A City Court.—The Legislature, st its
kte eefisioo, wUblithed m Oity Court for
Atlanta, whose jurisdiction is to extend
to all civil coons, (except ia equity;)
divorce, and title to real estate, where the
Hum involved does not exceed $3,000, be
sides interest, and shall be above thn
jurisdiction of a Justices’ Court; all cases
of tort, where the damage claimed is not
above $<’3,000; aud shall have criminal
jurisdiction of all minor offences com
mitted within the city limits, which do
not subject the offenders to confinement
in the Penitentiary or to death.
The Mayor and Council are to elect the
Judge of this Court at their fiist regular
meeting in January next, who is to hold
his office four yearn. He is to be com-
missioned by the Governor, and nay be
removed by the Governor on ad dress of
two-thirds of the General Assembly. The
City Council has power to fill vacancies
for nnexpired terms.
This Jndge is required to be a lawyer,
not less than twenty-five yean of age.
His salary is to be $2,600 per annum.
The Solicitor General of the Atlanta
Circuit is required to prosecute all offen
ses before this Court; and the Clerk of
the Superior Court and Sheriff of Fulton
county, and their deputies, ore mode ex-
officio offioera of this Court
The Judge has authority to issue writs
of habeas corpus, and bear and determine
the same; shall have jurisdiction of all
claim cases where personal property is
levied au, and uM mortgages on personal
property, where the amount involved is
not beyond the jurisdiction of the Court
The Court is to hold quarterly sessions,
meeting on the first Mondays of Juno
and December for eivil and criminal bus*
iness; and on the first Mondays of Mareli
and September for criminal business ex
clusively.
Judgments obtained in this Court shall
be a lien upon all property within the
State not exempt by law. v "
Either party to any suit may demand
a trial by jury. All laws reluting to at
tachment or garnishment in the Superior
Court shall be applicable to this Court;
all judicial officers, or any Councilman
of the city, may issue attachments return
able to this Court, and the sheriff or his
deputy may levy the same, returnable to
said Court.
Policemen of the city ore authorized
to serve as constables at the sittings of
the Court and serve its processes and or
ders; and the Judge of the Court and
Mayor of the city are authorized to select
five members of the city police, who
shall servo the Court as bailiffs for one
year, who arc authorized to serve any
criminal warrant where the offense is not
above the grade of misdemeanor.
A Record sit's Court for Atlanta—
The ihcoming Mayor of Atlanta will be
relioved of tlio duty of holding a court
every day for the trial of offansea against
the city.
The Legislature at its late session
passed an act to amend the charter of the
oity, so os to provide for the election of
an Auditor and Reoorder. It provides
that the Mayor and Council, at their an
nual elections of city officers, may elect
a Recorder, whose duty it shall bo to pre
side at the oity courts, known its the
Mayor’s Courts, with full and ample au
thority to try and dispose of all causes
within the jurisdiction of the Mayor
Courts, whose salary shall be fixed by
the Mayor and Council prior to his elec
tion, which ehaU not be increased or di
miniehed while in office; that be may be
removed at any time by the Mayor and
Council for malpractice or incompetency
and a vacancy from any cause may l>e
filled by the Mayor and Council.
This will not only relieve the Mayor of
this (tyty, and give him bjtter opportu
nity to Oonsider and properly provide for
its general wants and financial interests,
but by assigning the enforcement of our
police regulations to one mau, who will
have that duty only to attend to, the laws
,w«n bo more rigidly enforced, aud crime
will be lessened—provided a competent
man iscluueato fUl the important office.
This we hope will be done.
Gome to Work nr Earichot.—Mr.
James is prej>aring for the duties of the
important office he is about to assume,
like a man who fully understands the re
sponsible duties which will devolve upon
him.
Last evening there was a meeting held
at his banking house of all the members
elect of the new Council, at which he ap
pointed his committees for the nextyear,
whose names wo announce elsewhere.
This step was taken by him to prevent
any person from further soliciting him
for positions on committees. He is de
termined to go into office untrammeled,
and resolved upon an economical and
efficient administration of the city gov
ernment He has the capacity, energy,
industry and patriotism to do the work.
Commissioners of Water Works.—
The new City Council in January will
elect Water Works Commissioners for
the Cth and 7th Wards. Will the .beet
men in those Wards come forward and
announce themselves as candidates, and
be elected ? No pay is attached to the
office—nothing but the honor of serving
the people faithfully and efficiently. We
want feu economical and worthy admin
istration of the Water Works system.

ber of our next Council, where his expe
rience and practical knowledge will be
worth much to the city. The committee
to examine into the affairs of the Western
and Atlantic Railroad ought to have the
services of just such a man.
Aeronautical.—An amateur balloon
ascension took place in front of the Kim
ball Hoi.bt. yesterday afternoon. Au en
thusiastic young gentleman purchased
the entire stock of a peripatetic balloon
peddler, and turned the whole lot loose
to the tender mercies of the breezes.
The miniature high-flyers sailed away ns
gallantly as ever a balloon sailed, and
the short space of about two minutes
were lost to sight, and were, no donbt, to
the memory of him who made the invest
ment dear.
Postponed Sale To day.—At 2 o’clock
to-duy Col. G. W. Adair will sell those 39
lots on McDaniel street, near L. 0. Welle.
These lots overlook the city and are near
the Street Railroad.
Cm Auditor.—\Yo have long needed
in onreity administration, an Auditor of
public accounts. Our Council has hith
erto had a Finance Committee, who hav
given n very hasty examination to such
claims against the city, and it may be
that thousands upon thousands of dot
lars are paid out annually, which might
be sawed, it a competent person, whose
sole duty it would be, should carefully
scrutinize over} account, at his leisure,
before they come before the Council for

Mayor’s Court.—The distinguished
success of His Honor’s entertainment on
Monday morning, attracted a large and
enthusiastic audience yesterday. No
programme had beeu announced, bnt we
saw some of the artists engaged for the
occasion, and we were convinced that
His Honor was prepared to act in style
par e.rccUettce, any drama from Hamlet
down to a roaring farce.
The curtain arose, and Johnson, with
the most royal sanctity, announced,
amid tremendous upplauce, the bran
new 8crio-comedy of
MAT. DEWBERRY,
or the “woman in scarlet. ” This is the chef
d'aurre of His Honor, and will go
down to posterity as a monument of
his dramatic talent Tho scene of this
new sensational drama was laid chiefly iu
Beelzebub Park, that princely region of
tha city surrounding the United States
Barracks. Here, Mat Dewberry, sur
rounded and courted by ambassadors and
princes from every clime, lived in a regal
palace of Oriental splendor.

Burglary.—Handy Sanders was ar
raigned yesterday before Judge Smith,
charged with breaking into the honso of
Mr. Cauthorn, on Marietta street, on the
night of the 13th instant, end ebetraeting
some coats, hits, etc. He was bound
over for larceny, and committed to jail
in a default of bail; Howard Van Epps,
counsel for defense.
Maudy Mitchell, Julius Glass, Lucy
Holt, Mattie Holt, and Pierce St John,
were, also, arraigned, charged with
breaking into aad entering the hoese of
J. O. Simmons, on Marietta street, ou
the night of the 13th inst, aud stealing
about 160 ponnds of meat Julius Glass
and Lucy Holt were committed to jail in
default of bail. The others were dis-
charged through the -efforts of Howard
Van Epps, counsel for defense.

ta.—We specially call attention to the

in process of formation in this oity. It
is being taken hold of by our most sub
stantial business men, who do not fail in
anything they undertake. The company
will be organized, and some such sterling
man as John H. James will be made its
President. They have undertaken this

this city, in which our own people can
insure their property.
Holiday Goods.—The store of Messrs.
McBride k Co., on Marietta street, is “a
thing of beauty and a joy,** at least for
a season. Never was there such a bril
liant display of holiday goods in the
city, embracing everything that is ele
gant and suitable for presents. They
have a thousand toilet sets, of various
styles and designs, some of which are
real wonders of art. They have the
largest, most beautiful and cheapest
vases ever brought South. They huve a
superb stock of statuettes—Parisian and
bronzes — single pieces, groups
and sets. Tobacco boxes of quaint
and curious devices. Cutlery, fancy,
for ladies aud gentlemen.
In fact, it is impossible to enumerate half
immense stock. It must he seen to be
half appreciated. Its beauty can hardly
be imagined. Indeed, it never entered
into the mind of ordinary man to con
ceive that glass and metal and porcelain
could be brought into such various aud
beautnui .^upes as are to be seen every
where in the State. It is splendid to
look at, and tho stock is so cheap that
folks of moderate means need look no
farther for presents, or for articles of
general utility. The house deserves the
amplest credit far the great energy it is
displaying this season.

Mrs. Moulton’s Second Concert.—
Notwithstanding the various festivals
this city last evening, Mrs. Moulton was
again greeted with a flattering audience.
Iu the opinion of manv, she sang with
more effect and with a bet ter understand
ing of the tastes and preferences of the
audience, than the evening before. Un
fortunately for both her and her au-
dienoe, her programmes are
ranged before she has consulted the mu
sical status and appreciation of her audi
ence. It would greatly enhance her popu
larity and the general effect of her per
formance, were ahe to acquaint herself
with some of the airs, both social and
operatic, familiar to immediate hearers.
But her visit here, notwithstanding, has
been the source of untold pleasure to
large and elegant audiences, and she
leaves manv admirers behind.
Siguor Ferranti, tbe famous baritone,
has won golden opinions as a powerful
and irrepressible humorist, anil Mr.
Brookhouso Bowler has won the distiuc-
tion as being one of the most delightful
tenors on tho stage; and as for Mr. James
M. Welhi, his thrilling touch on Weber
is absolutely peerless. It awakens emo
tions of more sublimated tones in another
sphere.
