All canons that havo been adopted arc to take effect on the first of January after the adjonra^neut of fha convention. New York, October 21.—Tho admin istration .ving of the Republican party to-night nominated Franz Scigel for Register; G. C. Barret, for Supreme Court Judge, and Charles P. Daly, for the Court of Common Pleas. The ticket is the same as was nominated last night by tho Reform Democracy. To-day the largest single contract for railroad construction ever made for work in tho United States was closed by Colo nel W. D. Mann, executive officer of tho Mobile and Northwestern Railroad Com- I )ony. The contract is for (he entire line j ram Mobile to Helena, Arkansas, 350 miles, and to be completed by December 31, 1873. They will commence at once, and put five thousand men to work as rapidly as they can be gathered. The iron for a large section of the road is now being made in Great Britain. foreign. Warhimotoi*. October 2L—Gen. Bel knap addressed a letter to Solicitor Bar- field, asking whether steamboats, whose certificates have expired, require a new inspection under the new law. Barfield concludes a letter, taking this view of the question presented: “In your letter I would suggest that you cause, as rapidly os the convenience of the officers will per mit, a new inspection to be made of all steamboats subject to the provisions of this act, in order that the owners thereof may be correctly advised of the addition al requirement of the present law.” The Southern overland mail coach was attacked near Trinidad, Colorado. The horses ran sway and the robbers got noth ing. The President returns to-morrow. The Secretary of War returns Monday. A detachment of recruits has been or dered from SA Louis to Texas. Topeka, October 22.—In the United States District Court, to-day, three men were sentenced to five years imprison ment each, for stealing government mules at Fort Porker; one man for two years for personating a government official; one for ten years for fobbing registered lotters, and one for six months, under tho Eu- forcomcnt Act, for staffing ballot boxes. TliiR is considered a test case, and it vir tually places polygamists at the mercy of their first wife, who, under tho act, it tho only person who can proceed against him. SOUTH CAROLINA. The Colored Men to Contention—They Propoee on AdAreoe to the Amertron People—Yeltnee Jock. Charleston, October 22.—The Na tional Colored Convention met in Co lumbia on Wednesday, Lieutenant Gov ernor Ransier, of South Carolina, being permanent President. On Thursday, reso lutions, indorsing President Grant’s ad ministration, were Introduced and re ferred. Besolutions were adopted, advocating tne preservation of the reconstructed state of government* and laws, and the oantiuunnce in power of the Republican party, also indorsing those Republicans who have come to tho South from the North, and deprecating any attack upon any clasa within tho Republican ranks. Resolutions were introduced, on Friday, depreoating emigrations to Li beria. Congressman Elliot, of South Caroli na, submitted yesterday, an address to the American people. It asks for a more jerfoot recognition of the colored people n the work-shops, and all other indus trial pursuits that they may become pro ficient in their mechanical sciences, and thereby protect skilled artisans from having to compete in the market with workmen of inferior capability. It oaks from Congress aid for the edu cation of the poor ohiidreu of the South. It demands one standard of dutyr and pol icy for all citizens, and no special favor, but to deal with all alike. It affirmq that the colored citizens havo no desire to strike a line of action not common to the whole people; and concludes with a hope for a speedy abolition of slavciy in every part of the world. Alvin Bartlett, of Chicago,' in on address lust evening, expressed the belief that, although the lorn will be 1k- tween two and three hundred millions, Chicago might be made to look like horeelf for fifty millions. Men like Wm. Ogden and George Smith had pledged tlieir millions for a guarantee that Chicago will be immediately rebuilt. The correspondence of tho World, da ted Port-au-Prince, October 9tb, gives the following particulars of the Hornet case: A meeting was held on the 7th m-t., composed of the Ministers of France, England and America. They paid a formal visit to the Minister of the Interior, and during the interview, Mr. claimed, on behalf of the Ameri can Government, that the Hornet was no pirate and must bo protected, and in hia official capacity he should do his utmost to shield W Tho Minister of the Interior on bohalf of tho Haytien government, in reply, stated that it was out of his power to oomply with the demand of tho Spanish Consul, tho Hanot being under a foreign flag. The diplomatic corps concurred m tho Ministers refusal, and entered their protest with his anoerdingly. As soon as this docufion was given the Spanish Consul derided to ham his flag down, and sailed far Onba. We do bopesome decent man, white or black, belonging to tho leagues, will have this horrid oath stricken from the ritual in the next new edition to be issued. To say nothing of the disgust orcated by a white man swearing he will not know the negro’s wife, and the negro returning the complimentary oath that ho will not know the while man’s wife, it endangers and invitee assaults upon those who are not wives or danghteraof Republi cans. Tho negro having sworn not to know the wife or daughter of a Republi can, comes to the oonolusian he may know the wife or daughter of those not forbid den by his oath. As proof of this, wliilo violence has been offered in North Caro lina to hundreds of females, nene has been offered to the daughters or wives of Republienus. Let the oath bo stricken from the rilaal, or let it be so amended os to give protection to all wives and daughters, regardless of the politics of their husbands and fathers.
