A letter from Richard O'Uormau, to tho Mayor, says, in relation to the action of the latter concerning tlie matter of the Comptroller's office, ho should be governed more by considerations of ox- l>cdiency and sound policy than by those of merely strictly right or legal power.— Ho cannot advise the Mayor to take any steps that may load to complicated Htf- gation. Tho sub-committee will ulso report on the election laws of the Southern States, giving their most most essential features. The Hoard of Health, after a thorough investigation of the eight wards of the city, publishes tlie following statement: “The reports from tho various wards show the city to be in a remarkably healthy condition, even when compared with years when no yellow fever existed. The number of cases of yellow fever in coarse of treatment does not exceed an average of two in each ward, aud tho number of persons sick from other causes is astonishingly few.* MAR*YLAND.
