The Comptroller replied, that the Code
tested the power to suspend taxes in the
Governor alone, and that the communi
cation was, therefore referred to him,
and added:

Upon this recommendation, the follow
ing authority was given by the acting

The Desperate Courage of the
JUut Radical.
The Cntlibcrt Appeal of ths 15th iuat.
c ontains an ably written artiole signed
“Randolph," in whioh the oourso of the
Radicals in Georgia, in their systematic
design of robbery and outrage, and the
roddHseoadoct of Beniamin Conley in
the Gubernatorial Cell air, are scathingly
roviowed. His oourago is compared to
that of tho last one of a pen of captured
wild hogs:
Those who ever caught wild hogs in
peue, where several were grouped togeth
er, will remember this peculiarity in that
animal which well illustrates Couloy’s ex
hibited courage. As lung as all the hogs
are ou foot their resolution to resist as
saults, aud to assail their oaptors knows
no bounds, and he who enters tho pen
does so at his peril. But whenever ono
hog fella in the fray you may eater with
safety, and slay or tie with impunity un
til you oome to tho last And then yon
are again put on the defensive. For the
last one will fight alone with all the oonr-
uge of hit species, as If surrounded and
aided by a thousand of his comrades.
Much has been the career of the Geor
gia Radical Ring of thieves iu high places.
While they stood and looked alneltu, and
flourished the ensigns of their imwcr,
and flared in the focos of the people the
keen weapon* of their defence and as
sault, many uusnspeeting were misled,
and even some virtuous may havo been
tempted to wake common cause with
them, and to profit hy their peculations
There was a strength about them that
made them invincible even to those who
believed their pwt>oeosbad,and that they
would ultimately oome to grief, llat at
last ono of the leaders fell, and thetaoe-
f or ward all the pack wore hsrraaaod, and
in turn submitted tamely to the authority
of an enraged people, until it came to
Conley, the last bog in the pen. Forth
with his bristles began to rise, anil his
ragged teeth to show themselves whetted
keen aud covered with tho froth and foam
of his rage, for tho fray with the honest
people of the State.
He is hopeless in his own strength.
For he is not only not fortified hy the
Constitution, and statutos, but every one
at their provisions is a barbed arrow that
flies with lightuiug speed from the
archives of our history and the volumee
of our law, into tha vitals of tho usur
per. He has no moral strength,
for he defies public morals. Ho
has no plea of patriotism that justifies
t!» overruling popular will for the pub
lic weal, for nis mission is sgninst the
State, her peace, dignity, her honor, and
her purse. Re has no pretext that party
drill demands it at hie hands, for tho
good men of his own Ipsrty, here and
abroad, ooudemn hie judgment, and de
spise the mean pretensions to greatness,
as well as his claim to official power

Hi« hope, his only hope, is, that tho
Government cf the United States, by
reason of falsely excited ire and mis
guided mntioe, will become meaner than

crime and guilt in a matter where
it luw contracted none, and has

“Randolph,” writing in tha last issue
of the Cuthbert Appeal, in noticing the
briefless career of onr acting Governor,
agys:
He adheres to the canaeof the fugitive
Governor, pursue* the jourse marked out
to screen him and suppress knowledge of
bisaaeociatoe in guilt, when it is spjiarent
to all good people that everything abnnhl
be nncovored. lie has been intimately
associated with him in politics, was with
him in the midnight leagues, «lieu both
were obscure but ambitious aspirants for
place—went with him through the plot
tings and machinations which sent both
to represent the Angusta District in
the Htate Convention, and where
both assisted in making the Con
stitution whioh Bollock has fled from,
and Conley tramples under foot. They
came into the State administration to-
S ether, and were on confidential terms
nring the whole time Bullock and his
coadjutors were concocting aud per
petrating the gross derelictions that
rendered precipitous flight the only
measure of personal safety. He re
ceived at the hand* of Bollock, by secret
oonsent and clandestinely, the Executive
books and records, when he and Bollock,
and all their legal advisers, knew his
Presidency of toe Senate would expire
within three days.
Again:
That he tbonld attempt to usurp Ex
ecutive power—the highest agency of toe
sovereignty of the State—and hold it by
force, in order to oarry ont liis foal co'n-

he knows the entire people over whom he
lords it, demand investigation and retrib
utive justice—when ho knows too Execu
tive office thus surreptitiously turned
over to him, has for three years and iporo
been grossly prostituted to private gain,
and made not only the guilty aider and
abettor, but too actual perpetrator of
wholesale theft and embezzlement, to the
irrcpareblo damage of tho people over
whom he usurps power, is evidence most
conclusive of an abandoned heart and
malignant purpose, either to shield Bol
lock, the felon, and others—perhaps him
self—to embroil the State in the falsely
excited aud misguided ire und resent
ment of the Federal Government, or to
vex and ennoy a people hy the exercise
of unwarranted power in an insulting
manner, to whom his presence, to say
nothing of his official pretensions, are
loathsome in the extreme, which at once
sinks him below public contempt For
if it is his purpose to make himself a tool
for Bullock, aud covering to hide the
guilt of him end his accomplices, he is a
meaner pimp than Bullock is n rogue.
