An Act to rales Money for ibe Support of the
Government, and lo Provide for the Defence
of the Confederate States of America.
8ec.). The Congreae of the Confederate States
do enact, That the President of the Confederate
Slates bs end he is hereby authorised, at any
time wilhio twelva months after the passage
of this Act, to borrow, on the credit of the
Confederate States, a sum not exceeding fif
teen millii oh of dollars, or so much thereof as
in his opinion the exigencies of the public ser
vice may reqoira, 4a be applied lathe payment
of appropriations made by law for the support
of lb# Government and for the defences of the
Confederate Slates.
Sec. 2. The Secretary of the Treasury is
hereby authorised by the oousent of the Pres
ident of i he Confederate States to cause to be
prepared certificates of stock or bonds, in such
sums as are hereinafter mentioned, for the
amount to be borrowed as aforesaid, to bo
signed by the Register of the Treasury, and
sealed with the seal of the Treasury ; and tbo
said certificates of stock or bonds shall be mads
payable at the expiration of ten years from
tbe first day of September next ; and the in
terest thenou shall be paid semi annually, at
the rate of eight per cent, per annum at the
Treasury and such other place as (be Secreta
ry of the Treasury may designate. And to
the bonds which shall be issued, as aforesaid
shall be attached ooupons for the semi annu
al interest which shall aocrue, which cou
pons may be signed by officers to be appointed
for the purpose by the Secretary of the Treas
ury. And the faith of the Confederate Slates
is hereby pledged for the due payment of the
principal and interest of the said stock and
bonds.
Sea. 8. At the expiration of five years, from
the first day of September next, the Confede
rate States may pay up any portion of the
bonds or stocks, upon giving threo months
previou* public notice, at the seat ot govern
ment, of the particular stocks or bonds to be
paid, and the lime and place of payment; and
from and after the time so appointed, no fur
ther interest shall be paid on said stock or
bonds.
geo. 4. The oertifioates of stock and bonds
shall be issued in such form and for such
amounts as may be deiermined by the Secre
tary of the Treasury, and may be assigned or
delivered under such regulations as he may
establish. Hut none of them shall be for a
less Sum than fifty dollars ; and he shall report
to Congress at its next session, a statement in
detail of his proceedings, and the rate at which
the loans may have been made, and all ex
penses extending the same.
Sec. 5. From and after the first day of Au
gust, 1801, there shall be levied, coHeoted
and paid, a duty of one eighth of one cent per
pound, on all cotton in the raw state exported
from the Confederate States, whioh duty is
hereby specially pledged to the] due payment
of interest and principal of the loan provided
lor ia this Act, and the Secretary of the Trea
sury is hereby authorised and required to es
tablish a sinking fund to carry into effect the
provisions of this section : Provided, however.
That the interest ooupons, issued under the
second section of this Act, when due, shall be
receivable in the payment of the export duly
on cotton. Provided, also, That when ibe
debt and interest herein authorised to be con
tracted shall be extinguished, or the sinking
fund provided for that purpose shall be ade
quate to that end, the said export duly shall
oease and determine.

THE MARKET.
The demand for produce, Ac , exceeds tbo
•apply. OwiDg to tbe increased demand in
the Southern and South-Western portion of the
State, tbe Nashville and Chattanooga Railroad
has become overrun, and are now receiving no
new freight, but storing it, at owner's exDenre,
in tbe different warehouses in the city of Nash
ville. Orders to a large amount are now held
by Atlanta merchants. The following are quo

The Cotton market has been quiet to-day.—
The receipts were 403 bales, and the sales 503
bales, at from 0 to 114c.
Savannah, March 1.
There is but little change to note in Cotton
during the week under review. Tnere baa
been a fair demand, resulting in tho sale of
7,128 bales at prices ranging from 74 to 12c.
The market closed to-day (Thursday) with a
good demand, at prices a little lower than we
gave last week:

Bacon—Stock and demand both good. We

Salt—Demand light. Selling at from 55 to
70c.
IIat—The arrivals continue about equal to
the demand. We quote Northern, by cargo,

$1 50, from store, *1 75.
Potatons—Stock good and demand fair. Wo
quote $2@$2 75, according to quantity and
quality.
Exchance—The rates at the banks for lime
bills on New York are irregular. We quote 31)
day bills at 4 "3 cent, discount; 60 day bills, 1
cent, discount. Some sales Lave been made
at rates above and sonic below these figures.—
8igbt drafts on New York are in good demand,
and large sab's have been made at advanced
rates. A 1 sight drafts may be quoted at 3
per cent premium. The anxiety of merchants
to purchase goods ot the North prior to the op
eration of the new tariff law, together with
the limited amount for sale, has caused the ad
vance. The Banks are unable to check, except
in very small Hums for their customers at the
rate established by law. Sterling bills are
neglected. The unsettled state of political af
fairs. both at home and in Europe, causes pur
chasers to be very cautious for tho present.—
We quote 3 to 4 per cent, premium.
Charleston, March 1.

erally unchanged.
