprehensive that a change in the Dutch government would have been detrimental to the interests and influence of France. Scmonville's departure for the Hague was accelerated for the pur pose of making the above declaration to the diredoty. We rejoice that our ministers have de termined to do that which the honor, and interests of the country equally and impe rioully demanded. At the cabinet coun cil on Saturday, it was refolvcd, we uu derftand, to prelent a remonftrancc to the French government, against the inter ference of France in the affairs of Swit k fcerland, and to call upon other courts to r.d in concert with us. The honor of the country required us to do this, becaufc it would have been (hameful indeed to have' Wnvnned tame and unconcerned fpeda ‘tprs, becaufc it would have been mean w and base to have prttented to the i*orli and to poftcrify the dtfgufting fpcdlacle of theuuiverfal fubmiffion' of Europe to the will of the confute Donee totum , impleat orient , has been, the motto of the former so vercigns of France, but then (as now, we trull) one power was found to check them in their career, and to ap. ply reins and curbs to their inordinate ambition. From every moral and poli tical motive, from every principle of free dom ami of virtue, Switzerland merits our interference—a gallant and virtuous people, free and happy, until they were cnllaved by the tyranny of French liber ty. The §wifs indeed have had ample cause to complain with galgacus, auferre, trucidarc, rapt tv, faljis, nommthus, i/n -peritun, atquc, qui fohtudinum, faciunt, puce/n qppeliant, “ Robbery, murder, rape, they misname government , and when they deflate a country, they call it piacc.” 'x Dispatches of importance to rear ad miral Bcketton. commander in chief in the McditernHfttflUrrivcd at Plymouth on were of futh con. fcqumcc, that they were put on board the Pickle cutter, which failed for the Mediterranean at an hour’s notice. The orders which had been given here to the officers of a regiment now ftation cd at Malta to repair to Gibraltar, for the purpose of meeting their regiment, have been refetnded ; and yesterday they were ordered to proceed so( Malta dire.fl. It was yesterday reported, that the or ders for Jilbandtng, the second battalions of the regiments on the home etiablilh mcats on the 2.f s h inst. have been coun termanded. BOSTON, November 24. YORK, December 2. HAVANNAM and LOUISIANA. Exti ail of a letter from the llavannah , dated November 3, i( Since my lull the governor has re futed to clear out any veitels for the coalt of Africa, in confcquence of an exclu fivc priviledgegranted to the marquis Co louillo of Spain, to import 6ooq negroes into this illand in foreign veitels. This privilege will commence to operate from and after the firll day of December next —-and will disarrange the plans of a great number of American as well as En^liih, * • merchants, who had laid out their ac counts to make fortunes here in that trade. The number of negroes required for this illand, is beyond any calculation }et made, as the number already imported ftnee peace, exceeds, as I am informed, upwards of 12,000. “ The consulate have drawn up a strong and spirited remonftranee, agaiml this privilege, and font it forward to the kirg -—and are supported by planters ; and all parties. Since the promulgation of the licence or order, negroes have risen in price from 20 to 30 dollars per head ; and look up towards the clote of the year; notwithstanding the heads of departments fay that they Ihnll after the last day of December, continue to admit veflels with negroes, until they hear from the king in answer to their memorial or re mon lira nee- —but they cannot be depend ed up&n, “ There are hut few Americans here \ now, but as .flour and lumber axe now ad mittfci in Spnnilh vcfitels from tf.e Unlied Stares, ami horses. in Am erican veficls, 1 do suppose that there will be a great num ber in heTe in the churls of the winter j» as the government does not, as was fop* poled, and as theSpaniih merchanrs wilh ed, hunt the grangers down and turn them out of the country. “ The marquis is yet here, and as the winter is coming on fait, will, t believe* take palfage in the Ihip Narceflb, com manded by Mr. Facio, of Philadelphia, bound for that place, and which will fail in Bot to days. “ On Friday lad arrived at this port, a French commilfary from the Cape, accom panied by his family and lecretary.
