He con cluded that it was evideut he had lost the onfldence of the Assembly, and that lie knew’ what course to adopt. The amendment proposed by Gen. Ducrat, for gradual disbandment, was then adopted—487 to 154. In formation received to-day removes all doubts as to its existence there, and, it is feared, in epidemio form. A totter re ceived this morning, from one of the mod prominent clergymen of Charles ton, states that n malignant type of the yellow fever is there, and tlmt tho writer has himself seen four cases. Informa tion from another sourco states that tho disease is there, and is thought to l>o spreading. Tho city authorities of Wil mington tolegraphoil to tho Mayor of Charleston for information, yesterday, but have received no answer up to five o'clock this afternoon. Notwithstanding the above testimony, tho Charleston pa pers of yesterday say tho health of tho city was nover better than it is now. VIRGINIA. Ihouned—A M'irt Ultablrd. The Mess boy was picked up yesterday. He brought the news of the total wreck of tho vessel. Thus the forced and unnatural production of cotton in India, iiulucwl by British capital witli a view to getting control of the cotton trade of the world, lias been succeeded by a great reaction. The terrible lanune in the cotton districts ol’ India, by which thousands per ished, has checked the cotton culture there effectually. A large extent of the new railway is being built there to carry food into the cotton dis tricts, from other parts where it is abundant, and to cany cotton to tide water. Tho barometer has continued to fall during the day over tho middle Atlantic States with increasing southerly winds, an area of low pressure has developed from Ohio to Arkansas and Missouri. The barometer has fallen on the gulf and rapidly in southern Florida. No reports have been received since Thursday ufter- naon from lower Florida, but there is evidence of tho existence of a cyclone central near St Augustine. PialsWKfirs, The barometer will probably rise from Lake Superior to Maine, but will continue low south of that regiou with local storms to-night, and on Saturday from Iowa and Arkansas to New Jersey, and of special severity in the Ohio Valley, south eastern Pennsylvania and New Jersey. Uram- hili, and carried away the schooner’s pb- boom and bowsprit, and damaged her upper works. The Livingston proceeded on her voyage. Shu is supposed not to have bean injured. Martin’s Industry Light Ship pnt into Warsaw Sound this morning. No one was lost. The ship is not badly injured. Tho steamship Leo apoko the ship Itosa Sprague, ol Boston, with tho loss of all her topmast, off Port Koval, at one p. m. to-day, heading for Savannah. The effect of thk decision is favorable to J. C. Fre mont and others who have an interest iu the road by way of the tunnel under Wal nut Hill. A violent storm baa occurred at Crest line. The cholera being reported at Antwerp, the Italian government has ordered a strict quarantine for vessels from that port. Tho weather is tempostuous—many vessels are asnore. The Duke of Broglie and Ledau Rol- lin have returned to London. The determination of the French gov ernment to push, iu tho Assembly and otherwise, the disarmament of the Na tional Guards, is due to tho discoveries made by tho police as to tho operations of the Internationals. The Iwlopendence liebje, of to-day, dis credits the reported nppearanco of the cholera at Autwerp. At Kingsbury ou Wodnosday there were 127 cases of chol era and 48 deaths, and at Dantzig on the tame day 12 cases and 10 deaths wero re ported. The epidemic is decreasing in Prussia. FRANCE. I*Aius, Aug 26.—The Government has forbidden public rejoicings in this cityou the 4th of September, the anniversary of the Revolution in Paris lost year against tho Bonapartists. ■It is rejiorted that assurances have b< en received at Versailles that the Prussian troops in France will ho reduced to fifty thousand on the 1st of September aud those who remain will 1 >o lodged in bar racks. In the Assembly to-day the amended bill providing for a gradual disbandment of the National Guard was passed. Tho journals sorrowfully comment on the scenes in tho Assembly yesterday. It is said Thiers will accept no compro mise on the question of the prolongation of liis powers. Gen. Faidherbc lias written letters censuring the Assembly, and resigning his seat as Deputy. A Catho lic priest, who is imprisoned in Marlou for harangues inciting the Catholics to violence, uttempted a jail delivery. The result was u great riot, in which many were killed ahd wounded.
