The Bonds which Got. Bollock has ia- sued for the Brunswick sod Albany Rail road, are payable ia gold—known as “Gold Bonds.” Not one word is said ghoul gold ; jo, tin ehartcr, gat granting tbo additional 66,000 per milo, on second mortgage bonds. The Legislature, as one of its oorrnpt and plunctenng schemes, afterwards, passed an set that all the bonds issued by the State, from that time forth) should be payable ia Gold. Upon this ar po* facto authority, Bullock has Issued Gold Bonds to Mr. Kimball. We know not what view a court would take of the le gality of this proceeding—unless the judge in saeh cose should be a friend, apologist and extreme political ally of the Governor—in which case there ooold not be much doubt; but to oommon sense, honest moaning people, there is but one view, which is, (hat tbo issue or indorse ment of Odd bonds for this road, is a violation of the true spirit of the law, and an'intentional fraud. One of tiro Causes of Mr. him- ball’s Failure. If what wo have often beard said, or expressed, as current belief, bsa any foundation, in foot,.wo hsvo one clue to Mr. Klmliall'a'failure, which abould bo a warning to every man who may contem plate any improper method of obtaining money. We have heard the opinion very poei tivoly expressed that Hr. K. paid vary large autos of mousy to lobby members, te preewre the passage of railroad char ters—especially t(ie Brunswick and Al bany—and other measures in which he was deeply interested. It seems that the Is 1 villa tutu ili.l every thing lie asked o! could uot have passed the Legislature, notwithstanding its known iinworthincsa and incompetence, had nut a liberal ap plication of “greaee," in tbo way of greenbacks, been made. We have heard it stated that one man, residing in this city, who occupies a con spicuous notoriety, at this time, being accused of heavy State Road frauds, for for which iudiotmonts will be preferred against him, lias made 625,000, or aomo other large aum, fur his influence os a lobby number in procuring the passage of suoh bills by the Legislature, and their approval by the Governor. We have heard that other individuals, who are usually reoognized aa figuring in all schemes of corruption, and whose names will at once oocur te most of our readers, mode large amounts by rendering such services. If this belief bo well foundod, it ao counts for Mr. Kimball’s failure, as far aa it goea lock, fight for him reuiurely. Take up Sfdi^elto defend hi* upon Ire rote'id—epee MAtofcl*! Co* Japt-yffixiB Ijis mania lob will win, If yon show tied he is |ghti 'A #fcp»e III *ay otter gro^mi U ua man* ‘ Maud tits fa* of a common scrutiny. Is It Ignorance, or is Some thing Else Aimed sit Tho Governor, as wo stated yesterday, has seized the Brunswick and Albany Bailroad, without authority of law; for he can only do so after the road fails to pay interest on the indorsed bonds. This has not occurred yet—at any rate it 4 BaThenqra li^ has seized it “to Ike efad that tlie laborers, contractors, and tgo Btata jnay lie accureiJ lor all jast debts," and he gives warning to all that the first mortgage bonds of the road, in dorsed by the State, and the Stato bonds given in exchango for the second mortgage bonds, will not be recognized by the State “until all valid claims for amounts due to laborers and contractors, and for furnishing material, shall have been fully paid, alyl sstiMiod, hud tbo party of parties hoklitg sajd bond or bonds prove tliat the proceeds thereof were legitimately applied to the construe Uortpf teiid road.” r Now, the law give* the State A prior lien upon the entire road and all Ms equipment., whioh ia to bo preferred to any debts duo by the Company to “laborers and contrac tors.” Why is Gov. Bullock trying to secure payment to, frit, laborers, then ooctractors, and, huffy, tho Stato? Why should it oonoern him, whether laborers and contractors are paid or not? It ia bis business to soe that tho Stoic, is se cured as far as possible—nothing moru. The seizure of the road without law ful authority to do ao, and his anxiety to Mcuro the claims of othors in preference to thoso of tho State, must h&ve some meaning that is not at once apparent. Who are thoso laborers and contrac tors? Wo have been told that much of the work on that read has been done by tbo “Georgia Contracting Company, of which Mr. Kimball himsolf is ono of the principal members. This, if so, sug gests that the Governor is making an effort to snvo os much to Mr. K. as he can, out of tho wreck, in preference to scouring the State against loss. The en tire proceeding ulso, so fur ns seizing the read is concerned, looks liko a slinm—a hind which to do somethingUhat will not hear the light of day. It looks liko a despeiato effort on Gov. Bullock's pnrt— tho taking of an unlawful step—to ac complish some unfair or unlawful pur pose. Is this tho objoct, or did be not know any better? Trying to get tip a Scare Crow. Those who ore pleading against the impeachment of Gov. Bullock, upon the ground that it will bring military govern meat upon ua, are not making bis any better, neither are they gaining any credit for themselves. Wo understand that some who claim to be Democrat! are urging tliia course. Thoy are exposing themselves to the very grave suspicion of aiming to sorocn the Governor from what thoy know to be the just punish ment of hia Crimea, for a selfish or cor rupt motivo. The publio mind at once goes to tho conclusion that such persona have axes to grind of base material, suit ed only to the kind of grindeetono which Bullock is believed to have. We suppose that there ia not a man in the Legislature, who in tho least, desires or would advocate, any malintona impeachmont or uojuot or unlawful punishment of the Governor.— We are sore that no effort of this kind will moM with any aart of fnvor. The pie. at letting him alone 1«* Gen. Grant should take vengeance on us for justly punishing u criminal, come with a very poor grace. It prc-supposcs him to be guilty of an impeachable offense, hot suggests that we retain in Urn Executive Chair a man guilty ef high crimes.
