A resolution providing for a committee to inquire and report whether the interest of the State as Stockholder in the Atlan tic and Gulf Railroad requires the exten sion of said Railroad to Mobile; adopted. The following bills were read the third time, and passed. To incorporate the Commercial Bank of Albany, To promote the propagation of shad in the Savannah River, and to provide a penalty for Ashing for the same on Sun days and Mondays. The committee, to whom was referred a resolution requesting the resignation of the State School Commissioner, reported a resolution providing for a committee of three, to be appointed by the President of the Senate, to iavestigate the fitness and efficiency of the present State School Oommiwiorer, and report tcereon to the General Assembly, and recommended’lts adoption. Mr. Lester moved to lay the whole matter on the table; carried. Mr. Kibbee offered a resolution pro viding for the extension of the present session until Saturday, 16tb, inclusive, which was adopted by a constitutional vote of—ayes 28; nays 12. A message from the Governor, ad in terim, in response to the resolution, re questing information of the amonnt of the indebtedness of the State for print ing, contingent expenses, Ac., was read, and referred to the Finance Committee. A resolution looking to reimbursement to the corporate authorities of Savannah by Congress of £218,000, expended in the repair and improvement of the harbor, was adopted. A resolution appointing certain persons to inspect and report to the General As sembly upon oertain digests, and to pre pare an analytical index of the Georgia Reports, was tabled. The following bills were read the third time and passed: To change the time of holding the Su perior Coarts of Talbot ooonty; to make the employment of any servant whatever, during the term of service in which he or she shall have been employed, a misde meanor; to incorporate the Darien Tel egraph Company; to incorporate the Georgia Reliable Insurance Company, of Atlanta; to incorporate the Grifliu and Columbus Railroad Company. A bill to protect the people of this State against the illegal and fraudulent issue of bonds and securities, and for other purposes, vetoed by the Executive, was token up, and the veto message re turned therewith was rend. The veto message boned the disapprov al of the bill on the material damage to the credit of the State, which it alleged the bill would effeot upon its unconstitu tionality in violating the obligation of contracts, and generally upon its contra vention of the wisest financi 1 policy. Mr, Burns denied that the bill pro poses repudiation of anything. It merely provides for a committee to investigate the bonded debt of the State, to toport to tli. General Assembly. Mr. Simmons said the bill was the re sult of the most careful labors, and the advice of the Drat financial ability of the country. He said the proper authority was totally unable to state the amount of the State's debt, sod policy, and protec tion impartially demand, in the absence of any record of the amount of the debt, a suspension of payment of inter est until the people can know the actual condition of the State’s finances. Campbell spoke against the bill, and called the previous question. The call was sustained and the bill passed, by Ayes—Messrs. Black, Burns, Cameron, Candler, Estes, Erwin, Griffin, Heard, Hicks, Hillyer, Hinton, Hoyle, Jervis, Jones, Kirkland, Kibbee, Lester, Mat thews, McWhorter, Nleholls, Nunnally, Feddy, ltcose, Simmons and Wellborn— 26. Nays—Messrs. Anderson, Brown, Bru ton, Campbell, Clark, Coleman, Crayton, Deveaax, Wallace and Welch—10. Senate adjourned until 3 o'clock r. m. HOUSE OF REPRESENTATIVES. House met. Speaker Smith in tke choir. Journal approved. Mr. Griffin of Houston said that Dr. Simmons, of Sumter oountv, had contes ted the seat of Hon. Wright Brody, de ceased, and that no action had been tak en upon the matter by the Oommittee an Privileges and Elections. Mr. Hadaoa said that m# contest had been entered for Mr. Brady's seat, and now, sinoe Mr. Brady is dead, certainly his seat cannot be contested. On motion of Mr. Bryan the motion to reoonBider was laid on the table. Mr. Bussell moved to reconsider the loss of the bill to pay the heira of CoL M. SheftaU, an officer in the Rerolation, certain money ss compensation far his claims against the State. Mr. McMillan gave a dear statement of .11 the foots, and favored reconsidera tion. Mr. Griffin, of Houston, opposed the motion. On motion of Mr, Richards the motion res laid on the (able. Mr. Griffin, of Houston, offered a reso lution asking the Committee on Privil eges and Elections why no report had been Made on Mr. Simmons’ claims to the sent of Hon. Mr. Brady, deoessed; adopted. To authorize the Governor to draw his warrant in favor of G. O. Edwards, for mer Tax Collector of Lee county, for money overpaid; passed. To umend an act to grant to the Sa vannah, Skidaway and Seaboard Railroad Company the right to construct a railroad through Abercrombie street, was laid on the table. To change the line between the coun ties of Douglss| and Panlding; with drawn. To provide for selling horses and oattle when levied on and claimed, when the officer is required to keep them until the trial; passed To levy and collect a tax on dogs in oertain counties of this State, was debat ed and omen-led to a considerable extent, and finally recommitted. The following bills were passed: To incorporate the Homo Fire, and Marine Insurance Company, of Colum bus; to change the line between Fulton and Campbell counties; to allow W. M. Hannicult, of Gwinnett, to peddle with out license; to amend the law in relation to reoaiving jury oartifioatea in payment of county taxes in White aud Habersham counties; to change the fees of Sheriffs in keeping live stock; to amend the law in relation to sales of horses and cattle by Sheriffs. Pending the consideration of the bill to create a county court, the House ad journed until 3 r. u. AFTEHXOON SESSION. A Senate resolution providing for the appointment of a joint committee to in vestigate and report to this or the next session of the General Assembly as to siding the Atlantic and Gulf Railroad Company, was concurred in. The Scunto bill to create a county court for each county of this State, ex cept such as are specially excepted, was resumed. A reeolation asking the Government to take charge of the telegraphs was reject ed. A resolution denouncing the inspection of articles of merohordiae by State au thorities was adopted unanimously. Boston, December 9.—This afternoon the Grand Duke Alexis and suite attended a concert by 1300 school children in Music Hall. The decorations ot the Hull were elegant, and tho singing of the children created great enthusiasm. At the close of the entertainment the Uraud Duke remarked that it was the most charming and interesting exhibition it had ever been his good fortune to witness. FOREIGN NEWS, London, December 8.—midnight.-The sudden unfsvorable change in the Prinoe of Wales causes deep sorrow throughout the country from a/1 classes. London, Deoember 9.—Unofficial ad vices from Landsinghnm continue unfa vorable, and represent the case of the Prince of Wales os hopeless. The following bulletin has jnst been nested: “Landsingham, December 9, Noon.—The Prince passed the morning more tranquilly, his febrile puroxism sub siding. There has been no increase in exhaustion.” Signed by Sir William Jenner and others. The Princess Beatrice, Prince Leopold and all the children of the Prince, have been called to his bedside, and are hast ening to Landsingham. Tho Duko of Cambridge has already gone there in re sponse to a telegraphic summons. Landsinoham, December 9—9 a. m.— The Prince of W T ales slept a little during last night. A vote of urgency upon the future form of government of France was refused. A bill was present ed annulling the decree confiscating the property of the Orleans Princes. A vote of urgency requiring the return of the Assembly to Paris was refused by a small majority. Angry recrimination followed between the members of the right and Uft A resolution censuring the Com mittee of Pardon for want of Clemency, was retained to liontu, who was moved.
