Official despatches from Constantino ple, dated the 1st Sept, communicating • he issue of the, attempts to carry the Greek treaty into effect, on tin- par! of ihe three powers which subscribed it, have reached Paris and London. f By letters from Paris, at London, if appears the Porte had furnished a verbal message of the 30t!i August, to the Fm- inssadors of England, France and Russia, in the most decided terms of refusal to admit the interference of the three great European powers in ’he affairs of the Greek contest, referring to the declaia- tion lately made bv the Turkish Govern ment on the subject, as their deliberate and firm determination. On the following dnv, (31st) the em bassadors bad a conference, and in the afternoon the dragomans were sent again. They delivered another note, the con tents of which had not transpired, but it was understood that it was yet more forci ble than the previous one, and that it dis tinctly announced to 'he Turkish minis ter, that the objects of the proposed trea ty must be obtained, whether with the concurrence of the Porto or without it, and that the measures determined on for that end would be carried into execution. The Reis Effendi is said to have replied very pointedly, and repeated more finnjy Than before, 1 lie determii^tion of the Porte to abide by its first decision. The dragomans were even desired to take back their note, but they declined doing this, »fc left it in tiie apartment of the Reis Effendi. This second note, according to the best information, did not contain any stipulation for a further period for consi deration of the subject, such being consi dered no longer of any use. There woj-e 169 front buildings burnt, exclusive of Ware-houses and other back tenements. It commenced in the Mobile Hotel at sunrise, and its progress was unchecked in any stage, from the deficiency of water in the wells, and the extreme dryness of the buildings, no rain having fallen in nearly two months Loss estimated at near a m llion. Considerable portion insured in offices to the North. It is said the Etna The | Company of Hartford had a large amount. It has been fortunate that but a small pro- por«ion of the Fall supplies had arrived. Great activity already exists in re-build ing. About 20 buildings (temporary) are nearly finished. The Printing Office of the Mobile C. Register was consumed wit h a part of its materials and all the pa per belonging to tho office. Sufficient number of carpenters cannot be had at the enormous sum of $5 per dav. Mr. Crawford is nominated in the Hallowed (Maine) Gazette, as “ a most suitable candidate” for the Vice-Presi dency. The friends of the administration have lately had a meeting i„ Richmond, Va. The Hall of Delegates was crowd*..! in every nook and corner. The crowd was so gie.it that the business of the evening was conducted with great difficulty. The \V h'g, says, “ Richmond, front her foun dation, has seen no meeting so powerful in numbers—so venerable from the age re spectability and talent of those assembled. The convention in January, will be the ablest body convened in Virginia since ’9S.” Mr. Madison has addressed the Lvnch- I urg Virginian a second time, and says he designed to give it as his opinion, that Congress have a right to impose a ta riff of duties, having for its object the pro~ tection and encouragement of domestic manufactures.” tions: 1 bat they have f'-und the duty assigned to them, one of melancholy import, yet grateful per formance. This being the first time we have convened as a court in Lincoln County, since the death of Judge Dooly, we consider it a most op portune occasion of offering a testimonial of our regard for the man, and our veneration for the jnrist. Some of us have witnessed his profession al career from its very commencement. Such was the vigor of his intellect, and the fund of his genius, that he solved with the clearness of intui tion the most complicated questions, and unrav elled, without an effort, the gordian knots of the most abstruse doctrines of the law. Indeed, na ture seemed to have fitted him with peculiar apt itude for the Judical investigation, and his term oi service at the liar, was strongly marked bv its success and fidelity. In 1816 he was promoted to the beuch, the most responsible, important, and august station known to out system. It controls the fortunes, lives, and reputation of our citizens, and its decisions are final and irrevocable. In this department we have been eye and ear witnesses of his conduct. For more than ten years of this period, we are at a loss which trait ‘of his official character most to admire, his punctuality in the discharge of his duty, his unyielding integrity, his strict impartiality, or the profoundness and ac umen of his legal learning. They are alike con spicuous, and each Seemed struggling for the as cendency. In times of high political excitement, amidst the fearful array of hostile and contending par ties, Judge Dooly was exempt from reproach, re- schtment, or opposition ; this fixes the standard of his purity and greatness, and constitutes his highest panegyric. The death of s.ich a man may well be considered a public calamity, when it is recollected that he was rapidly" effect ing that great desideratum in Georgia, uniformity ami certainty in the practice aud decisionsjof our courts : Deploring his death, and revering his memory as we do, Beit resolved, that the Court, members of the Bar, and Grand Jury, do wea the usual bad^e of mourning for the space of thirty days for his loss. That we deeply sympathise with his family in their bereavement. That a copy of the foregoing preamble and re solutions be respectfully tendered to his surviving companion - And, that our proceedings be entered on the minutes of this court, and inserted in the public Gazettes of this state.
