The Fall
Atlaata and Mar Prosper It jr.
A few of the newspapers in Georgia—
especially in the southern and southwest
ern portions—including onr respected
cotemporaries of Milledgevillc—occasion
ally make ill-natured flings at Atlanta—
most of which—we respectfully submit—
are smartly mixed up with the spice of
spite.
The Buinbridgc Anjuo accounts for
" tha rapid growth of Atlanta" thus:
•Tlirt her prosperity bte been brought about
- through compUcathme and cotorlaarabtpa with bar
" loading n,eu and the offlrtala ul the Slate Govern*
meal; and that much or the manor wed la build-
inf up the city hat been raleed on railroad boude,
“ state tele, eud the earnlnre of the Slate Road. In
" other worde, that AUauU'e prusperity, not belli, la
".keeping wtak Me niatarUU uoadltlou or the conn
- ley, owee her adranoameat to Kattral oanapKuo
" had fraud. Aud if each la the raae her doom to
" eealed, and her prosperity aiuoo* tha eeoala of the
"part."
In addition to such flings as this, there
are two other complaints indulged by
some papers aaal individuals in the State.
They are:
1. That we have the Capitol ol the
State, wrongfully.
2. That we have not complied with our
contract when wo obtained it.
We will first notioe the lost two charges.
The Cspitol is located here, because it
is so nominuted and required in tbe Con
stitution of the State. When the
election wua held, at which this
Constitution wss submitted to the people,
if we recollect rightly, Savannah, Augus
te, Macon and Columbus, voted for Bul
lock and tbe Constitution. Atlanta is the
only leading city in the State thut gave
Gordon a clear majority. Even Milledge-
ville, we believe, voted fur Bullock and the
Constitution. This looks liko Atlantais not
any more to blame for the Cupitol being
here thun some other portion of the
State—if there bo any blame attached to
the matter. It is true, that most of our
people desired it to ho here, and made a
liberal offer to secure it, hut there was
nothing unfair or corrupt on the part of
Atlanta in the whole transaction.
The eity entered into a contract which
she has faithfully complied with; and we
venturo that there is not on record an
instance of a more thorough compliance
with a contract on the purt of any city or
corporation, thun that of Atlanta in this
matter. We will recite the facts aud ia-
vitu any one who feels disposed to at
tempt a successful refutation.
When the Constitutional Convention
pro]KMed to remove the Capitol here,
our city authorities agreed to pro
vide suitable buildings for the Legisla
ture and State officers for ten years.
In consequence, she, at considerable
expense, re-arranged and fitted up our
City Hall, so that it temporarily answered
all pur;Maes for the Legislature and State
House officers, and also mode satisfactory
arrangements for tbe Governor. This
complied with her engagement.
But, that it might not be said that her
compliance was not liberal, she entered
into a contract with parties who were
building “Kimball's Opera House," by
which, at an expense of over 810,000 a
year, she secured better accommodation
for the Legislature and Slate officers than
was ever before prorided in Georgia. It
was well done, aud with a liberal baud
by onr city.
This was the Sulus when the purehasc
of the Opera House by the Legislature
was brought forward in that body. At
lanta hod nothing whatever to do with
the making of this proposition. She had
fulfilled her engagement, and was content
with it. The project of purchase wan
brought forward, and the Legislature
proposed to Atlanta, thut if she would
pay 8136.000 of the purchase money, it
wonld lie taken in lieu of her then
existing obligation. To this our City
Council agreed though we had already
liberally and handsomely complied with
the city's contract at considerably less
expense. The trade was mode, and At
lanta paid the money. Was there any
thing wroug iu this ? In our opinion the
trade wonld have been made if Atlanta
bad not acceded to t lie proposal; and no
one, it seems to us, eau charge our city
with cither obtaining the capitol wrong
fully, fuiliug to comply w ith horcoutmct,
or of being guilty of any improper con-
duet iu tlie matter any way.
Neither is it true iu any sense that At
lanta is thriving through any "copartner
ships" with “the State Government," or
tho "earnings of the Htatclioad,'’or that
her “udvaucemcut" is due “to Radical
corruption and fraud," or that her “pros
perity" it not iu keeping with “the ma
terial condition of the country," aud her
own resources and energy.
The growth of Atlanta from the
Ant has boon a nutter of aatoo-
labment to tbe country, and even
to moat of our citizens. The
reaaeni for it are not com
prehended by those who think she would
go down, bnt for the tact of the Capitol
being here. If the State Government
were removed to-iuorrow, it would not
cheek or retard oar onward march in the
least Ours is essentially a commercial
city, having a highly energetic and
thrifty population, and possessing com
mercial advantages which but few in
land cities can boast of. This ia the
secret of oar growth and prosperity.
Some indiridnala in thii city have, no
doubt, participated in the peeolations
connected with tho State Road and tha
State Government; bnt we deuy that our
people generally, or any considerable
aomber of them, have profited by any
sort of corruption or participation in the
wrongs which ban been perpetrated.
No people on earth wonld more prompt
ly acorn such prosperity.
It ia a singular fact that, notwithstand
ing all the efforts of Bolloek nod tha
Stole lined Ring, Atlanta ia the only
huge city in the State that hoe not fidtao
