By all meana let us have a nioe young lady aa Libraridt and we guarantee the Yoong Hen's Library Association will beoome more popular than ever. To-day, if nothing prevents, the street cars will be put upon the (rack and opened to the public. They could not hnve selected a better day for it. CoL L. P. Thomas and Hr. James Adair are to take charge of the taro oars now on band. Price for a ride—10 oents. Ugly Boys. An evening at DeOive's Open Hoorn will oonvincc any one that Atlanta has some very ngly-behaved boys, and they are groat big ones, too—too big for such slang and loud remarks os were heard Tuesday evening. Decent people felt offended, and the police wero anxiously looked for. It is hoped that for the fu ture people can go to tlio theatre with a certainty tfikt their ears will not be of fended by such talk. Where is the Governor 1 We are curiona to know where Gov. Bullock is, what be is doing and why lie is not at his office in this city. True, wc do not desire his presence at this particular time, neither do the the people of Georgia; nor will any thing suffer (connected with the du ties of his office) if he should never return. We have no need of him here at present; but what is he doing ?— What reason can he have for remain ing away so long? Wiiat scheme is he tryiug to work up, or what things to make straight? What wires is he pulling? In whose interest be sides his own is lie working? Is he trying to sell State bonds, or to get any unsold bonds out of soak ? Is he gone to California in a sleeping car, or were there some Atlanta City or State bonds in Chicago, which lie went out to "raise?” What is the matter ? Did ever Governor of Geor gia or any other State thus absent himself? Meantime, wc hear the opinion ex pressed that Capb Foster Blodgett is "acting Governor of Georgia”—that he is all the while in the Executive office and seems to be discharging the duties thereof; at any rate, the chief man and factotum of the concern. Gov. Bullock was duly iuformed be fore lie left Atlanta of the discovery of the frauds, thefts and robberies which have since been partially dis closed to the public, hut he, neverthe. less, went away. He lias been formed by his pcrsonul friends, by tel egraph and by letter, to return, urg ing that these tilings were on hand, which would likely involve his integ , /Ky- and which were*rcquiring his TEltSONAL attention—but he does uot come. Meanwhile, Foster Blodgett appears to be acting Governor—wc suppose placed in thut position by or der of the Governor himself. Ktfmbliif. Four or five very hard cases, in a reli gious point of view, met together yester day afternoon while the rain was pouring down. It was such a nioe time for taking a “aip," and afterwards, strange to say. the conversation turned to preaehers and religions matters. It waxed warm, and before the crowd dispersed at least three of the party expreseed a determination to rent pews and attond Obnrch regular ly. Contiderable spiritual iulluenco was visible in that parly. Yesterday morning Justioe Butts joinod in the holy bonds of matrimony Al. J. Goode and Miss Letitia Bell. No cords. This couple passed the night in the cala boose, and wero before Judge Lawrenoe, charged with some “ irregularity" in re gard to the marital ostatc, Aa, Ac. The questioWwas finally disposed of os above. In moat oases of this sort the women are most anxious to marry, but in this in stance it took all tbe persuasive eloquence of her lover to induce her to take the step. It keeps thorn both out of the chain gang. The Tvraplke. This improvement is going forward very rapidly. About one and a half miles have lieen completed, and it is splendidly dona Some seventy-five hands are at work on it, and lieforo a great while At lanta will have a track worth uaiog, and one, the want ol which is sensibly felt by our citizens. That it will prove a suc cess is beyoud peradventnre. The stock holders and movers of tho enterprise arc men of means and prouiinonco, and wliut they undertake ia quite likely to bo done up in the beat style. MAYOR'S COURT. Some persons who have been and aro employed under Gov. Bollock's adminis tration, manifest considerable sensitive ness when their names ere mentioned in oonnection with any of the investigations going on, or any of tho improprieties of any ono now in office, or who has held office, under Bullock or Blodgett. Of course it is not fair to presume and charge tbatercry one who has been or is, thus employed, has participated iu the frauds which have been practiced; but ono thing, it seems, is fair to presume that almost every one who has occupied any prominent position, either in Cover nor Bullock’s immediate department, or on the State Hood, has either psrticipa- od iu or been cognizant of the rascalities that wero goiDg on; or, nt the very least, had roason to believe or suspect tbeir ex istence. Wo submit to the public judg ment whether this is a fair conclusion or not Then, if any ono is unjustly reflected upon, he must exercise more patience than if ho wero differently circumstanced. Ho mast not find fault if ho is the sub ject of remark, or if suspicion fulls on him. If ho bo innocent, ho can estab lish that foot Thou the public will l>e content If any one has been unjustly reflected upon, or assailed, or improperly named in those matters, the columns of Tax Sun are open to him for tho vindica tion of his integrity. TSi la.tltwtlon a Pallwrt. Yesterday, notwithstanding the Mayor had returned from hit visit to tho coun try, he did not wish to spoil the good feelings lie brought back with him by at tending Ooart, so he forced Lowry to “ put ’em through" again. Only two cases wen fried, and it seemed snoh a small affair that we deem it unnecessary to moke any report of them. If this thing continues much longer an extra assessment will have to be made upon the people to raise funds enough to run the institution. Ispnm Casrt* Atlanta, September 6, 187 L ■oik— A few iiersons are inclined to carp, in clined to allege that Met'silo, Hargrovo and tlioso Who are actively pursuing the frauds and tho perpetraton thoreof in connection with the Stute Hood nnd Bul lock’s administration, have lieen connect ed with the plunderers and are us guilty us auy of them. This allegation is made without thought, Maj. Mct’alla has risked everything to commence aud push forward these inves tigations. Ho occupied an important po sition. Ho kept the books of tho road, and it wus he who first suspected and dis covered tho fronds aud forgeries of the State lload plunderers and let it be known; and lie and Maj. Hargrove have been actively pursuing, watching aud i voetigating these matters for months. Maj. McCalls, before the public kuow anything definite of these robberies, hud detected them and their authors, and in writing hod demanded tho return of their unlawful gains. One or two fraudulent claims, by hard swearing and other means, have passed the Auditing Board. Maj. McCalls first discovered this fact and notified the Board of the same. Mr. Mallou comes among us with a very high reputation as a gentleman scholar, and most suooeBsful teacher; and one who is peculiarly and eminently fitted for the duties of Superintendent of Pub lic Instruction. He filled the same im portant office in Savannah (or several years, and has had long experience in teaching. Three school houses are now being built in the city, each intended to accom mislate four hundred pupils. This will be a good start.
