This Act ww passed by the legislature, over Conley's veto, on th* 23d November, and provides fo* a apaairi election to be bald on Tuesday, the 19th instant, for a Governor, to fill Bullock’s unexpired tana. It requires th* managarsof the election to seal up the return*, and direct them “to A* President of the Senate and Speaker of Ae House of Aa Bepresenta- tivss;” and to transmit tha name to “ the person exercising the dnttoa of Governor for tha time being, who shall, without opening arid returns, Os use Ae same to be laid before Ae Senate, if the Senate beineeeriou when reoeivedend if re ceived during Ae rocees, Aan so soon as Ae General Assembly oonvenes. The Senate to required forth wiA to transmit said returns to Ae House of Bepweentatives; and Ae two Houses, convened in Ae Representative Chamber, are to open Ae returns, count and pub lish A* vote, and "declare Ae result of •rid election, as provided by Article 4, Section 1, Paragraph 8 of Ae Constitu tion;” and tbe Governor Ana chosen shall be inaugurated Ae next day thereafter at 12 H. An aet supplemental to this has been passed, aad become* a law. This important Bill, wbioh acting Gov ernor Conley has vetoed, and which is absolutely neoeseery to save us from Ae huge swindle of Kimball, Bullock, Blodgett, Clews, and the remainder of the Plundering Bing, reel tee that divers bonds, purporting to be bonds of the Slate of Georgia, anil divan bonds bear ing Ae indorsement of tbe State, have been issued and put in droulation by Bsfue B. Bullock, and Aal divers bond, issued prior to his administration have ban negotiated by him ; and Farther; Ant it to believed that a large portion of raid bonds have been illegally and fraudalently issued and ne gotiated, Aa extent and amount of wbioh to unknown to A* General Aarembly. Tbe law, on it now stands, prohibit* sny one from voting, who has not paid his tax for lust year—1870. The Bul lock Legislature declared the poll tax of 1868, 1869 aad 1870, iltagai, and forbade its collection. The present Legislature has repealed A at set, and requires every body to pay np all taxs* for Ae three years past; ao that all who were relieved by tbe sot of the Bullock Legislature must yet pay up all back dues for taxes The Constitution requires that all vot ers ahsll have paid tax, for tbe year preced ing Ant in which Aa election is bald; consequently those who bat* paid all tax for 1870, aan rota, and thowufoo have not cannot epic.
