SENATE.

Wright. The Journal reud and ap
proved.
A bill to repeal the act in relation to
elections in Atlanta known as the Hol
combe Bill, was, on motion of Mr.
Hill ter, taken up on third reading.
Mr Campbell (coLl opposed the bill.
Mr. Hillykr replied, reviewing its
history, after which the bill was passed.
Bills were read the lirst time.
By Mr. Hillyer—To require non
resident liquor dealers to take out li-
ceuees.
By Mr. Nunnally—To incorporate the
Mechanics’ and Traders’ Bank of Geor-
gia,
By Mr. Peddy—To incorporate the
LaGrange and Birmingham Railroad,
and grant certain powers and privileges
to the same.
By Mr. Heese—To compensate Ordi
naries, bhoriffs, aud Clerks, of the Supe
rior Courts; also, to provide for taking
bonds of public ollicers, and qualifying
the same.
By the President—To regulate trials
before juries in certain oases, providing
that a requested charge which is rejected
shall not bo read to tbe jury; also, to
prescribe the manuer of incorporating
bills of exceptions, and for other pur
poses; also, to amend section 253-1 of the
Code making personal property pur
chased bona tide and held for two years
to be discharged from all liens.
Bills on third reading:
A bill to repeal the Usury Laws in this
State, and to fix the rate of interest (at
7 per cent.) where the same is not fixed
by agreement of parties.
Mr. Matthews offered an amendment
providing the rate of interest agreed upon
shall not exceed 12 per cent.
Mr. Brown advocated the passage of
the bill on the ground that it would tend
to reduce the rate of interest practically,
and tl at money should be subject to
contract os other commodities.
Mr. Hinton opposed the bill because it
would divert capital from such invest
ments as would benefit the public, would
advance the interests of a few at the ex
pense of the many, uud the law which it
proposes to repeal lias stood the test of
many years’ trial.
Mr. Brock spoke in favor of the bill.
Mr. Matthews, also, favored its passage.
Mr. Hillyer proposed an amendment
that the rate of interest shall be fixed at
7 per cent., which may be ebauged by
agreement, in writing, of parties for a
time not longer than one year, and if the
debt shall not be paid at the expiration
of that time, 5 per cent, only shall be
collected thereou; aud insisted that this
amendment would make it to the credi
tors’ interest to collect the debt at the
end of the year, and so promote the cir
culation of capital, and would break the
force of the innovation.
Mr. Brown opposed the amendment.
The amendment of Mr. Matthews was
lost. The amendment of Mr. Hillyer
was lost. The bill waa passed.
Mr. Erwin offered a resolution that
the Committee on Public Printing be
requested to inquiro if the acts and
journals of the last Legislature arc ready

Mr. Hillyer offered an amendment
exempting the 10th and 35th District

to lay it on the table; lost.
Mr. Russ opposed the amendment.
Mr, Welch stated that the Court was
desirod in Ills District (lllth) and hoped
it would beexempted from the lull. 1 lie

A bill to provide for tlic granting of
new trials iu certain cases; lost. A bill
to confer additional powers oa the cor-
mittee desired to look into carefully, and
asked further time before making a report.
He, also, said that the Committee had
authorized him to recommend to the
Honso the inexpediency of having after
noon sotftiiocis in consequence of tho large
amount of business before the committees.
Further time warranted as requested.
A message from the Senate was re
ceived, announcing the passage of the
Atlanta Eleotion Bill; also, that tho Sen
ate had concurred in the House resolu
tion in relation to Governor Bullock’s
resignation; also, in the joint resolution
rescinding tho joint resolution of tho
General Assembly, approved May 5th,
1870.
A resolution, bv Mr. McMillan, pro
viding that tho daily sessions of this
House bo from 9 o’clock a. m. until 1
o’clock n u. was adopted.
On motion of Mr. Bacon, tho rules
were suspended and a bill offered by him
to repeal an act to provide the manner of
holding elections in tho State, Ac., ap
proved October 3d, 1870, wms ri ail the
first time.
A resolution by Mr. Bawls, authoriz
ing tho purchase of a number of copies
of public laws to be prepared by D. P.
Hill, Esq., was roferred.
The bill to chango tho timo of holding
MeDufiio and Columbia Superior Courts
was read the third time and passed; also,
to incorporate the Van Wert Mining
Company of Polk county.
A number of bills were read tho second
timo and referred to appropriate commit
tees or engrossed for a third reading.
A resolution bv Mr. Hudson of Schley
to ascertain if the State Librarian has
enough copies of the State Constitution
and Public Laws of 1870 for tho use of
members, etc., was adopted.
A resolution by Mr. Snead, providing
that three additional members bo added
to tho ^Judiciary Committee, £was intro
duced but not acted on.
A letter from Mr. Page of Lee, and a
certificate of bis sickness from liis at
tending physician, were read. Mr. Mc-
WHORTEiiSmovcd that leave of absence be
granted him. Mr. MuMiLLAN^tated that
he had information of Mr. PKge’s pres
ence in Chattanooga, Ten., on the same
day on which his certificate was signed
in Catoosa county. Mr. McWhorter
withdrew his motion.
On motion of Mr. Craig the rules were
suspended and a message from the Gov
ernor, transmitting the report from the
Comptroller General, was received. The
report was referred to the Joint Commit
tee on Finance without being read.
A second message from tho Executive,
transmitting the report of the Superin
tendent of Education, was received. The
report, without being read, was referred
to the Committee on Education.
On motion of Mr. Phillips, tho rales
were suspended and a bill to legalize and
prescribe tho manner of issuing sus
pended processes by clerks of the Su
perior Courts in the Allapaha circuit, was
introduced.
Leave of absence for two days was
granted to Mr. Cato, of Troupe.
A resolution providing that the Com
mittee on Public Printing on tho part of
the Senate and House inquiro into the
report that Samuel Bard, Public Printer,
has resigned, and said public printing is
being dona under a contract made bv It.
B. Bullock, Jute Governor; and if said re
port bo true, said oommitteo bo author
ized to contract for public printing until
a Public Printer can be elected. This
resolution was adopted.
A resolution authorizing the appoint
ment of tho following additional commit
tees, to-wit—On tho Western and Atlan
tic Railroad, on Corporations, on Peti
tions and Memorials, on the State Libra
ry and Public Buildings—was adopted.
A resolution authorizing tho joint Fi
nance Committees of the Senate and
House to report what legislation is neces
sary to protect the credit of tho State
from certain acts of tlic Inst General As-
bonibly, was adopted.
The House then adjourned until 1) a.
m. to-morrow.
Gen. E. M. Gregory, United States
Marshal, is dead.
Tho Goodyear Dental Vulcanite Com
pany has obtaiued a verdict against sev
eral dentists of Cincinnati for infringe
ment of patent.
One death from yellow fever occurred
in Charleston yesterday.
Iu Philadelphia last week thero were
567 eases of small pox and 95-deaths.
No ward is entirely free from tho disease.
It is impossible to obtain casks for the
immense vintage of California.
Von Beust, tno Austrian Minister, has
resigned, aud is succeeded by Count
Aud r assy.
The Grecian Ministry has resigned.
A Kingston, Jamaica, negress, of highly
respectable character, hiis been arrested,
OH tho charge of cannibalism. It is as
serted that she killed aud ate twenty-six
children, whom sho inveigled into her
promises.
Tho strike at Koucn ia increasing.
At Dublin, a niob assaulted the mili
tary escort conducting Kelly to trial,
with stones. A soldier was mortally
hurt.
Peter B. Bwceuey has resigned as Com
missioner of Public Work, New York.
General Augur commands the Third
Department—comprising Texas and In
dian Territory—with headquarters at
San Antonio.
THE ELECTIONS
FIRST retort:
Washington, November 7.—The elec
tion summary up to six o’clock is as fol
lows:
Iu Massachusetts scattering returns
indicate the usual majority.
In New York tho rate is hcAvy, and the
majority is estimated at 50,000. Tam
many is prplmbly triumphant. The
number of arrests wus not unusual.
Tweed is polling au immense vote in the
Third Ward. At Albany the Republi
cans polled a largo vote.
The weather lias been fine.
In Jersey City, the election is progres
sing quietly. A fall vote is being polled.
Rioting is reported at Camden.
In Maryland tho election is quiet.
Scattered returns from the interior
towns show uniform Republican gains,
and indicate that the Republicans have
carried tho State by a decisive majority.
SECOND RETORT.
Fifty-six New York tow os show a Re
publican gaiu of 2,900. Jarvis and Lord
are re-elected from Munroe. Tweed is
elected by a large majority. Led with,
the Tammany candidate for the Supreme
Court, woe defeated. O’Brien is clocked
by a large majority. Shaudley probably
beats Siegel. The contest is close.

Chicago.—Media is elected Mayor by
a large majority.

New York, November 7.—The Demo
cratic majority in the city is 30,000. In
Brooklyn 5,000. Nearly the whole Dem
ocratic ticket in tho city, county and
Brooklyn, is elected, including Powell.
Brooklyn elects three Republican and six
Democratic Assemblymen.
Sufficient is known to make it probable
that tho Republican State Ticket in both
branches of the Assembly is elected.
A few scattering returns from New
Jersey indicate tbe election of Parker,
tho Dengioratic candidate for Governor.
Buffalo, November 7.—The city
gives a Democratic majority of 0,709,
being a Republic^ gain of 700. The
