many regret not having witnessod tho
spectacle, a great many more regret that
John Russell Young was not burned in
stead of Paris.
Sgk. Rev. J. B. C. Quilliau, of this
State, has ready for the press, a book
which he calls “Tho Star of Redemp
tion; or Thoughts on the Mediation and
Glory of tho Redeemer." Tho work has
been iu preparation for Borne time, and
is now about ready to bo committed to
tho printer. Thoso who know Mr. Quil-
liau, anticipate a most excellent book.
Ho is a learned aud eloquent divine, a
close student, a clear writer; has n fruit
ful imagination, while his descriptive
powern are magnificent. Tho following

sioner Pleasanton is the foundation
for the claims for refunding overpaid
taxes on cotton, referred to at the
meeting of the Chamber of Com
merce lately:

Col. Hulbert has a long letter in tho
Columbus Sun, advising the people ot
that city to build a railroad of their own.
Tho Sun says: One of tho best lawyers
in Columbus and moat excellent speaker
—who is rising in his profession—could
not read when lie was nineteen years of
age.
The Maoon Tetmraph and Messenger of
the 29th says: Freight which left New
York per steamer San Salvador on Sun
day morning. July 23, for Macon, and
which came via Savannah and Central
Railroad, was delivered to consignees in
Macon on tho morning of Thursday, July
27, in four days, being one day foster
than tho shipment from Baltimore to
Macon vin Charleston, noted in a lute
issue of the Telegraph and Messenger.
Tho Augusta Chronicle aud Sentinel ot
the 30th says: Mrs. Small, tho widow of
Mr. John Small, deceased, who was one
ot our moat respected citizens, diod yes
terday morning at her residence. About
seven o'clock she complained of a pain
in the region of the heart, and had a
mustard plaster put upon her chest A
few minutes afterwards she expired. Her
death is believed to have been the result
of disease of the heart.
Some of the Augusta officials appear
to be very jealous of formality. Tho
Chronicle and Sentinel ot Sunday Bays:
Between eight and nine o’clock yester
day morning a colored man, whose name
is unknown, was brought to the Freed-
men’s Hospital—which is situated at the
head of Center street, on tho outskirts
of tho city. He was brought there in a
waggon, driven by Jonas Saugfield, col
ored, and accompanied by a white man
and two colored moD. They stated to
the keeper of the hospital that the man
was sick and destitute, and they wished
to get him admitted into tho hospital.
The keeper replied that ho was not al
lowed to receive any patient into the
building except upon tho order
of the Ordinary of the county,
and that tho man could not be
received until such order should be ob
tained. The men then attempted to
leave the s'ek man upon the steps of the
building, but were prevented—tho keep
er repeating to them his instructions.
The man was removed from the steps
and carried back to tho wagon, aud ono
of tho men stated that ho would go to
the Ordinary for a permit and then return
to tho hospital. But when at a short
distance from tho building tho wagon
stopped, the sick man was placed upon
the ground and his companions went
away. There, upon tho sand of tho na
ked commons, the poor wretch lay, pros
trated with fever and exposed to the rays
of an almost tropical sun, until at about
one o’clock in the afternoon God sent re
lief, and he died.

Sir: Replying to your letter of the
13th inst., I nave to inform you that
this office holds that under the act of
June 30, 18GJ, as amended by the act
of March 3, 1808, the taxes imposed
thereunder, on manufactured cotton,
do not include rope and bagging;
and where taxes have been assessed
and paid on the gross weight of cot
ton, without any allowance or deduc
tion having been made for tare, an
amount equal to four per cent, on
the gross weight of each hale, has
been allowed and paid, with the ap
proval of the honorable, the Secreta
ry of the Treasury, to claimants w ho
have presented their claims regularly
sworn to and certified in Form 40,
and on full proof that no such al
lowance was made for tare at the
time of assessment and payment of
the tax. All claims for refunding
must, however, under the regulations
of the Secretary of tho Treasury, he
presented to this office before tho
4th day of August next, or within
two years from the date of the pay
ment of the tax complained ot, or
they w ill not be considered.
