Whether it ia proper or right for our oitizena to owu negroes in foreign countries, is quite another question; but it seems to us that Congress has no right to say what people shall or shall not own in oonntriee beyond our jurisdiction. It is, however, in keeping with the lawless ness which tbe Radical Faction have ex hibited from first to last. Au effort to enforce snob a law, it aecma to us, wonld surely lead to complications and a breach of tbe peace with countries where such s thing should be attempted.
