RECORD FOB THE FAST TWENTY -FOUR HOURS. The highest barometer hue extended eastward to the Middle and Eastern States, but has fallen duriug the dav, aud is now central in Delaware. A small area of low pressure has udvanced over Min neaota southeastward to the northern part of Lake Michigan, with brisk winds cir colating in a small area around it, which amounted to a northeast gale during the night on Lake Superior. Brisk souther ly winds now prevail on Lakes Michigan and Huron. Light northwesterly winds, with rising barometer, in the Northwest. Clear weather has prevailed from Maine to Virginia, and also in the Southern and Qulf States until this afternoon, where cloudy weather is now reported, with oc casional local rains. The barometer has risen at the Rocky Mountain nnd I’uciflc stations. FntdSmn. The barometer will probably fall very generally on the lower lakes aud Atlantic coast, and the disturbance on Lake Michigan more eastward extending into the Middle States on Tuesday. Cloudy weather with occasional light rains is probable. For tho Southern and Gulf States, rising barometer with clearing weather; aud falling temperaturo on the upper lakes. Home, September 19.— It is said that the Republicans oro preparing for a manifestation on the 20th, the first a veraary of tho occupation of this city by tho Italian troops, but no disorder is ap prehended. It is semi-officially stated that the de ficiency in the Revenue of tho Kingdom for the present fiscal year, will probably be covered without tho imposition of new taxes. The mortality of Paris for tiio piwt week is ono hundred less than tho previous week. It is rumored that M. L« ou has re signed his seat iu the Assembly. The failure of tho new customs treaty with Germany is imminent. The Ger man plenipotentiaries object to the al terations made by the Assembly. A leg islative committee of twenty-five will hold weekly sessions at present, and the vice president of the committee will repre sent the Assembly. ENGLAND. The Striker*—The Huuia* Bear Growling— nr. JJrlngrtlone Heard Prom. London, September 18.—The demon stration contemplated at Trafalgar Square, in favor of the strikers, has been abandoned. Foreign workmen have arrived at New castle and Gate Head. A moss meeting of workmen at New Castle, resolved to continue the strike. The Russian press generally is now vigorous in its attacks upon Prussia aud Germany. Advices from Zanzibar announce the receipt of positive intelligence of the safety of Dr. Livingstone. Tho author ity for the statement is unquestionable, and its truth certain. A party of Ameri cans are hurrying into the interior to rescue the Doctor from a perilous situa tion. A telegram from Shanghai says the French have been ordered to assist Amer ica in the operations against Corea. DOMEHtTc NEWS. New York, Sept 18.—Comptroller Connolly, having appointed a deputy to exorcieo his fonruons, Mayor Hall, con struing this action as a virtual resigna tion, appointed General McClellan Comp troller. McClellan has not yet accepted the post, and waits Connolly’s action un der the Mayor’s dismissal. Connolly writes to Mayor Hall, iu re sponse to his letter of dismissal, that he has not in faet or equivalent, resigned the office of Comptroller. The excite ment is intense. Vast crowds are around the city and county offiocs. The Commercial says McClellan has accepted the Cumptrollership, and will proceed to the Comptroller office und de maud possession, and, if refused, will apply to the oonrta fox an order giving him possession, which order will un doubtedly be granted. McClellan, sup ported by a posse, will then take pos session. Mayor Hall notifies Connolly that ho recognizes neither Couuolly nor his deputy, Green, os Comptroller. Iu the mcuutimc, Connelly and Green have us siirauccs of potent support. Green has delivered to the committee all documents necessary to the investigation. The ooroner’s jury holds the proprie tors of tho Torpedo factory responsible for the persons murdered liy the explo sion. Ono proprietor was killed by the explosion and the other is in the Toombs in default of $10,000 bail. Ten thousand dollars reward has been offered for tho person who stole the vouchers. It is authoritatively stated that Mo Clellan declines tho Comptrollership. Connolly and his deputies have dou bled the guards, und barricaded the doors to his office. Charles O’Connor, ut tho request of L. J. Tildcn, has given a written opinion that Couuolly, by the appointment of a deputy to porform all his funotions, ami exereiso all his powers, virtually aban dons his office; but that this appoint ment is in strict accordance with the law. Nothing but judicial action can set aside Connolly’s rights. The law confers no right of removal upon Hall, cither direot or by implication. Tlio Apaches have driven the miners from Tnrkey creek. General Crook is confident that bo cun conquer the Apaches if the Peaee Com missioners will let him alolic. A powder explosion at Pioche, Nevada, caused a conllugrution, destroying tlie business portion of the town. Tho loss exceeds o quarter of a million. Three hundred kogs of powder exploded. Four persons were killed and a number were wounded. Iu Chicago, yesterday, two children, who were locked in a kitchen while their mother went to chnrcb, were smothered dead by smoke.
