Tho Chronicle oaks, ff the usurping Jtatton (justly styled tho "Bump Con gress,” from its resemblance, in many particulars, to the usurping fragmentary Parliament, so known in English History) would have been a “Hump affair,” "if Mr. Stephens had l>oon admitted to a sent in it?” To this we say, leaving Mr. Stephens ont of tho question, if Georgia, and the nine other States, had bocn permitted to be represented in it—in the Hnuso and Senate—ns they were clearly entitled to be, under the solemn guaranty of tbe Constitution, that it would not buve been a "Ramp Congress." It would have been Constitutional Body, whether a respect able ono or not, What made it a "Rump affair,” was its rejeotion of more than a fourth of tho 8tstea of the Union, and setting itself up na tho Congress of all tbo State*? Will the Imperial Orgnu vonturo to maintain that they had any authority, whatever, for this mod iniquitous except what they moot flagitiously and tyrannically assumed ; and assumed, too, over tbe very letter, as well as tho spirit, of the Constitution which they were sworn to support ? Was not this a usur pation as gram and flagrant os any to be (omul in the aunols of Representa tive Governments ? Was it not “tramp ling out tbo very life of tho Union ?"• Was it not after th* war was over—af ter all its objects were obtained—after pence was declarod—nay, more; was it not for the very purpose of defeatiug wbat tho war had been avowedly waged for by them; that is, tho restoration and preservation of the Union of equal States ? Will tho Imperial Organ venture to maintain that this usurpation, or any that followed it, by thia "Rump Congress,'’ with a view of Revolution!* log the Governments of theso ten States, and, in tbis way, of Revolutionizing the Foderel Union, was, in any sense, alegiti mate result of tho war against Seecs lion? Was it not tho kegiuniog of a new war, by Congress, so-called, against the Constitution ? Was it not ‘trampling out of tho very life,” not only of tho States sevolally, but of the States united ? Was not tnmpling out the very life of the likcitiea of this entire country? W* 10 understand it. We so maintain. Our object, therefore, is to arouse tire people in all the States to a full seuso of tho imminent danger which threatens them; tomnau them to rally, inacommon itrnggle, at the poll*, and to nee every constitutional instrumentality at their command, for tho rescue and preserve lion of the priceless heritage left them by their fathers. Whatever may be the rcaulh we, leet will have tbe consolation of having done oar duty. If thi* be tbe "evil" that is “to live after ua," may our mem ory bo woigbod down with it for all time to come.
